राजस्थान में गहलोत मंत्रिमंडल की बैठक सम्पन्न, जानिए बैठक में क्या हुए अहम फैसले
राजस्थान के मुख्यमंत्री अशोक गहलोत की अध्यक्षता में मंगलवार को मुख्यमंत्री निवास पर राज्य मंत्रिमंडल की बैठक आयोजित हुई। इसमें राजस्थान पार्ट टाइम कॉन्ट्रेक्चुअल हायरिंग रूल्स-2023 का अनुमोदन, जयपुर में जेम बोर्स की स्थापना तथा विभिन्न संस्थाओं को भूमि आवंटन जैसे महत्वपूर्ण निर्णय लिए गए हैं। साथ ही जीव जन्तु कल्याण बोर्ड का नाम अमृता देवी राज्य जीव जन्तु कल्याण बोर्ड करने का भी बड़ा फैसला किया गया है।
पार्ट टाइम कार्मिकों को 3 लाख रुपए तक मिलेंगे परिलाभ
मंत्रिमंडल गहलोत ने राजस्थान पार्ट टाइम कॉन्ट्रेक्चुअल हायरिंग रूल्स-2023 के प्रारूप का अनुमोदन किया है। इसमें पार्ट टाइम कार्मिकों को सेवा समाप्ति पर 2 से 3 लाख रुपए तक का आर्थिक सहायता पैकेज मिलेगा। ये परिलाभ विभागों में कार्यरत पार्ट टाइम कार्मिकों को सेवा समाप्ति, मृत्यु एवं सेवानिवृत्ति पर दिए जाएंगे। इन नियमों के बनने से पार्ट टाइम कार्मिकों की भर्ती में पारदर्शिता आएगी और उन्हें आर्थिक संबल भी मिलेगा। उल्लेखनीय है कि मुख्यमंत्री गहलोत ने वर्ष 2023-24 के बजट में आंगनबाड़ी कार्यकर्ता, सहायिका, कुक, फर्राश आदि जैसे पार्ट टाइम कार्यरत मानदेय कर्मियों को सेवानिवृत्ति पर आर्थिक सहायता देने के उद्देश्य से राजस्थान पार्ट टाइम कॉन्ट्रेक्चुअल हायरिंग रूल्स-2023 की घोषणा की थी
जयपुर में बनेगा राज्य का पहला जेम बोर्स
गहलोत मंत्रिमंडल ने जयपुर में जेम बोर्स की स्थापना व विकास के लिए लगभग 44 हजार वर्ग मीटर भूमि आरक्षित दर पर उपलब्ध करवाने के प्रस्ताव का अनुमोदन किया है। यह भूमि जेम बोर्स की स्थापना के लिए गठित जयपुर जेम एंड ज्वैलरी बोर्स (एसपीवी) को औद्योगिक आरक्षित दर से 3 गुना दर पर 99 वर्ष की लीज पर आवंटित की जाएगी। इससे रत्नों के निर्यात को बढ़ावा मिलेगा। लगभग 60 हजार लोगों को प्रत्यक्ष-अप्रत्यक्ष रोजगार के अवसर मिलेंगे। इससे राज्य के आर्थिक विकास और उन्नति पर सकारात्मक प्रभाव पड़ेगा।
जीव जन्तु कल्याण बोर्ड का नाम अमृता देवी राज्य जीव जन्तु कल्याण बोर्ड
राज्य जीव जन्तु कल्याण बोर्ड का नाम अब अमृता देवी राज्य जीव जन्तु कल्याण बोर्ड होगा। मंत्रिमंडल ने अमृता बिष्नोई द्वारा जीव जन्तु व वन रक्षार्थ दिए बलिदान व जीवों के प्रति समर्पण भाव को आमजन तक पहुंचाने के लिए बोर्ड के नाम में संषोधन का अहम निर्णय लिया है। इससे आमजन को जीव-जन्तु कल्याण के लिए प्रेरणा मिलेगी।
नेत्रहीन विकास संस्थान को होगी निशुल्क भूमि आवंटन
मंत्रिमंडल ने नेत्रहीन विकास संस्थान द्वारा संचालित प्रज्ञा चक्षु उच्च प्राथमिक विद्यालय, फलौदी को निशुल्क भूमि आवंटन का फैसला किया है। इस निर्णय से विद्यालय में अध्ययनरत नेत्रहीन विद्यार्थियों को छात्रावास में रहकर शिक्षा प्राप्त करने की सुविधा मिल सकेगी।
जिला महिला विकास अभिकरणों के 9 परियोजना निदेशक अब राज्य कर्मचारी
मंत्रिमंडल ने राजस्थान सिविल सेवा (महिला विकास परियोजना में परियोजना निदेशकों, परियोजना अधिकारियों एवं अन्य अधिकारियों का विशेष चयन एवं सेवा की विशेष शर्ते) नियम, 1984 के अंतर्गत चयनित, नियुक्त कार्मिकों को नियुक्ति तिथि से नियमित किए जाने का निर्णय लिया है। इससे जिला महिला विकास अभिकरणों के 9 परियोजना निदेशकों को नियुक्ति तिथि से नियमित राज्य कर्मचारी माना जाएगा। साथ ही उन्हें राज्य कर्मचारियों की तरह वेतन भत्ते एवं अन्य परिलाभ पारिणामिक लाभों सहित प्राप्त हो सकेंगे।
पार्किंग के लिए आवंटित होगी भूमि
मंत्रिमंडल के निर्णयानुसार नाथद्वारा क्षेत्र में विशाल उद्यान निर्माण एवं एम्यूजमेंट पार्क परियोजना के लिए तत्पदम उपवन प्रा.लि. कम्पनी को 6970 वर्ग मीटर भूमि पार्किंग प्रयोजनार्थ उपलब्ध करवाई जाएगी। यह भूमि कम्पनी को 10 प्रतिशत की दर से आवंटित की जाएगी।
A meeting of the State Cabinet was held at the Chief Minister's residence on Tuesday under the chairmanship of Rajasthan Chief Minister Ashok Gehlot. In this, important decisions like approval of Rajasthan Part Time Contractual Hiring Rules-2023, establishment of Gem Bourse in Jaipur and allotment of land to various institutions have been taken. Along with this, a big decision has also been taken to name the Animal Welfare Board as Amrita Devi State Animal Welfare Board.
Part time workers will get benefits up to Rs 3 lakh
Cabinet Gehlot has approved the draft of Rajasthan Part Time Contractual Hiring Rules-2023. In this, part time workers will get a financial assistance package of Rs 2 to 3 lakhs at the end of their service. These benefits will be given to the part time personnel working in the departments on termination of service, death and retirement. With the formation of these rules, there will be transparency in the recruitment of part time workers and they will also get financial support. It is noteworthy that in the budget of the year 2023-24, Chief Minister Gehlot had announced the Rajasthan Part Time Contractual Hiring Rules-2023 for the purpose of providing financial assistance on retirement to honorarium workers working part time like Anganwadi workers, helpers, cooks, farrash etc.
State's first Gem Bourse will be built in Jaipur
The Gehlot cabinet has approved the proposal to make available about 44 thousand square meters of land at the reserve rate for the establishment and development of Gem Bourse in Jaipur. This land will be allotted to the Jaipur Gem and Jewelery Board (SPV) constituted for setting up the Gem Board on a 99-year lease at three times the industrial reserve rate. This will give a boost to the export of gems. About 60 thousand people will get direct and indirect employment opportunities. This will have a positive impact on the economic development and progress of the state.
Name of the Animal Welfare Board Amrita Devi State Animal Welfare Board
The name of State Animal Welfare Board will now be Amrita Devi State Animal Welfare Board. The cabinet has taken an important decision to amend the name of the board in order to convey the sacrifice made by Amrita Bishnoi for the protection of animals and forests and her dedication towards living beings. This will inspire the common man for the welfare of animals and animals.
Free land allotment to the Blind Development Institute
The cabinet decided to allot land free of cost to Pragya Chakshu Upper Primary School, Phalodi, run by Institute for the Development of the Blind. With this decision, the blind students studying in the school will be able to get the facility of education by staying in the hostel.
9 project directors of district women's development agencies are now state employees
The cabinet has decided to regularize the selected and appointed personnel under the Rajasthan Civil Services (Special Selection of Project Directors, Project Officers and other officers in Women Development Project and Special Conditions of Service) Rules, 1984 from the date of appointment. With this, 9 project directors of District Women Development Agencies will be considered as regular state employees from the date of appointment. Along with this, they will be able to get salary, allowances and other benefits along with consequential benefits like state employees.
Land allotted for parking
As per the decision of the cabinet, Tatpadam Upvan Pvt. Ltd. for construction of huge garden and amusement park project in Nathdwara area. 6970 square meter land will be made available to the company for parking purposes. This land will be allotted to the company at the rate of 10 percent.
