‘एक देश एक चुनाव’ फॉर्मूला भारत के लिए नया नहीं, 4 बार इसी पैटर्न पर डले वोट, जानें- कब लगा था ब्रेक

केंद्र सरकार द्वारा 18 से 22 सितंबर तक ‘संसद का विशेष सत्र’ बुलाए जाने से सियासी हलकों में खलबली मच गई है। माना जा रहा है कि केंद्र सरकार का इस सत्र को बुलाने का मुख्य उद्देश्य लोकसभा चुनाव और विधानसभा चुनाव एक साथ कराने संबंधी विधेयक लाने का है। हालांकि, सरकार की तरफ से अब तक कोई भी जानकारी नहीं दी गई है।

लेकिन, वन नेशन वन इलेक्शन यानी एक देश एक चुनाव को लेकर अटकलों के बाजार के साथ देश की सियासत गरमा गई है। इन अटकलों के बीच विपक्षी दलों के रिएक्शन भी सामने आ रहे हैं। लेकिन, ‘एक देश एक चुनाव’ फॉर्मूला भारत के लिए नया नहीं है। देश में पहले भी चार बार इसी पैटर्न पर इलेक्शन हो चुके है।

आजादी के बाद पहली बार साल 1952 में ‘एक देश एक चुनाव’ फॉर्मूला पर इलेक्शन हुए थे। इसके बाद साल 1957, 1962 और 1967 में भी लोकसभा और विधानसभा चुनाव एक साथ हुए थे। हालांकि इसके बाद इस व्यवस्था पर ब्रेक लग गया था। क्योंकि साल 1968 और 1969 में कई विधानसभाएं समय से पहले ही भंग कर दी गई थी।

इसके बाद साल 1970 में लोकसभा भी भंग कर दी गई थी। जिसके चलते एक साथ चुनाव कराने की ये व्यवस्था गड़बड़ा गई थी और बाद में राज्यों के चुनाव अलग होने लगे थे। इसी के साथ ही एक देश-एक चुनाव की परंपरा टूट गई थी।

लॉ कमीशन कई बार कर चुका इस फॉर्मूले का समर्थन
लॉ कमीशन ने साल 1990 में वन नेशन वन इलेक्शन का समर्थन किया गया था। हालांकि, तब इसे लागू करने पर विचार नहीं किया गया था। साथ ही विधि आयोग ने नोटा का विकल्प देने को कहा था, जो आज ईवीएम में मौजूद है। साल 2018 में भी लॉ कमीशन ने एक देश-एक चुनाव की वकालात की थी।

लॉ कमीशन ने अपनी रिपोर्ट में साफ-साफ कहा था कि लोकसभा और राज्य विधानसभा चुनाव एक साथ कराए जाने से सार्वजनिक धन की बचत होगी। हालांकि, केंद्रीय कानून मंत्रालय ने कहा था कि इसके लिए संविधान में संशोधन की जरूरत पड़ेगी। प्रधानमंत्री नरेंद्र मोदी भी एक देश एक चुनाव की वकालात कर चुके हैं।

एक देश एक चुनाव से क्या फायदें ?
इस व्यवस्था ने चुनाव में होने वाला भारी भरकम खर्च की बचत होगी। यानी बिल लागू होने से पैसों की बर्बादी रूकेगी। चुनाव की बार-बार तैयारियों से छुटकारा मिलेगा। विकास कार्यों की गति प्रभावित नहीं होगी। एक देश एक इलेक्शन बिल लागू होने से कालेधन और भ्रष्टाचार पर रोक लगने में मदद मिलेगी। हालांकि, पूरे देश में एक साथ लोकसभा और विधानसभा चुनाव कराए जाने से चुनावी नतीजों में देरी हो सकती है।

There has been an uproar in political circles due to the central government calling a 'special session of Parliament' from 18 to 22 September. It is believed that the main objective of the Central Government in calling this session is to bring a bill to hold Lok Sabha elections and Assembly elections simultaneously. However, no information has been given by the government yet.

But, the politics of the country has become heated with the market of speculation regarding One Nation One Election i.e. One Country One Election. Amidst these speculations, reactions of opposition parties are also coming to light. But, the ‘one country one election’ formula is not new to India. Elections have been held on the same pattern four times before in the country.

For the first time after independence, elections were held in the year 1952 on the formula ‘One Country One Election’. After this, Lok Sabha and Assembly elections were held simultaneously in the years 1957, 1962 and 1967 also. However, after this the system was put on hold. Because in the years 1968 and 1969, many assemblies were dissolved prematurely.

After this, the Lok Sabha was also dissolved in the year 1970. Due to which this system of holding simultaneous elections went wrong and later the state elections started being held separately. With this, the tradition of one country-one election was broken.

Law commission has supported this formula many times
One Nation One Election was supported by the Law Commission in the year 1990. However, it was not considered to be implemented then. Also, the Law Commission had asked to provide the option of NOTA, which is present in EVMs today. In the year 2018 also, the Law Commission had advocated one nation-one election.

The Law Commission had clearly stated in its report that holding Lok Sabha and State Assembly elections simultaneously would save public money. However, the Union Law Ministry had said that this would require an amendment to the Constitution. Prime Minister Narendra Modi has also advocated one country, one election.

What are the benefits of One Nation One Election?
This system will save huge expenses in elections. That is, the wastage of money will stop due to the implementation of the bill. Will get rid of repeated preparations for elections. The pace of development works will not be affected. Implementation of One Nation One Election Bill will help in curbing black money and corruption. However, due to simultaneous holding of Lok Sabha and Assembly elections across the country, the election results may be delayed.
