चुनाव में दिव्यांग भी कमान संभालेंगे:हर विधानसभा में एक बूथ संभालेंगे; महिलाओं और यूथ बूथ भी अलग बनेंगे
राजस्थान में अगले महीने विधानसभा चुनाव की प्रक्रिया शुरू हो जाएगी। इन चुनावों में निर्वाचन आयोग नए प्रयोग कर रहा है। इस बार आयोग ने चुनावों में विशेष योग्यजन (दिव्यांग) को आगे बढ़ाने पर काम करने का निर्णय किया है। इसके लिए विशेष योग्यजन की 200 टीमें बनाई हैं। हर टीम एक विधानसभा क्षेत्र में बूथ का पूरा मैनेजमेंट देखेगी। यानी उस बूथ पर तमाम स्टाफ विशेष योग्यजन ही होंगे।
मुख्य निर्वाचन अधिकारी प्रवीण गुप्ता ने एक आदेश पिछले दिनों जारी किए हैं। इसमें बताया कि इस प्रयोग को शुरू करने का मुख्य उदेश्य लोगों में वोटिंग के प्रति जागरूकता लाना है। महिला पोलिंग बूथ का कॉन्सेप्ट पिछले विधानसभा चुनाव में भी प्रयोग किया गया था। विशेष योग्यजन बूथ का प्रयोग पहली बार कर रहे हैं। अक्सर लोगों में ये चर्चा रहती है कि विशेष योग्यजन वोटिंग करने कैसे बूथ पर आएंगे, लेकिन हमारा उदेश्य ऐसे लोगों में ये मैसेज देने है कि जब विशेष योग्यजन चुनाव करवाने में अपना योगदान दे सकते हैं। आप सरकार बनाने में क्यों नहीं दे सकते।
आपको बता दें कि इस बार चुनावों में 200 विधानसभा क्षेत्रों में 51 हजार 756 मतदान केन्द्र बनाए जाएंगे। इनमें से 3 हजार 400 मतदान केंद्रों पर अलग ही तस्वीर नजर आएगी। इन केन्द्रों पर यूथ, दिव्यांग और महिलाएं भी दिखाई देगी।
हर विधानसभा में होगा एक बूथ
जयपुर कलेक्टर और जिला निर्वाचन अधिकारी प्रकाश राजपुरोहित ने बताया- निर्वाचन आयोग के आदेश के बाद हमने हर विधानसभा क्षेत्र के एक-एक मतदान केंद्र को इस बार पूरी तरह से दिव्यांग मतदानकर्मियों के जिम्मे रखने का निर्णय किया है। यहां पीठासीन पदाधिकारी से लेकर पीएन, पी-टू और पी-थ्री मदानकर्मी दिव्यांग होंगे।
यूथ बूथ और महिला बूथ भी अलग
इसी तरह से हर विधानसभा क्षेत्र में आठ-आठ बूथ ऐसे स्थापित किए जाएंगे। जहां महिला मतदानकर्मी वोटिंग करवाएंगी। इन पोलिंग बूथों के संचालन की कमान महिला कर्मियों के हाथ में रहेगी। महिला सशक्तिकरण के लिए जहां केंद्र और राज्य सरकारों ने प्रयास किए हैं। वहीं, महिलाओं के वोट सशक्तिकरण के लिए अब निर्वाचन आयोग प्रयास कर रहा है। इसके अलावा हर विधानसभा क्षेत्र में 8-8 बूथ ऐसे भी होंगे। जहां 40 साल से छोटी उम्र के कर्मचारी होंगे। इनको यूथ बूथ का नाम दिया है।
होम वोटिंग का विकल्प
इससे पहले निर्वाचन आयोग ने नई पहल करते हुए इस बार के विधानसभा चुनावों में 80 साल से ज्यादा उम्र के बुजुर्गों और 40 प्रतिशत से ज्यादा दिव्यांगों को होम वोटिंग का विकल्प देने का निर्णय किया है। यानी ये लोग अगर पोलिंग बूथ पर आकर वोटिंग नहीं करना चाहे तो उन्हें घर बैठे बैलेट पेपर के जरिए वोट करने की सुविधा मिलेगी। इसके लिए मतदाताओं को चुनाव आचार सहिता लगने के 3-4 दिन के अंदर अपने पोलिंग बूथ के बीएलओ से संपर्क करके एक फार्म भरना होगा।

There will be a booth in every assembly
Jaipur Collector and District Election Officer Prakash Rajpurohit said - Following the order of the Election Commission, we have decided to keep one polling station in each assembly constituency completely in charge of polling personnel with disabilities this time. Here, right from the presiding officer to the PN, P-2 and P-3 staff, there will be disabled people.
Youth booth and women booth are also separate
Similarly, eight such booths will be established in every assembly constituency. Where female polling workers will get the voting done. The operation of these polling booths will be in the hands of women workers. Where central and state governments have made efforts for women empowerment. At the same time, the Election Commission is now making efforts for vote empowerment of women. Apart from this, there will be 8 such booths in every assembly constituency. Where there will be employees below 40 years of age. These have been named Youth Booths.
Home voting option
Earlier, the Election Commission, taking a new initiative, has decided to give the option of home voting to the elderly above 80 years of age and more than 40 percent disabled people in this assembly elections. That is, if these people do not want to come to the polling booth and vote, then they will get the facility to vote through ballot paper sitting at home. For this, voters will have to contact the BLO of their polling booth and fill a form within 3-4 days of the election code of conduct.
