अवैध खनन के 130 प्रकरण आए सामने, 16 एफआईआर दर्ज, कलक्‍टर्स को मिले ये निर्देश…

प्रमुख शासन सचिव खान एवं उद्योग अजिताभ शर्मा ने जिला कलक्टरों को पत्र लिखकर अवैध खनन गतिविधियों के खिलाफ कार्रवाई, संबंधित विभागों के बीच समन्वय और मार्गदर्शन के लिए जिला स्तरीय कमेटी की तत्काल बैठक आयोजित करने और प्रदेश में अवैध खनन, परिवहन और भण्डारण पर प्रभावी कार्रवाई, समन्वय व निर्देशन के आदेश दिए हैं।

उन्होंने कहा कि अवैध खनन गतिविधियों पर प्रभावी कार्रवाई और समन्वय के लिए जिला कलक्टर की अध्यक्षता में कमेटी गठित है। इसके साथ ही 2018 में जारी आदेश के अनुसार जिला कलक्टरों को बजरी के अवैध खनन, परिवहन व भण्डारण पर कार्रवाई के लिए एसआईटी गठित करने के लिए भी अधिकृत किया हुआ है।

शर्मा ने जिला कलक्टरों को जिला स्तरीय कमेटी की बैठक का कार्यवाही विवरण राज्य सरकार को प्रेषित करने और भविष्य में नियमित बैठक आयोजित करने के निर्देश दिए हैं। उन्होंने जयपुर और जोधपुर पुलिस आयुक्त और सभी पुलिस अधीक्षकों को भी पत्र लिखकर अवैध खनन गतिविधियों पर कार्रवाई में समन्वय व सहयोग करने को लिखा है।

प्रमुख शासन सचिव माइंस व उद्योग अजिताभ शर्मा ने बताया कि मुख्य सचिव द्वारा समय-समय पर जारी परिपत्र के अनुसार वन भूमि में वन विभाग, खातेदारी भूमि में राजस्व विभाग कार्रवाई के लिए अधिकृत है। इसके साथ ही रीको और यूआईटी क्षेत्रों में अवैध खनन गतिविधियों पर कार्यवाही करने पर इनको एफआईआर दर्ज करवाने के लिए अधिकृत किया हुआ है। खान विभाग द्वारा बजरी खनन क्षेत्रों में बजरी के अवैध खनन, परिवहन और भण्डारण की शिकायतों को ध्यान में रखते हुए अभियान चलाकर कार्रवाई जारी है।

उन्होंने बताया कि विभाग द्वारा 130 प्रकरण दर्ज कर और 16 एफआईआर दर्ज कराई गई है। इनमें बजरी के अवैध खनन के दो, अवैध परिवहन के 59 और अवैध बजरी भण्डारण के 6 मामलें दर्ज किये गये हैं। इसी तरह से अन्य खनिजों के 9 अवैध खनन, 54 अवैध परिवहन के मामलें सामने आये हैं। अवैध बजरी गतिविधियों की 5 और अवैध खनन गतिविधियों की 11 एफआईआर दर्ज कराई जा चुकी है। एक व्यक्ति की गिरफ्तारी हुई है। अभियान के दौरान 9 एस्केवेटर और 120 वाहन मषीनरी की जब्ती की जा चुकी है। इस दौरान 40 लाख रुपए से अधिक की जुर्माना राषि राजकीय कोष में वसूल की गई है।

खान निदेशक भगवती प्रसाद कलाल ने बताया कि अवैध बजरी खनन, परिवहन और भण्डारण के खिलाफ चलाए जा रहे कार्रवाई अभियान का कारगर परिणाम प्राप्त होने लगे हैं। प्रदेश में बजरी के अवैध खनन, परिवहन और भण्डारण को लेकर सरकार गंभीर है। इसी को ध्यान में रखते हुए टोंक, देवली, केकड़ी (अजमेर), कोटा, बूंदी, झालावाड़, भीलवाड़ा, शाहपुरा (भीलवाड़ा), चित्तोड़, जोधपुर, पाली (सोजत), सिरोही, जालौर, बाड़मेर, भरतपुर, धौलपुर, करौली, सवाई माधोपुर, रुपवास आदि में सघन जांच अभियान के लिए टीमें बजरी खनन वाले नदी क्षेत्रों पर निगरानी कर रही है। विभाग को किसी भी स्रोत से सीधे ही अवैध बजरी खनन गतिविधियां से संबंधित शिकायत आती है तो किसी भी टीम को कहीं अन्यत्र भी मुख्यालय द्वारा निरीक्षण कर कार्यवाही करने के लिए निर्देशित किया जा रहा है।

अतिरिक्त निदेशक माइंस जयपुर बीएस सोढ़ा, एडीएम कोटा एमपी मीणा, एडीएम उदयपुर दीपक तंवर और एडीएम जोधपुर योगेन्द्र सिंह सहवाल द्वारा गठित 27 टीमों द्वारा संबंधित क्षेत्रों में लगातार निगरानी की जा रही है। भगवती प्रसाद कलाल ने बताया कि विभाग द्वारा सघन जांच अभियान के लिए गठित टीमों को कार्यक्षेत्र से बाहर कार्यवाही करने के लिए आरएमएमसीआर 2017 के नियम 54, 56 और 62 के तहत अधिकृत कर दिया गया है। सघन जांच अभियान के लिए गठित टीमों द्वारा की जा रही कार्रवाई के लिए मुख्यालय स्तर पर अतिरिक्त निदेशक विजिलेंस पीआर आमेटा को मॉनिटरिंग प्रभारी बनाया गया है।

Principal Secretary, Mines and Industries, Ajitabh Sharma has written a letter to the District Collectors, asking them to take action against illegal mining activities, organize an immediate meeting of the District Level Committee for coordination and guidance between the concerned departments and take effective action against illegal mining, transportation and storage in the state. Orders have been given for coordination and direction.

He said that a committee has been formed under the chairmanship of the District Collector for effective action and coordination on illegal mining activities. Along with this, according to the order issued in 2018, District Collectors have also been authorized to constitute SIT to take action against illegal mining, transportation and storage of gravel.

Sharma has instructed the District Collectors to send the minutes of the District Level Committee meeting to the State Government and organize regular meetings in future. He has also written a letter to Jaipur and Jodhpur Police Commissioner and all Superintendents of Police to coordinate and cooperate in taking action against illegal mining activities.

Principal Secretary to the Government, Mines and Industries, Ajitabh Sharma said that as per the circular issued from time to time by the Chief Secretary, the Forest Department is authorized to take action in forest land and the Revenue Department in Khatedari land. Along with this, they have been authorized to lodge FIRs for taking action against illegal mining activities in RICO and UIT areas. Keeping in mind the complaints of illegal mining, transportation and storage of gravel in gravel mining areas, action is being taken by the Mines Department by running a campaign.

He said that 130 cases have been registered by the department and 16 FIRs have been lodged. Of these, two cases of illegal mining of gravel, 59 cases of illegal transportation and 6 cases of illegal gravel storage have been registered. Similarly, 9 cases of illegal mining and 54 cases of illegal transportation of other minerals have come to light. 5 FIRs for illegal gravel activities and 11 FIRs for illegal mining activities have been lodged. One person has been arrested. During the operation, 9 excavators and 120 vehicles and machinery have been seized. During this period, a fine amount of more than Rs 40 lakh has been recovered from the state treasury.

Mines Director Bhagwati Prasad Kalal said that the action campaign being run against illegal gravel mining, transportation and storage has started getting effective results. The government is serious about illegal mining, transportation and storage of gravel in the state. Keeping this in mind, Tonk, Deoli, Kekdi (Ajmer), Kota, Bundi, Jhalawar, Bhilwara, Shahpura (Bhilwara), Chittor, Jodhpur, Pali (Sojat), Sirohi, Jalore, Barmer, Bharatpur, Dholpur, Karauli, Sawai Teams are monitoring the gravel mining river areas for intensive investigation campaign in Madhopur, Rupwas etc. If the department receives any complaint directly related to illegal gravel mining activities from any source, then any team is being directed by the headquarters to inspect and take action elsewhere.

Continuous monitoring is being done in the concerned areas by 27 teams constituted by Additional Director Mines Jaipur BS Sodha, ADM Kota MP Meena, ADM Udaipur Deepak Tanwar and ADM Jodhpur Yogendra Singh Sehwal. Bhagwati Prasad Kalal said that the teams formed by the department for intensive investigation campaign have been authorized under Rules 54, 56 and 62 of RMMCR 2017 to take action outside the scope of work. Additional Director Vigilance PR Ameta has been made the monitoring in-charge at the headquarters level for the action being taken by the teams formed for the intensive investigation campaign.
