अब नहीं उड़ा सकेंगे ड्रोन! छोटा ड्रोन उड़ाने के लिए भी थाने से लेनी होगी मंजूरी

राजधानी जयपुर में ड्रोन उड़ाने को लेकर राजस्थान पुलिस ने बड़ा फैसला सुनाया है। राजस्थान पुलिस ने अब ड्रोन उड़ाने पर पाबंदी लगा दी है। अब अगर कोई विवाह, पार्टियों या किसी कार्यक्रम में ड्रोन उड़ाता मिला तो पुलिस उसके खिलाफ केस दर्ज करेगी। एडिशनल पुलिस कमिश्नर लॉ एंड ऑर्डर कुंवर राष्ट्रदीप ने इससे संबंधित ऑर्डर निकाला है। इसके अनुसार जयपुर में सिर्फ नैनो (सबसे छोटे) ड्रोन को उड़ाने की मंजूरी मिलेगी। उसके लिए भी 24 घंटे पहले मंजूरी लेनी होगी।

राष्ट्रदीप ने बताया कि उनकी जानकारी में सामने आया था कि राजधानी में विभिन्न कार्यक्रमों के आयोजन में ड्रोन के उपयोग का प्रचलन लगातार बढ़ रहा है। इसी बीच देश के अलग-अलग हिस्सों में ड्रोन का उपयोग कर अपराध की घटनाओं को अंजाम देने की जानकारी भी सामने आई है। सुरक्षा एजेंसियों द्वारा भी समय-समय पर ड्रोन का उपयोग कर आपराधिक घटनाओं को अंजाम देने के संबंध में अलर्ट किया जाता है। इसे देखते हुए पूरे जयपुर कमिश्नरेट में यह आदेश निकाला गया है।

राष्ट्रदीप ने बताया- भारत सरकार के डीजीसीए के गाइडेंस मैनुअल व नगर विमानन मंत्रालय द्वारा जारी आदेश के अनुसार 25 अगस्त 2021 के अनुसार ड्रोन को पांच श्रेणियों में बांटा गया है। इनमें से चार श्रेणी के ड्रोन पर पूरी तरह पाबंदी रहेगी। सिर्फ नैनो ड्रोन की परमिशन मिलेगी।

ड्रोन की होती हैं ये 5 श्रेणी
250 ग्राम या उससे कम वजन वाला ड्रोन नैनो श्रेणी में आता है।

250 ग्राम से ज्यादा और 2 किलोग्राम तक का ड्रोन माइक्रो श्रेणी में आता है।

2 किलोग्राम से ज्यादा और 25 किलोग्राम तक का ड्रोन स्मॉल श्रेणी में आता है।

25 किलोग्राम से ज्यादा व 150 किलोग्राम तक का ड्रोन मीडियम श्रेणी में आता है।

150 किलोग्राम से अधिक तक के ड्रोन लार्ज श्रेणी में रखे गए हैं।

डीजीसीए में रजिस्ट्रेशन के बाद भी ड्रोन नहीं उड़ा पाएंगे।
गाइडलाइन के अनुसार माइक्रो, स्मॉल, मीडियम और लार्ज श्रेणी के ड्रोन को उड़ाने से पहले डीजीसीए की वेबसाइट पर डिजिटल स्काय नाम से तैयार किए गए प्लेटफार्म पर इनका रजिस्ट्रेशन कराना जरूरी होगा। इसके अलावा डीजीसीए यूआईएन (यूनिक आइडेंटिफिकेशन नम्बर) और यूएओपी (अनमैंड एयरक्राफ्ट ऑपरेशन परमिट) लेना जरूरी है। इसके बाद उड़ाने से पहले गृह मंत्रालय भारत सरकार से सिक्यूरिटी क्लीयरैंस लेना होता है। जयपुर में इसके बावजूद ड्रोन नहीं उड़ा पाएंगे। वहीं, नैनो श्रेणी के ड्रोन में इसकी जरूरत नहीं है।

राष्ट्रदीप ने बताया- ड्रोन उड़ाने पर स्थानीय पुलिस द्वारा केस दर्ज कर कार्रवाई की जा सकती हैं। दरअसल, जयपुर राजस्थान की राजधानी होने के कारण यहां पर महत्वपूर्ण समारोह, वीवीआईपी मूवमेंट, देशी और विदेशी पर्यटकों की भरमार रहती है। सुरक्षा की दृष्टि से काफी संवेदनशील क्षेत्र हैं। इस कारण वर्तमान में विभिन्न कार्यक्रमों में ड्रोन के उपयोग को रोकना बहुत जरूरी है।

नैनो ड्रोन उड़ाने से पहले रखे यह ध्यान
नैनो ड्रोन उड़ाने से पहले यह ध्यान रखना होगा कि जिस क्षेत्र में फोटोग्राफी की जानी है, उस क्षेत्र के पुलिस थाने को ड्रोन उड़ाने से 24 घंटे पूर्व सूचित किया जाए। ड्रोन को 50 फीट यानी 15 मीटर से ऊपर नहीं उड़ाया जाए। यह भी ध्यान रहे कि ड्रोन को किसी पाबंदी क्षेत्र में नहीं उड़ाया जाए।

इन इलाकों में ड्रोन उड़ाने पर बैन, नैनो भी नहीं उड़ा सकते
जयपुर के सिविल लाइन, सीएम हाउस, राजभवन, विधानसभा, एयरपोर्ट के आसपास, जिला कलेक्ट्री, सचिवालय, सभी कोर्ट और सरकारी बिल्डिंग, सुरक्षा बलों के मुख्यालय और कार्यालय में ड्रोन उड़ाने पर पूरी तरह पाबंदी है।

Rashtradeep said that it had come to his notice that the use of drones is increasing continuously in organizing various programs in the capital. Meanwhile, information about crimes being committed using drones in different parts of the country has also come to light. Security agencies also issue alerts from time to time regarding criminal incidents using drones. In view of this, this order has been issued in the entire Jaipur Commissionerate.

Rashtradeep told- According to the guidance manual of the DGCA of the Government of India and the order issued by the Ministry of Civil Aviation, as on 25 August 2021, drones have been divided into five categories. Of these, four categories of drones will be completely banned. Only nano drones will get permission.

There are these 5 categories of drones
A drone weighing 250 grams or less comes under the nano category.

Drones weighing more than 250 grams and up to 2 kg come under the micro category.

A drone weighing more than 2 kg and up to 25 kg comes under the small category.

A drone weighing more than 25 kg and up to 150 kg comes in the medium category.

Drones weighing more than 150 kg have been kept in the large category.

Drones will not be able to fly even after registration in DGCA.
According to the guideline, before flying the drones of micro, small, medium and large category, it will be necessary to register them on the platform named Digital Sky on the website of DGCA. Apart from this, it is necessary to obtain DGCA UIN (Unique Identification Number) and UAOP (Unmanned Aircraft Operation Permit). After this, before flying, security clearance has to be obtained from the Ministry of Home Affairs, Government of India. Despite this, drones will not be able to fly in Jaipur. However, this is not needed in Nano category drones.

Rashtradeep told – Action can be taken by registering a case by the local police on flying the drone. Actually, due to Jaipur being the capital of Rajasthan, important functions, VVIP movement, domestic and foreign tourists are full here. These are very sensitive areas from security point of view. For this reason, it is very important to stop the use of drones in various programs at present.

Keep this in mind before flying a nano drone
Before flying the nano drone, it has to be kept in mind that the police station of the area where photography is to be done should be informed 24 hours before flying the drone. The drone should not be flown above 50 feet i.e. 15 meters. It should also be kept in mind that the drone should not be flown in any restricted area.

There is a ban on flying drones in these areas, even Nano cannot fly
There is a complete ban on flying drones in Jaipur's Civil Lines, CM House, Raj Bhavan, Assembly, around the airport, District Collectorate, Secretariat, all courts and government buildings, headquarters and offices of security forces.
