राजस्‍थान में 25 हजार खानों में खनन बंद,सरकार का नया कदम प्रदूषण नियंत्रण में

खान विभाग द्वारा जिला स्तरीय समिति से पर्यावरण स्वीकृति प्राप्त 5 हैक्टेयर तक की लीज व क्वारी लाइसेंस वाली खानों की पर्यावरण स्वीकृति के लिए पात्र करीब सभी 23 हजार से अधिक पत्रावलियां युद्ध स्तर पर कार्य करते हुए एक सप्ताह में ही परिवेश पोर्टल पर अपलोड कर कार्यकुशलता व ईच्छाशक्ति की नई मिसाल कायम की है। अब राज्य स्तरीय अथॉरिटी में परस्पर समन्वय बनाते हुए आवश्यक कार्यवाही की जा रही है।

मुख्यमंत्री व खान मंत्री भजनलाल शर्मा के मार्गदर्शन में विभाग की संवेदनशील व राज्यहित की पहल से जिला स्तर से पर्यावरण स्वीकृति प्राप्त राज्य की 25 हजार से अधिक अप्रधान खनिजों के छोटे खनिज लीज व क्वारी लाइसेंस धारकों को बड़ी राहत मिली है।

खान सचिव आनंदी ने बताया कि नेशनल ग्रीन ट्रिब्यूनल (एनजीटी) द्वारा डिस्ट्रिक्ट लेवल एन्वायरमेंट इंपेक्ट एसेसमेंट अथॉरिटी द्वारा जारी पर्यावरण स्वीकृति वाले खानधारकों को राज्य स्तरीय एन्वायरमेंट इंपेक्ट एसेसमेंट अथॉरिटी से एक साल में पर्यावरण स्वीकृति प्राप्त करने के निर्देश दिये गये थे।

एनजीटी के आदेशों के अनुसार, जिला स्तर से पर्यावरण स्वीकृति प्राप्त इन खान धारकों को एक साल की अवधि यानी कि 28 अप्रेल, 2024 तक राज्य स्तरीय समिति से पर्यावरण स्वीकृति लिया जाना जरुरी है। लगभग 10 माह तक एनजीटी के आदेशानुसार प्रगति नहीं होने से राज्य की 5 हैक्टेयर तक की करीब 25 हजार लीज व क्वारी लाइसेंस वाली खानों में खनन कार्य बंद होने और लाखों लोगों पर प्रत्यक्ष व अप्रत्यक्ष रोजगार का संकट आ गया था।

उक्त प्रकरण सामने आने पर माइंस विभाग ने करीब इन 25 हजार खानों को राज्य स्तरीय एन्वायरमेंट इंपेक्ट एसेसमेंट अथॉरिटी से पर्यावरण स्वीकृति दिलाने की पहल की है। इसके लिए माइंस विभाग द्वारा परिवेश पोर्टल पर पत्रावलियां अपलोड कराने के साथ ही राज्य स्तर पर वन व पर्यावरण विभाग की कमेटी शिया से समन्वय बनाते हुए आवश्यक औपचारिकताएं पूरी कराई जा रही है।

माइंस विभाग के सभी 49 कार्यालयों के कार्यक्षेत्र में आने वाली इस तरह की खानों की पत्रावलियां जिला स्तर से वन एवं पर्यावरण मंत्रालय के परिवेश पोर्टल पर अपलोड कराने के निर्देश दिए गए और राज्य स्तर पर स्वयं खान सचिव आनंदी व मुख्यालय स्तर पर अतिरिक्त निदेशक स्तर के अधिकारी दीपक तंवर द्वारा नियमित मॉनिटरिंग से लगभग सभी पात्र 23 हजार पत्रावलियां केवल एक सप्ताह की अवधि में अपलोड कराकर राज्य स्तरीय एन्वायरमेंट इंपेक्ट एसेसमेंट अथॉरिटी को प्रस्तुत कर दी गई है।

माइंस विभाग के आग्रह व गंभीरता को देखते हुए राज्य स्तरीय एन्वायरमेंट इंपेक्ट एसेसमेंट अथॉरिटी द्वारा परीक्षण कार्य शुरु करते हुए 629 पत्रावलियों का परीक्षण कर लिया है। माइंस विभाग और अथॉरिटी के बीच समन्वय व प्रगति की नियमित मोनेटरिंग सुनिश्चित की जा रही है ताकि मिशन मोड पर कार्य करते हुए एनजीटी की तय समय सीमा में पर्यावरण स्वीकृति जारी करवाई जा सके।

माइंस निदेशक भगवती प्रसाद कलाल ने बताया कि राज्य में 15 जनवरी, 2016 से 13 सितंबर, 2018 तक 25121 इस तरह की खानों को जिला स्तरीय समिति द्वारा पर्यावरण स्वीकृति जारी की गई थी। एनजीटी ने जयंत कुमार के प्रकरण में निर्णय पारित करते हुए इस तरह की समस्त स्वीकृतियों का पुनर्मूल्यांकन राज्य स्तरीय समिति द्वारा किये जाने के निर्देश दिए गए।

आपको बता दें कि जिला स्तरीय समिति से पर्यावरण स्वीकृत प्राप्त 25121 में से 606 पहले से ही अस्वीकृत है। 1237 किन्हीं कारणों से अनुपलब्ध होने के बाद शेष लगभग सभी को राज्य स्तरीय प्राधिकरण को ऑनलाईन परिवेश पोर्टल पर अपलोड कर दिया गया है। एनजीटी के निर्देशों के क्रम में राज्य स्तर से पर्यावरण स्वीकृति के लिए आवश्यक सहयोग व समन्वय बनाते हुए तय समय सीमा में राज्य स्तर से नियमानुसार पर्यावरण स्वीकृति के लिए समन्वय बनाया जा रहा है।

Mining stopped in 25 thousand mines in Rajasthan, new step of government in pollution control

Under the guidance of Chief Minister and Mines Minister Bhajan Lal Sharma, the sensitive and state interest initiative of the department has brought great relief to the holders of minor mineral leases and quarry licenses of more than 25 thousand minor minerals of the state which have received environmental approval from the district level.

Mines Secretary Anandi said that the National Green Tribunal (NGT) had directed the mine holders having environmental clearance issued by the District Level Environment Impact Assessment Authority to obtain environmental clearance from the State Level Environment Impact Assessment Authority within a year.

According to the orders of NGT, these mine holders who have received environmental clearance from the district level are required to obtain environmental clearance from the state level committee for a period of one year i.e. till April 28, 2024. Due to lack of progress as per the order of NGT for about 10 months, mining work in about 25 thousand lease and quarry licensed mines of up to 5 hectares in the state was stopped and lakhs of people were facing direct and indirect employment crisis.

When the above issue came to light, the Mines Department took the initiative to get environmental clearance for about 25 thousand mines from the State Level Environment Impact Assessment Authority. For this, along with uploading the files on the environment portal, necessary formalities are being completed by the Mines Department in coordination with the Committee of Forest and Environment Department at the state level.

Instructions were given to upload the files of such mines falling under the jurisdiction of all 49 offices of the Mines Department on the environment portal of the Ministry of Forest and Environment from the district level and at the state level, Mines Secretary Anandi herself and at the headquarters level the Additional Director level. Through regular monitoring by officer Deepak Tanwar, almost all the eligible 23 thousand files have been uploaded and presented to the State Level Environment Impact Assessment Authority in a period of just one week.

In view of the request and seriousness of the Mines Department, the State Level Environment Impact Assessment Authority has started the testing work and has tested 629 files. Coordination and regular monitoring of progress is being ensured between the Mines Department and the Authority so that environmental clearance can be issued within the stipulated time limit of NGT by working on mission mode.

Mines Director Bhagwati Prasad Kalal said that from January 15, 2016 to September 13, 2018, environmental clearance was issued by the District Level Committee to 25121 such mines in the state. NGT, while passing its decision in the case of Jayant Kumar, gave instructions to re-evaluate all such approvals by the state level committee.

Let us tell you that out of 25121 environmental approvals received from the district level committee, 606 are already rejected. After 1237 became unavailable due to some reasons, almost all the remaining have been uploaded to the online environment portal of the state level authority. In accordance with the instructions of NGT, necessary cooperation and coordination is being made for environmental clearance from the state level as per the rules within the stipulated time.
