धारा 144 बढ़ाने का आदेश जारी, 7 बजे के बाद निकलना मना, ID Card लेकर करना होगा काम

बीकानेर जिले में सीमावर्ती क्षेत्र में अवैध प्रवेश व अवांछनीय गतिविधियों पर रोक लगाने के लिए जिला मजिस्ट्रेट व जिला कलक्टर भगवती प्रसाद कलाल ने दण्ड प्रक्रिया संहिता 1973 की धारा 144 के आदेश आगामी दो माह तक बढ़ाए हैं. आदेशानुसार जिले से लगने वाली अन्तर्राष्ट्रीय सीमा पर तस्करों, घुसपैठियों व अन्य असामाजिक तत्वों के अवैध प्रवेश व अन्य अवांछनीय गतिविधियों की आशंका है. जिले की अन्तरराष्ट्रीय सीमा के निकट विभिन्न स्थानों में स्थित पीसीओ के माध्यम से आपराधिक गतिविधियों में लिप्त व्यक्ति इन केन्द्रों पर जाकर दूरसंचार के माध्यम से महत्वपूर्ण सूचनाएं लीक करते हैं. 

इसके साथ ही सीमा के नजदीक पाकिस्तानी इलाके में लगे मोबाइल टावरों का नेटवर्क भारतीय सीमा के अन्दर 3-4 किलोमीटर तक आने के कारण भी राष्ट्रीय सुरक्षा पर खतरे को देखते हुए पाकिस्तानी लोकल सिम का उपयोग करने या पीसीओ से सम्पर्क या सूचना देने के साथ ही रात्रिकालीन विचरण पर प्रतिबंध की अवधि बढ़ाई गई है.

शाम 7 के बाद निकलना सख्त प्रतिबंधित
जिला मजिस्ट्रेट कलाल के आदेशानुसार जिले में भारत-पाकिस्तान सीमा से लगते 2 किलोमीटर क्षेत्र में रहने वाले लोगों और उस क्षेत्र में प्रवेश व विचरण करने वाले लोगों को निर्देशित किया गया है. निर्देश में कहा गया कि इस क्षेत्र के सभी तहसील पूगल, खाजूवाला एवं बज्जू के ग्राम बल्लर, गुलामअलीवाला, सियासर चौगान, बेरियांवाली, करमवाला, गज्जेवाला, रणजीतपुरा, सांचू, अन्नेवाला, कबरेवाला, भूरासर व मगनवाला में रात 7 बजे से सुबह 6 बजे तक बिना वैध अनुमति के कहीं आने-जाने से लेकर अन्य गतिविधियां पूर्ण रूप से प्रतिबंधित रहेंगी. इस क्षेत्र में आवश्यक काम के लिए वैध अनुमति नजदीक के बीएसएफ व बीओपी से प्राप्त की जा सकेगी. इसका उल्लंघन करने वालों के विरूद्ध भारतीय दंड संहिता व प्रक्रिया के प्रावधानों के अनुसार कार्यवाही की जाएगी.

पाकिस्तान से जाने वाली कॉल की होगी जांच
आदेशानुसार जिले के बज्जू, पूगल, रणजीतपुरा, खाजूवाला व छतरगढ़ क्षेत्र में कोड संख्या 0092 (पाकिस्तान का टेलीफोन कोड नम्बर) किए जाने वाले अन्तर्राष्ट्रीय कॉल का रिकॉर्ड भारत संचार निगम लिमिटेड द्वारा संधारण किया जाएगा. कोड संख्या 0092 पर आने व जाने वाली कॉल की जांच के लिए भारत सरकार संचार निगम लिमिटेड से सूचना प्राप्त करने के लिए विभिन्न अधिकारियों को अधिकृत किया गया है. सीमावर्ती क्षेत्रों में समस्त मोबाईल कंपनियों द्वारा स्थापित कार्यालयों, अधिकृत दुकानों, काउण्टरों पर नई सिम विक्रय करने से पूर्व उपयोगकर्ता से उसकी पूरी पहचान के प्रमाण जैसे उपभोक्ता आवेदन पत्र, फोटो, राशन कार्ड, आधार कार्ड, मतदाता कार्ड, बिजली पानी के बिल की प्रति आदि की हस्ताक्षर युक्त कॉपी आवश्यक रूप से लेकर मूल पत्रों से मिलान किया जाए. 

संदिग्ध यूजरों के बारे में करना होगा सूचित
आदेशानुसार उपभोक्ता के सत्यापन के पश्चात ही सिम एक्टिवेट की जाए. सिम प्रदाता इस सम्बंध में एक रजिस्टर संधारित करें, जिसमें जारी की गई सिम व उपयोगकर्ता के सम्बंध में समस्त जानकारी दर्ज की जाए. सिम प्रदाता कंपनी को संदिग्ध आवेदक या उसके द्वारा पहचान पत्रों के जाली होने की स्थिति में क्षेत्र के थानाधिकारी को अनिवार्य रूप से सूचित करना होगा.

काम के दौरान साथ रखें पहचान पत्र
आदेशानुसार जिले के किसी भी क्षेत्र से जहां पाकिस्तान लोकल सिम से पाकिस्तानी नेटवर्क के जरिए सम्पर्क स्थापित किया जा सकता है, ऐसे किसी भी व्यक्ति या संस्था को पाकिस्तान लोकल सिम के उपयोग की अनुमति नहीं दी जाएगी. जिले की पाकिस्तान से सटी सीमा के समीप की कृषि भूमि का आवंटन विभिन्न व्यक्तियों को किया गया है. जिनके द्वारा वर्ष भर कृषि कार्य कर अतिरिक्त जिप्सम खनन व लघु व्यवसाय का सुचारू रूप से चलाने के लिए ठेके पर देश के विभिन्न प्रदेशों के कामगारों से कार्य करवाए जा रहे हैं. इन स्थानों पर काम करने वाले कामगारों की पहचान सुनिश्चित करने के लिए सीमा सुरक्षा बल को अवगत करवाना आवश्यक है. ऐसे सभी व्यक्ति अपने मूल निवास प्रमाण पत्र की प्रति, पुलिस से करवाए गए चरित्र सत्यापन, पहचान पत्र आदि की प्रति समीपस्थ बीएसएफ, बीओपी व सम्बंधित पुलिस थानों में अनिवार्य रूप से जमा करवाएं और कार्य के दौरान ऐसे व्यक्तियों को अपने पहचान पत्र साथ रखना अनिवार्य होगा.

अनजान व्यक्ति को व्हाट्सऐप पर न करें शामिल
आदेशानुसार कोई भी व्यक्ति व्हाट्सऐप ग्रुप में किसी अनजान व्यक्ति को शामिल नहीं करें. यदि सामारिक महत्व की कोई सूचना आदान प्रदान की जानकारी आदि है तो ग्रुप एडमिन को सीधे तौर पर जिम्मेदार माना जाएगा. आदेश की अवहेलना करने पर सम्बंधित व्यक्ति को भारतीय दंड संहिता की धारा 188 के तहत एक माह का साधारण कारावास व 200 रुपए का जुर्माना किया जाएगा.

According to the order, there is a possibility of illegal entry of smugglers, infiltrators and other anti-social elements and other undesirable activities on the international border adjoining the district. Through PCOs located at various places near the international border of the district, persons involved in criminal activities visit these centers and leak important information through telecommunication.

Along with this, in view of the threat to national security, due to the network of mobile towers installed in the Pakistani area near the border coming within 3-4 kilometers of the Indian border, it is also prohibited to use Pakistani local SIM or to contact or give information to the PCO. The period of ban on night wandering has been extended.

Going out after 7 pm is strictly prohibited
According to the order of District Magistrate Kalal, people living in the 2 km area along the India-Pakistan border in the district and people entering and moving in that area have been directed to do so. It was said in the instructions that in all the tehsils of this area, Poogal, Khajuwala and Bajju, villages Ballar, Ghulam Aliwala, Siyasar Chaugan, Berianwali, Karamwala, Gajjewala, Ranjitpura, Sanchu, Annewala, Kabarewala, Bhurasar and Maganwala from 7 pm to 6 am. Without valid permission, movement and other activities will be completely prohibited. Valid permission for necessary work in this area can be obtained from nearby BSF and BOP. Action will be taken against those who violate this as per the provisions of the Indian Penal Code and procedure.

Calls from Pakistan will be investigated
As per the order, records of international calls made to code number 0092 (Pakistan's telephone code number) in Bajju, Pugal, Ranjitpura, Khajuwala and Chhatargarh areas of the district will be maintained by Bharat Sanchar Nigam Limited. Various officers have been authorized to obtain information from the Government of India Communications Corporation Limited to investigate incoming and outgoing calls on code number 0092. Before selling new SIM at the offices, authorized shops and counters established by all mobile companies in border areas, proof of complete identity of the user such as consumer application form, photo, ration card, Aadhar card, voter card, copy of electricity and water bill is required. Etc.'s signed copy must be taken and matched with the original letters.

Must be informed about suspicious users
As per orders, SIM should be activated only after verification of the consumer. The SIM provider should maintain a register in this regard, in which all the information regarding the issued SIM and the user should be recorded. The SIM provider company will have to compulsorily inform the area police station in case of a suspected applicant or in case of identity cards being forged by him.

Carry your identity card with you during work
According to the order, no such person or organization will be allowed to use Pakistan local SIM in any area of the district where connection can be established through Pakistani network. The agricultural land of the district near the border with Pakistan has been allotted to various persons. Through which workers from different states of the country are being hired on contract to carry out agricultural work throughout the year and to run additional gypsum mining and small businesses smoothly. To ensure the identity of the workers working at these places, it is necessary to inform the Border Security Force. All such persons should compulsorily submit a copy of their original residence certificate, character verification done by the police, identity card etc. in the nearest BSF, BOP and related police stations and it is mandatory for such persons to carry their identity cards with them during work. will be.

Do not include unknown people on WhatsApp
As per the order, no person should include any unknown person in the WhatsApp group. If there is any exchange of information of strategic importance, then the group administrator will be held directly responsible. On disobeying the order, the person concerned will be punished with one month simple imprisonment and a fine of Rs 200 under section 188 of the Indian Penal Code.
