ऑर्गन ट्रांसप्लांट के लिए फर्जी एनओसी के मामले में एंटी करप्शन ब्यूरो( एसीबी) की टीमों ने मंगलवार को फोर्टिस और ईएचसीसी अस्पताल में सर्च किया। इस दौरान फोर्टिस अस्पताल से ऑर्गन ट्रांसप्लांट की 20 से ज्यादा फाइलें जब्त की। टीम ने फोर्टिस अस्पताल के ऑर्गन को-ऑर्डिनेटर विनोद सिंह के चेंबर में भी तलाशी ली। ईएचसीसी अस्पताल से भी ऑर्गन ट्रांसप्लांट की 15 फाइलें जब्त की हैं।

एसीबी डीआईजी डॉ. रवि ने बताया कि अब तक की जांच में सामने आया है कि आरोपियों ने नेपाल, बांग्लादेश, कंबोडिया के लोगों को फर्जी एनओसी देकर उनका ऑर्गन ट्रांसप्लांट किया था। एसीबी के पास कई अहम जानकारी है, जिससे पता चला है कि प्रदेश में पिछले 3 साल में इन लोगों ने 1 हजार से ज्यादा फर्जी सर्टिफिकेट बनाए, जिससे अस्पताल के डॉक्टर्स ने ऑर्गन ट्रांसप्लांट किए। अभी तक की जांच में एसीबी को यह भी जानकारी मिली है कि इन लोगों का कई निजी अस्पतालों से संपर्क था। इनमें राज्य से बाहर के अस्पताल भी हैं।

ऑर्गन की खरीद-फरोख्त की बात से किया इनकार
डॉ. रवि ने बताया कि एसीबी ने 15 से 20 दिनों तक इन लोगों की कॉल सुनी। एसीबी को शक था कि ये लोग ऑर्गन की खरीद-फरोख्त करते हैं, लेकिन इनकी बातें सुनने के बाद और मौके से मिले फर्जी सर्टिफिकेट से यह बात लगभग तय हो चुकी है कि इनकी ओर से किसी भी प्रकार से गलत व्यक्ति को ऑर्गन डोनेट नहीं किया गया था।

मरीज से सर्टिफिकेट जारी करवाने का भी पैसा लेते थे
एसीबी की पूछताछ में सामने आया है कि जिन मरीजों की स्थित नाजुक होती थी, ये लोग उनसे जल्दी सर्टिफिकेट बनाने के लिए मनचाहा पैसा लेते थे। अस्पताल में ये लोग प्रति सर्टिफिकेट 35 हजार दिया करते थे, जबकि मरीज से 1 लाख रुपए तक लेते थे।

ऑर्गन ट्रांसप्लांट की मंजूरी देने का काम होगा ऑनलाइन
उधर, ऑर्गन ट्रांसप्लांट के लिए एनओसी देने के मामले में फर्जीवाड़ा सामने आने के बाद अब एसएमएस हॉस्पिटल प्रशासन एक्टिव हुआ है। मरीजों के परिजनों को एनओसी देने की प्रक्रिया में बदलाव का निर्णय किया है। ये सिस्टम पूरी तरह ऑनलाइन करने के साथ ही इसके लिए नई एसओपी बनाने पर विचार किया गया है। एसएमएस मेडिकल कॉलेज के प्रिंसिपल डॉ. राजीव बगरहट्टा की अध्यक्षता में हुई बैठक में इस मुद्दे पर चर्चा करने के बाद इसके लिए जल्द एसओपी बनाने का निर्णय किया है।

प्रिसिंपल डॉ. राजीव बगरहट्टा ने बताया कि इस तरह फर्जी तरीके से एनओसी जारी करना वाकई में बड़ी घटना है। इसको रोकने के लिए हम अब इस सिस्टम को ऑनलाइन करने की तैयारी कर रहे हैं। उन्होंने बताया कि जिस अस्पताल में ट्रांसप्लांट होना है, वहां का प्रशासन मरीज और डोनर दोनों की एप्लिकेशन ऑनलाइन ही भेजेगा, ताकि हमें पता रहे कि किस हॉस्पिटल में ऑर्गन ट्रांसप्लांट हो रहा है।

एसएमएस हॉस्पिटल के अधीक्षक डॉ. अचल शर्मा ने बताया कि हम इस प्रक्रिया को सरल करने के साथ ही नई एसओपी बनाने पर भी विचार कर रहे हैं, ताकि मरीजों को ज्यादा लंबा इंतजार नहीं करना पड़े और उन्हें जल्द से जल्द ऑर्गन ट्रांसप्लांट के लिए एनओसी मिल सके।

ACB's inquiry has revealed that these people used to take whatever money they wanted from patients whose condition was critical, to get the certificate made quickly. The process of approving organ transplant will be online
On the other hand, after fraud came to light in the matter of giving NOC for organ transplant, SMS Hospital administration has now become active.
