बीकानेर शहर में साफ सफाई की व्यवस्था सुनिश्चित करने के लिए निगम के सफाई कार्मिकों को अब बायोमैट्रिक के जरिए उपस्थिति दर्ज करवानी होगी। जिला कलेक्टर भगवती प्रसाद कलाल ने सोमवार को कलेक्ट्रेट सभागार में आयोजित साप्ताहिक समीक्षा बैठक में यह निर्देश दिए। उन्होंने कहा कि नगर निगम कमिशनर इस प्रक्रिया को संपादित करवाएंगे।
जिला कलेक्टर ने निगम को शहर में सफाई व्यवस्था, नालियों की सफाई, कचरा प्रबंधन के कार्य को दुरुस्त करने के निर्देश दिए। शहर में मुख्य सड़कों और मार्गों के आसपास निर्माण सामग्री और मलबा डालने वालों के विरुद्ध सख्त कार्यवाही होगी।
जिला कलेक्टर भगवती प्रसाद कलाल ने इस संबंध में सख्त कार्रवाई करने के निर्देश दिए। नगर निगम द्वारा चिन्हित स्थानों पर निर्माण सामग्री के मलबे को डंप कर सकते हैं। उन्होंने बताया कि नगर निगम द्वारा जैन स्कूल के पीछे खदान तथा मोहता सराय पुरी खदान को डंपिंग यार्ड के रूप में चिन्हित किया गया है। जिला कलक्टर ने यूआईटी व नगर निगम को राष्ट्रीय राजमार्गों एवं शहरी क्षेत्र में अनाधिकृत रूप से पड़ी निर्माण सामग्री व मलबे को हटवाने के निर्देश दिए।
समीक्षा बैठक में जिला कलक्टर भगवती प्रसाद कलाल ने कहा कि आगामी नहरबंदी के मद्देनजर जल भंडारण के लिए प्रयुक्त होने वाली समस्त डिग्गियों तथा नहर के खाले की साफ-सफाई, मरम्मत एवं खरपतवार हटाने जैसे कार्यों को करवाना सुनिश्चित करें। उन्होंने आगामी नहरबंदी के दौरान पेयजल की पर्याप्त उपलब्धता सहित अन्य व्यवस्थाओं के लिए आवश्यक समन्वय करने को कहा।
पार्कों के विकास के लिए आमजन से लें सहयोग
जिला कलक्टर ने कहा कि शहर में पार्क को गोद लेने के लिए आमजन या संस्थाएं यूआईटी में अपना आवेदन पत्र जमा करवा सकते हैं। पहले आवेदन पत्र जमा करवाने वाली संस्थाओं को प्राथमिकता दी जाएगी।
उन्होंने नगर निगम, यूआईटी व अन्य विभागों के कर्मचारियों को नियमित रूप से कार्यालय समय पर आने के लिए पांबद करने के भी निर्देश दिए। उन्होंने कहा कि विभागीय अधिकारी इसे सुनिश्चित करें और नियमों की पालना नहीं करने वाले कार्मिकों के विरुद्ध अनुशासनात्मक कार्रवाई की जाए।
जिला कलक्टर ने आंगनबाड़ी केंद्रों के डिमांड नोटिस जमा होने के बाद तुरंत बिजली कनेक्शन देने के निर्देश दिए। उन्होंने कहा कि यूआईटी, नगर निगम एवं सार्वजनिक निर्माण विभाग विधायक एवं सांसद निधि कोष के तहत स्वीकृत कार्यों को भी समय पर पूर्ण करें।
सफाई कार्मिकों के लिए लगाएं बायोमेट्रिक
जिला कलक्टर ने नगर निगम को शहरी क्षेत्र के 80 वार्डों में सफाई कर्मचारियों के लिए बायोमेट्रिक स्थापित करने के निर्देश दिए। उन्होंने कहा कि नगर निगम सफाई कर्मचारियों को नियमित रूप से उपस्थिति दर्ज करवाने के लिए निर्देशित करें। साथ ही सफाई कर्मचारी आईडी कार्ड पहनें यह सुनिश्चित हो।
बैठक में सीईओ जिला परिषद सोहनलाल, नगर निगम आयुक्त केसर लाल मीणा, जलदाय विभाग के अधीक्षण अभियंता राजेश पुरोहित, विद्युत निगम के अधीक्षण अभियंता राजेंद्र सिंह मीणा सहित अन्य अधिकारी उपस्थित रहे।

To ensure cleanliness in Bikaner city, the sanitation workers of the corporation will now have to register their attendance through biometrics. District Collector Bhagwati Prasad Kalal gave these instructions in the weekly review meeting held at the Collectorate Auditorium on Monday. He said that the Municipal Corporation Commissioner will get this process done.
The District Collector instructed the Corporation to improve the cleanliness system, cleaning of drains and garbage management in the city. Strict action will be taken against those dumping construction material and debris around the main roads and routes in the city.
District Collector Bhagwati Prasad Kalal directed to take strict action in this regard. Construction material debris can be dumped at places identified by the Municipal Corporation. He said that the mine behind Jain School and the Mohta Sarai Puri mine have been identified as dumping yards by the Municipal Corporation. The District Collector directed UIT and Municipal Corporation to remove unauthorized construction material and debris lying on national highways and urban areas.
In the review meeting, District Collector Bhagwati Prasad Kalal said that in view of the upcoming canal closure, ensure that works like cleaning, repair and removal of weeds are done in all the diggis and canal ditches used for water storage. He asked to make necessary coordination for adequate availability of drinking water and other arrangements during the upcoming canal closure.
Seek cooperation from the general public for the development of parks
The District Collector said that to adopt a park in the city, the general public or organizations can submit their application form in UIT. Priority will be given to the institutions that submit their applications first.
He also instructed the employees of Municipal Corporation, UIT and other departments to come to office regularly on time. He said that departmental officers should ensure this and disciplinary action should be taken against the personnel who do not follow the rules.
The District Collector gave instructions to immediately provide electricity connections to Anganwadi centers after the demand notices were submitted. He said that UIT, Municipal Corporation and Public Works Department should also complete the works sanctioned under the MLA and MP Fund on time.
Install biometrics for cleaning workers
The District Collector directed the Municipal Corporation to install biometrics for sanitation workers in 80 wards of the urban area. He said that the Municipal Corporation should direct the sanitation workers to register their attendance regularly. Also, it should be ensured that the sanitation workers wear ID cards.
CEO Zilla Parishad Sohanlal, Municipal Corporation Commissioner Kesar Lal Meena, Superintending Engineer of Water Supply Department Rajesh Purohit, Superintending Engineer of Electricity Corporation Rajendra Singh Meena and other officers were present in the meeting.
