जयपुर। राजस्थान में गहलोत सरकार आमजन को प्रतिबद्धता के साथ सुशासन देने की दिशा में काम करते हुए शिक्षा, स्वास्थ्य, बिजली, पानी, सड़क, सामाजिक सुरक्षा, कानून-व्यवस्था आदि क्षेत्रों में लगातार योजनाएं लेकर आ रही है. इसी कड़ी में बुधवार को भीलवाड़ा में मुख्यमंत्री ने बजट घोषणा 2023-24 के बिन्दु संख्या-183 के तहत पशुपालकों को एक बड़ी सौगात दी जहां प्रदेश में कामधेनु पशु बीमा योजना का शुभारंभ किया गया.

इस दौरान सीएम ने कहा कि राज्य सरकार द्वारा किसानाों एवं पशुपालकों के उत्थान के लिए प्रतिबद्धता से काम किया गया है जिसका नतीजा है कि आज राजस्थान दुग्ध उत्पादन में पहेल स्थान पर है. उन्होंने कहा कि लंपी के दौरान मृत गायों के लिए 40-40 हजार रुपए प्रति गाय की आर्थिक सहायता दी गई और पशुपालकों को 5 रुपए प्रति लीटर अनुदान दिया जा रहा है.

क्या है कामधेनु बीमा योजना?
बता दें कि गहलोत सरकार इस योजना के तहत प्रदेश मे महंगाई राहत शिविरों में पंजीकृत पशुपालक परिवार के अधिकतम दो दुधारू पशुओं (गाय/भैंस ) का अधिकतम राशि 40000 रुपए का निःशुल्क बीमा करेगी. दरअसल राजस्थान सरकार द्वारा इस योजना को शुरू करने के पीछे मुख्य कारण है कि किसानों के पशुओं की अचानक मौत होने पर उन्हें बीमा का लाभ नहीं मिल पाता है.

वहीं केंद्र सरकार द्वारा पशु बीमा योजना के तहत केवल 50,000 रुपए का ही बीमा होता है. योजना का शुभारंभ करते हुए गहलोत ने कहा कि बीमा के प्रीमियम का भुगतान राज्य सरकार द्वारा किया जाएगा.इसके अलावा गहलोत ने इस दौरान पशुधन सहायक का पदनाम पशुधन निरीक्षक करने, प्रथम श्रेणी के पशु चिकित्सा अधिकारियों को 5 हजार रुपए प्रतिमाह विशेष परियोजना भत्ता तथा पशुधन सहायक, पशुधन प्रसार अधिकारी का विशेष हार्ड ड्यूटी भत्ता 500 रुपए किए जाने की भी घोषणा की.

20 लाख पशुपालन किसानों को सीधा फायदा
बता दें कि इस योजना से राज्य सरकार द्वारा 20 लाख पशुपालन किसानों को सीधा फायदा मिलेगा जहां किसान को प्रति दो दुधारू पशु पर 80000 रुपए का बीमा कवर दिया जाएगा. राजस्थान सरकार ने इस योजना के कार्यान्वयन के लिए 750 करोड़ रुपए के बजट का प्रावधान किया है.वहीं इस योजना का क्रियान्वयन स्थानीय स्तर पर ब्लॉक अथवा जिला पशुपालन विभाग द्वारा किया जाएगा. इस योजना का लाभ लेने के लिए उम्मीदवार को आवेदन करना होगा.

किसे मिलेगा योजना का फायदा?
वहीं मुख्यमंत्री कामधेनु बीमा योजना का लाभ लेने के लिए आवेदक को राजस्थान का मूल निवासी होना चाहिए और आवेदक की उम्र 18 साल से अधिक होनी चाहिए. इसके अलावा योजना का लाभ लेने के लिए केवल दुधारू पशुओं पर ही बीमा मिलेगा.

In Rajasthan, the Gehlot government, while working towards providing good governance with commitment to the common man, is continuously bringing schemes in the fields of education, health, electricity, water, roads, social security, law and order etc. In this episode, on Wednesday in Bhilwara, the Chief Minister gave a big gift to the cattle rearers under point number-183 of the budget announcement 2023-24, where the Kamdhenu Animal Insurance Scheme was launched in the state.

During this, the CM said that the state government has worked with commitment for the upliftment of farmers and animal herders, as a result of which today Rajasthan is at the first place in milk production. He said that financial assistance of Rs 40-40 thousand per cow was given for dead cows during Lumpi and Rs 5 per liter grant is being given to cattle herders.

What is Kamdhenu Insurance Scheme?
Explain that under this scheme, the Gehlot government will provide free insurance of maximum amount of Rs 40,000 for maximum two milch animals (cow/buffalo) of registered animal husbandry families in inflation relief camps in the state. In fact, the main reason behind starting this scheme by the Rajasthan government is that farmers do not get the benefit of insurance in case of sudden death of their animals.

At the same time, only Rs 50,000 is insured under the Animal Insurance Scheme by the Central Government. Inaugurating the scheme, Gehlot said that the premium of insurance will be paid by the state government. Apart from this, Gehlot has also given the designation of Livestock Assistant to Livestock Inspector, special project allowance of Rs 5,000 per month to first class veterinary officers and livestock Special hard duty allowance of Rs.500 was also announced for Assistant Livestock Extension Officer.

Direct benefit to 20 lakh animal husbandry farmers
Explain that this scheme will directly benefit 20 lakh animal husbandry farmers by the state government, where the farmer will be given an insurance cover of Rs 80,000 per two milch animals. The Rajasthan government has made a budget provision of Rs 750 crore for the implementation of this scheme, while the implementation of this scheme will be done at the local level by the block or district animal husbandry department. To take advantage of this scheme, the candidate has to apply.

Who will get the benefit of the scheme?
On the other hand, to take advantage of the Chief Minister Kamdhenu Bima Yojana, the applicant must be a native of Rajasthan and the age of the applicant must be more than 18 years. Apart from this, to take advantage of the scheme, only milch animals will get insurance.
