बीकानेर पीबीएम का हल्दीराम मूलचंद हार्ट हॉस्पिटल कार्डियोवस्कुलर सेंटर ऑफ एक्सीलेंस 19 माह बाद भी नहीं बन सका। यहां तक कि बाइपास सर्जरी भी रोक दी गई. कार्डियक सर्जन के तीन पद रिक्त हैं।
हल्दीराम मूलचंद हार्ट हॉस्पिटल को कार्डियोवस्कुलर सेंटर ऑफ एक्सीलेंस बनाने की घोषणा पिछले साल बजट में की गई थी। इसके लिए 12.30 करोड़ रुपये का बजट स्वीकृत किया गया. इसमें 8.50 करोड़ रुपये के उपकरण तो खरीदे जा चुके हैं, लेकिन कैथ लैब, हार्ट लंग और एंजियोग्राफी मशीन अब तक नहीं खरीदी जा सकी है. बाइपास सर्जरी भी दो महीने के लिए बंद कर दी गई है.
हर दिन हृदय संबंधी समस्याओं के 25 से 30 रूटीन मामले ही देखने को मिल रहे हैं। इनमें से करीब 15 की एंजियोग्राफी होती है। एक माह में बाइपास सर्जरी के 15 से 20 मामले ऐसे आते हैं, जिनके लिए जयपुर जाना पड़ता है। यह स्थिति चिरंजीवी योजना के बाद की है. सेंटर ऑफ एक्सीलेंस बनने से यहां नया ऑपरेशन थिएटर संचालित होगा, जिससे कार्डियो-थोरेसिक सर्जरी की सुविधाएं भी बढ़ेंगी।
रोटा ब्लोटर मशीन खरीदी गयी है. जब कोरोनरी धमनियों में कैल्शियम जमा हो जाता है तो स्टंटिंग मुश्किल हो जाती है। यह एक तरह की बोरिंग मशीन है जो धमनी में ड्रिलिंग कर करतब दिखाएगी। इसी तरह एक्मो मशीन भी आ गई है। इस मशीन को कोविड काल में सबसे महत्वपूर्ण माना जा रहा था. श्वसन विफलता के बावजूद, इस मशीन की मदद से हृदय संबंधी प्रक्रियाएं की जा सकती हैं। लेकिन वर्तमान में इन मशीनों का उपयोग नहीं किया जा रहा है. हार्ट-लंग मशीन प्रक्रियाधीन है।
सरकार के लगातार दबाव के बावजूद हल्दीराम मूलचंद हार्ट हॉस्पिटल में ओपन हार्ट सर्जरी फिर से बंद कर दी गई है। करीब डेढ़ साल बाद जून में जोधपुर की टीम ने चिरंजीवी स्वास्थ्य बीमा योजना में केस दायर किया था। हर माह 15 से 20 मामले बाईपास से जयपुर भेजे जा रहे हैं। इसका मुख्य कारण स्टाफ की कमी बताया जा रहा है। कार्डियक सर्जन के चार में से तीन पद खाली हैं। मौजूदा डॉ. सर्वेश शर्मा ही एकमात्र सर्जन हैं, लेकिन उनके पास टीम नहीं है। हल्दीराम हार्ट हॉस्पिटल में लगभग 100 बेड हैं, जिनमें 29 सीसीयू, 15 कैथ लैब और 47 जनरल-कॉटेज बेड शामिल हैं।
अपग्रेडेशन के बाद बेड की संख्या 150 तक पहुंच जाएगी। कार्डियक सेंटर ऑफ एक्सीलेंस की स्थापना के लिए नियमानुसार 45 नर्स, 20 तकनीशियन और कंप्यूटर ऑपरेटर की नियुक्ति की जानी है। स्टेंट, एंजियोप्लास्टी और बाइपास के लिए वेंटिंग खत्म हो जाएगी। आपातकालीन प्रक्रियाएं की जा सकती हैं. वर्तमान में एक कैथ लैब कार्यरत है। एंजियोग्राफी, एंजियोप्लास्टी, स्टेंट आदि प्रक्रियाओं के लिए पांच से छह दिनों की प्रतीक्षा अवधि होती है। जाहिर है, ज्यादातर योजनाएं प्रक्रियाएं ही हैं। नई मशीन लगने के बाद न केवल वेटिंग लिस्ट खत्म होगी बल्कि आपातकालीन प्रक्रियाएं भी तुरंत हो सकेंगी।

The announcement of making Haldiram Moolchand Heart Hospital a Cardiovascular Center of Excellence was made in the budget last year. A budget of Rs 12.30 crore was approved for this. In this, equipment worth Rs 8.50 crore has been purchased, but cath lab, heart lung and angiography machine have not been purchased yet. Bypass surgery has also been stopped for two months.
Only 25 to 30 routine cases of heart related problems are being seen every day. Of these, about 15 undergo angiography. There are 15 to 20 cases of bypass surgery in a month, for which one has to go to Jaipur. This situation is after Chiranjeevi Yojana. With the construction of a Center of Excellence, a new operation theater will operate here, which will also increase the facilities for cardio-thoracic surgery.
Rota blotter machine has been purchased. Stunting becomes difficult when calcium deposits form in the coronary arteries. This is a kind of boring machine which will perform tricks by drilling into the artery. Similarly, Ecmo machine has also arrived. This machine was considered most important during the Covid period. Despite respiratory failure, cardiac procedures can be performed with the help of this machine. But currently these machines are not being used. Heart-lung machine is under process.
Despite continuous pressure from the government, open heart surgery has been stopped again at Haldiram Moolchand Heart Hospital. After about one and a half years, in June, the Jodhpur team had filed a case in Chiranjeevi Health Insurance Scheme. Every month 15 to 20 cases are being sent to Jaipur through bypass. The main reason for this is said to be shortage of staff. Three out of four posts of cardiac surgeon are vacant. The present Dr. Sarvesh Sharma is the only surgeon, but he does not have a team. Haldiram Heart Hospital has approximately 100 beds, which include 29 CCU, 15 cath lab and 47 general-cottage beds.
After upgradation the number of beds will reach 150. As per rules, 45 nurses, 20 technicians and computer operators are to be appointed for the establishment of Cardiac Center of Excellence. Venting for stents, angioplasty and bypass will end. Emergency procedures can be performed. At present a cath lab is functioning. There is a waiting period of five to six days for procedures like angiography, angioplasty, stents etc. Obviously, most plans are procedures. After the installation of the new machine, not only will the waiting list end but emergency procedures can also be done immediately.
