राजस्थान में विधानसभा चुनाव के लिए होम वोटिंग की सुविधा : 4 नवंबर तक फॉर्म भरना होगा

राजस्थान में अगले महीने होने वाले विधानसभा चुनाव के लिए इस बार निर्वाचन आयोग ने होम वोटिंग की सुविधा दी है। 80 साल या उससे ज्यादा उम्र और 40 फीसदी से ज्यादा दिव्यांगजन को घर से वोट डालने का ऑप्शन दिया जा रहा है। इसके लिए 20 अक्टूबर(आज) से आवेदन करने की प्रक्रिया शुरू हो रही है। इन वोटर्स के घर बीएलओ जाएंगे और फॉर्म 12-डी देकर उन्हें घर पर वोट डालने का विकल्प देंगे। 4 नवंबर तक फॉर्म भरे जा सकेंगे।

भारत निर्वाचन आयोग से जारी शेड्यूल के मुताबिक 20 अक्टूबर से 4 नवंबर तक बीएलओ उन रजिस्टर्ड मतदाताओं के घर जाएंगे, जो होम वोटिंग के दायरे में आते हैं। यहां वे मतदाताओं को होम वोटिंग की सुविधा के बारे में बताएंगे और उनके सहमत होने पर उनको फॉर्म 12-डी देंगे। ये फॉर्म बीएलओ ही 30 अक्टूबर से 4 नवंबर के बीच जमा करेंगे।

फॉर्म जमा करने के बाद जिला निर्वाचन अधिकारी घर पर वोट डालने वालों की पूरी सूची तैयार करेंगे। इसके बाद उसे राजनीतिक दल और चुनाव लड़ने वाले प्रत्याशियों से साझा करेंगे ताकि वोटिंग के समय जो रूट चार्ट बनेगा, उसके अनुसार वे अपने पोलिंग एजेंट को वोटर के यहां भेज सकें।

14 से 21 नवंबर तक डाले जाएंगे वोट
सूची तैयार करने के बाद पोलिंग पार्टियां 14 से 21 नवंबर तक इन मतदाताओं के घर जाएंगी और वहां उनको बैलेट पेपर देकर वोट डलवाएगी। वोट डालने के बाद मौके पर ही बैलेट पेपर मतपेटी में डलवाया जाएगा। इस पूरी प्रक्रिया की वीडियो ग्राफी करवाई जाएगी। वोट देने की प्रक्रिया दो चरण में होगी। पहले चरण में 14 से 19 नवंबर तक पोलिंग पार्टियां वोटरों के घर जाएगी। इस बीच कोई वोटर घर पर नहीं मिलता है तो उसके यहां दूसरा राउंड 20 से 21 नवंबर तक लगाया जाएगा।

प्रदेश में होम वोटिंग के दायरे में 18.05 लाख वोटर्स
राजस्थान की 200 विधानसभा की स्थिति देखें तो यहां 18.05 लाख वोटर हैं, जो होम वोटिंग के दायरे में आते है। इसमें करीब 11.78 लाख मतदाता 80 साल या उससे ज्यादा एज ग्रुप के हैं, जबकि शेष 6.27 लाख मतदाता दिव्यांगजन हैं।

Home voting facility for assembly elections in Rajasthan: Form will have to be filled by November 4

This time the Election Commission has provided the facility of home voting for the assembly elections to be held in Rajasthan next month. People 80 years of age or older and with more than 40 percent disability are being given the option to vote from home. The process of applying for this is starting from 20th October (today). BLOs will go to the homes of these voters and give them Form 12-D and give them the option to vote at home. Forms can be filled till November 4.

According to the schedule released by the Election Commission of India, from October 20 to November 4, BLOs will visit the homes of those registered voters who come under the purview of home voting. Here they will tell the voters about the facility of home voting and if they agree, they will give them Form 12-D. These forms will be submitted by BLOs only between 30th October to 4th November.

After submitting the form, the District Election Officer will prepare a complete list of those who voted at home. After this, it will be shared with the political parties and contesting candidates so that they can send their polling agents to the voters according to the route chart prepared at the time of voting.

Votes will be cast from 14 to 21 November
After preparing the list, the polling parties will go to the homes of these voters from 14th to 21st November and will give them ballot papers and get them to vote there. After casting the vote, the ballot paper will be inserted in the ballot box on the spot. Videography of this entire process will be done. The voting process will take place in two phases. In the first phase, polling parties will visit voters' homes from 14 to 19 November. Meanwhile, if any voter is not found at home then the second round will be held from 20th to 21st November.

18.05 lakh voters in the scope of home voting in the state
If we look at the status of 200 assembly constituencies of Rajasthan, there are 18.05 lakh voters who come under the purview of home voting. Of these, about 11.78 lakh voters are in the age group of 80 years or more, while the remaining 6.27 lakh voters are disabled people.
