सीट बंटवारे पर अक्टूबर तक फैसला लेगा 'INDIA', एक प्रस्ताव ने बढ़ाई पेचीदगी?
नई दिल्ली. आगामी लोकसभा और कई राज्यों में होने वाले विधानसभा चुनावों में इंडिया गठबंधन (India Alliance) की क्या रणनीति रहेगी? इन चुनावों में सीटों को लेकर किस तरह के फॉर्म्युला पर काम किया जाएगा? इन सब मुद्दों पर विचार करने के लिए दिल्ली में बुधवार (13 सितंबर) को INDIA गठबंधन के 14 सदस्यीय समन्वय समिति (India Coordination Meeting) की पहली बैठक हुई. हालांकि, सीट बंटवारे (INDIA Seat Sharing Formula) के मुद्दे को मीटिंग में चर्चा के लिए नहीं लाया गया. इसको फिलहाल टालने का प्रयास रहा. सूत्रों की मानें तो शीट शेयरिंग का पहला फोकस राज्यों के चुनाव होंगे. इस मसले पर अक्टूबर के अंत तक फॉर्म्युला तय होने की खबरें आई हैं.
टाइम्स ऑफ इंडिया में प्रकाशित रिपोर्ट के मुताबिक बुधवार को एनसीपी चीफ शरद पवार के नई दिल्ली स्थित आवास पर 14 सदस्यीय समन्वय समिति की बैठक आयोजित की गई. सूत्रों ने कहा कि आगामी चुनावों में भाजपा (BJP) से सीधी लड़ाई के लिए गठबंधन सहयोगी आपस में बैठकर सीटों को बांटने का काम अक्टूबर के अंत तक पूरा कर लेंगे. हालांकि विपक्षी दलों के इंडिया गुट (INDIA bloc) का कहना है कि सीट-बंटवारे का फॉर्मूला राज्य स्तर पर तय किया जाएगा. लेकिन इस मामले पर उमर अब्दुल्ला की ओर से प्रस्ताव पेश किया गया है, जिसके बाद शीट शेयरिंग में कुछ पेचीदगी सामने आ सकती है.
नई दिल्ली में 14 सदस्यीय समन्वय समिति की पहली बैठक से बाहर निकलने के बाद नेशनल कॉन्फ्रेंस के नेता उमर अब्दुल्ला ने कहा कि उनकी ओर से मीटिंग में एक प्रस्ताव पेश किया गया. इसमें उन सीटों को लेकर बात कही गई है जोकि पहले से ही इंडिया ब्लॉक के सदस्यों के पास हैं. उन सीटों पर खुली चर्चा नहीं होनी चाहिए. उन्होंने इच्छा जताई कि गठबंधन को उन सीटों पर चर्चा करनी चाहिए जो या तो भाजपा के पास हैं या उन पार्टियों के पास हैं जो INDIA गठबंधन में नहीं हैं.
उन्होंने यह भी कहा कि इस तरह के फॉर्मूला से विभिन्न भौगोलिक क्षेत्रों में अच्छा प्रदर्शन नहीं करने वालों की परेशानी बढ़ेगी. इंडिया ब्लॉक आगामी चुनावों को लेकर बनाई जाने वाली तमाम रणनीतियों पर सिलसिलेवार तरीके से चर्चा कर रहा है. इसमें समूचे देश में ‘संयुक्त सार्वजनिक रैलियां’ शुरू करने से लेकर ‘जातीय जनगणना’ को मुद्दा बनाने और खासकर उन मीडिया कार्यक्रमों और टीवी एंकरों की एक सूची बनाने का अहम निर्णय लिया गया जिनका बहिष्कार किया जाएगा.
इस बीच देखा जाए तो तृणमूल कांग्रेस की प्रमुख ममता बनर्जी ने मुंबई की पिछली मीटिंग में गठबंधन के एजेंडे में ‘जाति जनगणना’ को शामिल करने पर आपत्ति जताई थी. हालांकि कॉर्डिनेशन मीटिंग में टीएमसी का प्रतिनिधित्व नहीं था. इस मामले को लेकर टीएमसी के रूख को स्पष्ट करने के मामले पर भी चर्चा हुई है. समिति के सदस्यों में बंगाल की सीएम ममता बनर्जी के भतीजे अभिषेक बनर्जी भी शामिल हैं. हालांकि वह बैठक में शामिल नहीं हो पाए. इसकी वजह यह रही कि वह फिलहाल कोलकाता के निजाम पैलेस स्थित ईडी दफ्तर में पूछताछ का सामना कर रहे हैं. बंगाल के टीचर्स रिक्रूटमेंट स्कैम के सिलसिले में ईडी ने उन्हें नोटिस भेजा था.
इस पूरे मामले को गठबंधन समिति ने भाजपा की कथित प्रतिशोध की राजनीति करार दिया और अभिषेक बनर्जी के नाम की एक कुर्सी को खाली भी रखा. बनर्जी ने बैठक में शामिल नहीं होने का कारण और उठाए जाने वाले मुद्दों के बारे में पवार, कांग्रेस के के सी वेणुगोपाल और समिति के अन्य सदस्यों से बात भी की थी.
बताते चलें कि ढाई घंटे की बैठक के बाद बुधवार की संयुक्त प्रेस कॉन्फ्रेंस की शुरुआत वेणुगोपाल ने यह कहकर की कि बीजेपी और पीएम नरेंद्र मोदी की प्रतिशोध की राजनीति के कारण बनर्जी बैठक में शामिल नहीं हो सके. बुधवार की मीटिंग में सीपीएम की भी अनुपस्थिति रही. हालांकि सीपीएम महासचिव सीताराम येचुरी ने समिति के पहले एजेंडे पर पवार से बात भी की. समन्वय पैनल ने निर्णय लिया कि इंडिया समूह संयुक्त सार्वजनिक रैलियां शुरू करेगा, जिसकी पहली रैलियां चुनावी राज्य मध्य प्रदेश के भोपाल में अक्टूबर के पहले सप्ताह में होने की संभावना है.
वेणुगोपाल ने कहा कि भोपाल रैली बढ़ती कीमतों, बेरोजगारी और भाजपा सरकार के भ्रष्टाचार को उजागर करेगी. सहयोगी दलों द्वारा सीट-बंटवारे के मुद्दे को हल करने के लिए अक्टूबर के अंत की समय सीमा तय करने पर वेणुगोपाल ने कहा कि समन्वय समिति ने सीट-बंटवारे के निर्धारण के लिए प्रक्रिया शुरू करने का फैसला किया है.

According to the report published in Times of India, a meeting of 14-member coordination committee was organized at the residence of NCP Chief Sharad Pawar in New Delhi on Wednesday. Sources said that for a direct fight with BJP in the upcoming elections, the alliance partners will sit among themselves and complete the work of distribution of seats by the end of October. However, the India bloc of opposition parties says that the seat-sharing formula will be decided at the state level. But a proposal has been presented by Omar Abdullah on this matter, after which some complications may arise in sheet sharing.
After walking out of the first meeting of the 14-member coordination committee in New Delhi, National Conference leader Omar Abdullah said that a proposal was presented on his behalf in the meeting. In this, it has been said about those seats which are already held by the members of India Bloc. There should not be open discussion on those seats. He desired that the alliance should discuss the seats which are either held by the BJP or by parties which are not in the INDIA alliance.
He also said that such a formula will increase the problems of those who do not perform well in different geographical areas. India Block is discussing several strategies to be made for the upcoming elections. In this, important decisions were taken ranging from starting 'Joint Public Rallies' across the country to making 'Caste Census' an issue and especially making a list of those media programs and TV anchors who will be boycotted.
Meanwhile, Trinamool Congress chief Mamata Banerjee had objected to the inclusion of 'caste census' in the agenda of the alliance in the last meeting in Mumbai. However, TMC was not represented in the coordination meeting. The issue of clarifying TMC's stand on this matter has also been discussed. The members of the committee also include Abhishek Banerjee, nephew of Bengal CM Mamata Banerjee. However, he could not attend the meeting. The reason for this was that he is currently facing interrogation in the ED office located at Nizam Palace, Kolkata. ED had sent him a notice in connection with the Bengal teachers recruitment scam.
The coalition committee termed this entire matter as BJP's alleged vendetta politics and also kept a chair in the name of Abhishek Banerjee vacant. Banerjee had also spoken to Pawar, Congress's KC Venugopal and other members of the committee about the reasons for not attending the meeting and the issues to be raised.
Let us tell you that after the two and a half hour meeting, Venugopal started Wednesday's joint press conference by saying that Banerjee could not attend the meeting due to the vendetta politics of BJP and PM Narendra Modi. CPM was also absent in Wednesday's meeting. However, CPM general secretary Sitaram Yechury also talked to Pawar on the first agenda of the committee. The coordination panel decided that the India group will launch joint public rallies, the first of which is likely to be held in Bhopal in the poll-bound state of Madhya Pradesh in the first week of October.
Venugopal said that the Bhopal rally will highlight rising prices, unemployment and corruption of the BJP government. On the allies setting a deadline of October end to resolve the seat-sharing issue, Venugopal said the coordination committee has decided to start the process to determine the seat-sharing.
