तबादलों की आशंका से नौकरशाही में काम की रफ्तार धीमी है। नई सरकार में अभी मंत्रिमंडल का गठन नहीं हुआ। इस बीच भजनलाल सरकार ने सौ दिन के प्लान को तीन दिन में पूरा करने के निर्देश दिए हैं। प्लान के साथ सरकार ने सभी विभागों से यह भी जानकारी मांगी है कि कौन सा काम है,जिसकी शुरुआत मुख्यमंत्री से कराना है।
यह आदेश मुख्य सचिव उषा शर्मा ने शुक्रवार को जारी किए, जिसके बाद शनिवार को छुट्टी के दिन भी अधिकतर विभाग के कार्यालय खुले और सौ दिन के प्लान पर मंथन हुआ। मुख्य सचिव ने आदेश में लिखा कि मुख्यमंत्री की अध्यक्षता में 18 दिसंबर को सभी विभागों के सचिवों के साथ हुई बैठक में 100 दिन का प्लान बनाने के निर्देश दिए गए थे। इसके तहत सौ दिन में पूरी होने वाली योजनाओं का संकल्प पत्र तैयार होगा।
इनमें लोक कल्याणकारी कार्य, राज्य की योजनाओं में लाभान्वित लोगों की जानकारी, विभिन्न योजनाओं के भौतिक लक्ष्य तथा जिन कार्यों का शुभारंभ किया जाना है उनका विवरण जुटाना तय किया है। ये सब वित्तीय संसाधनों की उपलब्धता को ध्यान में रखते हुए तैयार करने के लिए कहा है।
3 दिन में मांगी जानकारी
सौ दिन की कार्ययोजना की जानकारी तीन दिन में मांगी गई है। तीन दिन में हर विभाग प्लान आयोजन विभाग के संयुक्त शासन सचिव को उपलब्ध कराएगा। हालांकि 18 दिसंबर की बैठक में 10 दिन में प्लान मांगा गया था।
चर्चा यह भी
विभागों में चर्चा है कि जो प्लान तैयार कर रहे हैं, उन्हें क्रियान्वयन की चिंता नही हैं। तबादलों की संभावना को देखते हुए माना जा रहा है कि अधिकतर विभागों के मुखिया बदले जाएंगे। ऐसे में पालना कराने की जिम्मेदारी किसी ओर के जिम्मे होगी।

The Chief Secretary wrote in the order that in the meeting chaired by the Chief Minister with the secretaries of all the departments on December 18, instructions were given to make a plan for 100 days. Under this, resolution papers will be prepared for the schemes to be completed in 100 days.
In these, it has been decided to collect details of public welfare works, information about people benefiting from state schemes, physical targets of various schemes and the works to be launched. All this has been asked to be prepared keeping in mind the availability of financial resources.
Information sought in 3 days
Information about the 100-day action plan has been sought in three days. Within three days, every department will provide the plan to the Joint Secretary of the Planning Department. However, in the meeting on December 18, a plan was sought in 10 days.
