देश में सबसे ज्यादा साइबर अपराध राजस्थान में,ये जिला अव्वल,लगाम कसने के लिए साइबर वॉलिंटियर्स की मदद लेगी पुलिस

जयपुर। तकनीक और स्मार्टफोन के लगातार बढ़ते चलन का साइड इफेक्ट अब तेजी से बढ़ रहे साइबर क्राइम के रूप में सामने आ रहा है. साइबर ठगी के साथ ही सेक्सटॉर्शन जैसे अपराध के जरिए शातिर बदमाश न केवल लोगों को फंसाकर उन्हें चूना लगा रहे हैं, बल्कि कई बार ऐसे बदमाश लंबे समय तक पुलिस को चकमा देने में भी सफल हो जाते हैं. किसी जमाने में झारखंड का जामताड़ा इलाका साइबर क्राइम के मामले में सबसे ज्यादा बदनाम था. अब मेवात का इलाका साइबर क्राइम के नए ठिकाने के रूप में तेजी से उभर रहा है.

पिछले दिनों गृह मंत्रालय की एक रिपोर्ट से पता चलता है कि देश में सबसे ज्यादा साइबर अपराध की वारदातों को मेवात इलाके से अंजाम दिया जा रहा है. इसमें भी राजस्थान के भरतपुर जिले से साइबर क्राइम की ज्यादा वारदातें सामने आ रही हैं. ऐसे में भरतपुर का मेवात में आने वाला इलाका न केवल राजस्थान पुलिस बल्कि देश की अन्य जांच एजेंसियों के लिए भी चिंता का बड़ा कारण बना हुआ है. अब राजस्थान में तेजी से बढ़ रहे साइबर क्राइम की चुनौती पर काबू पाने के लिए पुलिस तकनीकी रूप से दक्ष और जागरूक युवाओं व अन्य लोगों की मदद लेगी. ऐसे युवाओं को साइबर वॉलिंटियर्स नाम दिया जा रहा है.

प्रभावी अंकुश के लिए जागरुकता जरूरीः डीजी (साइबर क्राइम एवं तकनीकी सेवा) रवि प्रकाश मेहरड़ा का कहना है कि साइबर क्राइम पर प्रभावी रूप से अंकुश लगाने के लिए जागरूकता बहुत जरूरी है. आए दिन लोग साइबर क्राइम का शिकार हो रहे हैं. जानकारी का अभाव, लोगों का लालच और कई बार भय के चलते भी लोग साइबर क्राइम का शिकार हो जाते हैं और आसानी से क्रिमिनल उन्हें अपना शिकार बना लेते हैं. ऐसे में साइबर जागरूकता अभियान लगातार चलाए जा रहे हैं. थाना स्तर के साथ ही जिला पुलिस अधीक्षक के स्तर पर भी ऐसे अभियान चलाए जा रहे हैं. इसके साथ ही साइबर वॉलिंटियर्स की भी एक योजना है. जिसमें आमजन और अपने-अपने क्षेत्र के दक्ष युवाओं की मदद से साइबर अपराध पर काबू पाने का प्रयास किया जा रहा है.

एसपी या थानाधिकारी मांग सकते हैं आवेदनः उन्होंने बताया कि यह केंद्र सरकार की योजना है. इसमें सभी एसपी और थानाधिकारियों को निर्देश दिए गए हैं कि वे अपने क्षेत्र में इसके लिए आवेदन लें और उनकी स्क्रूटनिंग करें. जो लोग इस योजना के तहत पुलिस की मदद करना चाहते हैं, उनकी सहायता ली जाए. उनका यह भी कहना है कि साइबर क्राइम पर प्रभावी रूप से अंकुश बैंक, सरकारी विभागों, आमजन और पुलिस के साझा प्रयास से ही संभव है.

जागरूकता और ट्रेनिंग प्रोग्राम में करेंगे मददः उन्होंने बताया कि साइबर जागरुकता या साइबर ट्रेनिंग के लिए इन साइबर वॉलिंटियर्स की मदद ली जा सकती है. ये वॉलिंटियर्स अपने-अपने क्षेत्र के एक्सपर्ट हो सकते हैं, जो पुलिस के साथ जुड़कर साइबर क्राइम पर अंकुश लगाने की दिशा में प्रभावी तरीके से काम कर सकते हैं. उनका कहना है कि जब आमजन यह जान जाएंगे कि किस तरह से पुलिस की मदद करनी है. तभी साइबर क्राइम पर प्रभावी रूप से अंकुश लगाया जा सकता है, जागरूकता ही इसे रोकने का सबसे सशक्त माध्यम है.

चार साल में सात हजार मामले आए सामनेः साइबर क्राइम का ग्राफ कितनी तेजी से ऊपर की तरफ बढ़ रहा है. इसका अंदाजा इससे लगाया जा सकता है कि राजस्थान में चार साल में साइबर अपराध से जुड़े करीब सात हजार मामले सामने आए हैं, हालांकि ये वह आंकड़ा है. जो पुलिस की फाइलों में दर्ज हुआ है. कई मामलों में तो ठगी का शिकार व्यक्ति पुलिस तक पहुंचता ही नहीं है. इस साल भी अब तक 600 से ज्यादा मामले साइबर क्राइम के सामने आ चुके हैं, हालांकि, एनसीआरबी की साल 2021 की रिपोर्ट के मुताबिक राजस्थान साइबर क्राइम के लिहाज से देश में 9वें पायदान पर था.

16 फीसदी साइबर अपराध भरतपुर जिले सेः पिछले दिनों गृह मंत्रालय ने साइबर क्राइम पर एक रिपोर्ट जारी की थी. इसके अनुसार, मेवात तेजी से साइबर क्राइम का गढ़ बना है. इस मामले में इस इलाके ने झारखंड के जामताड़ा को भी पीछे छोड़ दिया है. अब 51 फीसदी साइबर क्राइम मेवात से हो रहा है, जबकि इसमें 16 फीसदी हिस्सेदारी राजस्थान के भरतपुर जिले की है. उत्तर प्रदेश के मथुरा में 16 फीसदी और हरियाणा के नूंह व झारखंड के जामताड़ा में 12-12 फीसदी मामले साइबर क्राइम के सामने आए हैं.

रकम निकलवाने के लिए खुद का एटीएम भीः राजस्थान के भरतपुर जिले में साइबर अपराध कितना पैर पसार चुका है, इसका अंदाजा इसी से लगाया जा सकता है कि यहां ठगी की रकम निकलवाने के लिए साइबर अपराधियों ने खुद के निजी एटीएम भी लगवा रखे हैं. कई गांवों में ऐसे एटीएम बूथ का स्थानीय पुलिस और सीआईडी क्राइम ब्रांच ने पर्दाफाश कर आरोपियों को गिरफ्तार किया है. साइबर अपराधी फर्जी तरीके से खुलवाए गए खातों में ठगी की रकम जमा करवाते हैं. जिनका एटीएम कार्ड और चेकबुक खुद रख लेते हैं और ठगी की रकम निकलवा लेते हैं.

खाते खुलवाने और रकम निकलवाने के लिए अलग-अलग गैंगः पिछले दिनों पुलिस मुख्यालय की सीआईडी सीबी ने जयपुर में साइबर ठगी से जुड़े बदमाशों को गिरफ्तार किया तो सामने आया कि साइबर ठगी करने वाले बदमाशों का पूरा नेटवर्क काम करता है. जिसमें अलग-अलग बदमाशों को अलग-अलग काम सौंपे जाते हैं. कुछ बदमाशों का काम सिर्फ फर्जी तरीके से बैंक खाते खुलवाकर उसका एटीएम कार्ड, चेकबुक और पासबुक हासिल करना होता है. इसके बदले उन्हें कमीशन दिया जाता है, जबकि कई बदमाश एटीएम बूथ पर जाकर नकदी निकलवाने और यह रकम ठगों तक पहुंचाने का काम करते हैं. इसके बदले उन्हें मोटा कमीशन मिलता है.

People are becoming victims of cybercrime every day. Due to lack of information, people's greed and sometimes even fear, people become victims of cyber crimes and criminals easily make them their prey. In such a situation, cyber awareness campaigns are being run continuously. Along with the police station level, such campaigns are also being run at the level of District Superintendent of Police. Along with this, there is also a plan for cyber volunteers. In which efforts are being made to control cyber crime with the help of common people and skilled youth of their respective fields.
