जयपुर। राजस्थान में विधानसभा चुनाव के लिए आचार संहिता लग गई है। जयपुर जिले की 19 विधानसभा सीटों पर चुनाव के लिए 35 हजार से ज्यादा कर्मचारी-अधिकारियों की ड्यूटी लगी है। इनमें कई कर्मचारी-अधिकारी इस ड्यूटी से बचना चाहते हैं। विधानसभा चुनाव में ड्यूटी लगते ही कर्मचारी इस जुगत में लगे हैं कि किसी तरह उनका नाम चुनाव ड्यूटी से कट जाए। ड्यूटी कटवाने को दिए गए आवेदनों में तरह-तरह के बहाने बनाए गए हैं।
मंत्री, नेताओ, आईएएस अधिकारियों से सिफारिशें की जा रही हैं। बहाने भी ऐसे जो अधिकारियों के गले नहीं उतर रहे। दूसरी तरफ कर्मचारी रोजाना अपने-अपने कार्यालय जा रहे हैं लेकिन चुनावी ड्यूटी का नाम आते ही बीमारी का बहाना बना रहे हैं। अधिकारी उन्हें पूछ रहे हैं जब बीमार होने के बावजूद रोजाना ड्यूटी कर रहे हैं तो चुनाव ड्यूटी करने में क्या परेशानी है। इधर, जिला निर्वाचन अधिकारी प्रकाश राजपुरोहित ने कहा कि सभी आवेदनों का परीक्षण कराया जा रहा है।
बिना वाजिब कारण के ड्यूटी नहीं काटी जाएगी। वहीं, यदि कोई कार्मिक बीमार है तो उसे मेडिकल बोर्ड के समक्ष उपस्थित होकर सहमति प्राप्त करनी होगी। 400 में से 40 कर्मचारियों को मेडिकल बोर्ड बीमार माना अभी चुनाव प्रशिक्षण शुरू हुआ ही है। ड्यूटी कटवाने के लिए 1000 आवेदन पहुंच चुके हैं। कार्मिक परिवार - रिश्तेदारी में किसी का देहांत होने के अलावा पत्नी के प्रसव, सास की बीमारी, माता-पिता के उपचार के लिए भी चुनाव ड्यूटी से नाम कटवाना चाह रहे हैं।
400 कर्मचारी बीमारी का बहाना बनाकर चुनाव ड्यूटी से अवकाश लेना चाहते हैं। मेडिकल बोर्ड ने मात्र 40 कर्मचारियों को गंभीर बीमार माना है। जो ड्यूटी नहीं कर सकते। 16 कर्मचारियों को अति आवश्यक कार्य के लिए छुट्टी दी गई है। कर्मचारियों ने आवेदनों में ये बहाने लिखे 1. लगातार काम करने से सिरदर्द होता है- एक कर्मचारी ने कहा कि उसे लगातार ड्यूटी करने पर सिर में दर्द होता है। दवा खाकर आराम करना पड़ता है। 2. बैठने से गैस बनती है- एक कर्मचारी ने कहा कि लगातार बैठने से पेट में गैस बनती है और पेटदर्द रहता है,
वो ड्यूटी नहीं कर पाएगा। अब मामले में मेडिकल बोर्ड निर्णय करेगा। 3. देवउठनी एकादशी को रिश्तेदारी में शादी है- एक कर्मचारी ने कहा कि रिश्तेदारी में शादी है। इसकी तारीख चुनाव से पहले ही तय हो गई थी, अब वे ड्यूटी करने जाएंगे तो रिश्तेदार बुरा मान जाएंगे। 4. चुनाव लडऩा है, ड्यूटी से मुक्त किया जाए- यूनिवर्सिटी के दो शिक्षकों ने कहा कि चुनाव लडऩे हैं, इसलिए चुनाव ड्यूटी से मुक्त किया जाए। 5. दस साल से अवगत करवा रहे हैं कमर दर्द है- एक कर्मचारी ने कहा कि पिछले दस साल से निर्वाचन अधिकारी को पत्र लिखकर कमर दर्द की समस्या से अवगत करा रहा हैं, फिर भी ड्यूटी लगा दी जाती है।
नेता भी सिफारिश करने में लगे वहीं, नेता भी अपने कार्यकर्ताओं और चहेते कर्मचारियों की चुनाव ड्यूटी निरस्त करने की सिफारिशें कर रहे हैं। इसमें ब्यूरोक्रेट्स भी आगे है। सीएमओ कार्यालय से भी ड्यूटी कैंसिल करने के लिए लेटर हैड चल रहे हैं। जयपुर जिला निर्वाचन अधिकारी के पास इन दिनों बड़ी संख्या में कैबिनेट मंत्री, राज्यमंत्री, विधायक, आईएएस अधिकारियों के लेटर हैड पर चुनाव ड्यूटी निरस्त करने की सिफारिशें आई हैं। यहां तक की मुख्यमंत्री ऑफिस में नियुक्त अधिकारियों और सलाहकार भी अपने लेटर हेड पर चुनाव ड्यूटी कैंसिल करने की सिफारिश कर रहे हैं। निजी स्टाफ की ड्यूटी के लिए मंत्रियों ने लिखी डिजायर, लालचंद कटारिया सबसे आगे मंत्रियों के यहां से जो सिफारिशें आई हैं।
उसमें ज्यादातर अपने निजी स्टाफ की है। हेल्थ मिनिस्टर परसादी लाल मीणा के यहां डिपार्टमेंट में लगे 5 स्टाफ, जल संसाधन मंत्री महेन्द्रजीत सिंह मालवीय के 5, उच्च शिक्षा मंत्री राजेन्द्र यादव के 4 और महिला बाल विकास मंत्री ममता भूपेश के यहां से 3 सिफारिश निर्वाचन विभाग को मिली है। उद्योग एवं वाणिज्यिक मंत्री शकुंतला रावत के यहां 4, सामाजिक न्याय अधिकारी मंत्री टीकाराम जूली के यहां से 5, कृषि मंत्री लालचंद कटारिया के यहां से 6, सुखराम विश्नोई के यहां से 3, अर्जुन राम बामनिया के यहां से 4, विश्वेन्द्र सिंह के यहां 4 और शाले मोहम्मद के यहां से एक डिजायर जयपुर जिला निर्वाचन को मिली है। इनके अलावा बोर्ड और आयोग में अध्यक्ष पद पर राजनैतिक नियुक्ति प्राप्त अधिकारी भी सिफारिशें लिख रहे है।
ड्यूटी कैंसिल करने के अलग-अलग तर्क मंत्रियों की तरफ से आई सिफारिशों में ड्यूटी कैंसिल के लिए अपने ऑफिसों के काम प्रभावित होने की बात कर रहे हैं। वहीं, विभाग के एचओडी या आईएएस अफसर विभागों में काम प्रभावित होने का तर्क दे रहे है। जबकि आदर्श आचार संहिता लगने के बाद मंत्री कोई फैसला ले नहीं सकते हैं। आसान नहीं होगा बीमार व्यक्ति के लिए ड्यूटी कटवाना जिला निर्वाचन अधिकारी प्रकाश राजपुरोहित ने बताया- ड्यूटी कैंसल के आवेदनों की स्क्रूटनी करने के लिए एक कमेटी का गठन कर दिया है। इसके अलावा मेडिकल बोर्ड भी बनाया गया है।
ये बोर्ड उन कर्मचारियों की जांच करेगा, जो अपने को मेडिकल अनफिट बताकर प्रार्थना पत्र दे रहे है। जिला निर्वाचन अधिकारी की ओर से अतिरिक्त मुख्य कार्यकारी अधिकारी और तहसीलदार जयपुर को इसकी जिम्मेदारी दी गई है। गौरतलब हैं कि जयपुर जिले में विधानसभा चुनाव में करीब 35 हजार कार्मिकों की ड्यूटी लगाई है। ड्यूटी कैंसिल को देखते हुए करीब 15 फीसदी कार्मिक रिजर्व में रखे जाएंगे।

Here, District Election Officer Prakash Rajpurohit said that all the applications are being examined.
Duty will not be deducted without valid reason. At the same time, if any employee is ill, he will have to appear before the medical board and obtain consent. The medical board considered 40 out of 400 employees sick and the election training has just started. 1000 applications have been received for reduction in duty. He will not be able to do duty. Now the medical board will take a decision in the matter. 3. There is a relative marriage on Devuthani Ekadashi – An employee said that there is a relative marriage. Its date was fixed before the elections, now if he goes to do duty, his relatives will feel bad. 4. Have to contest elections, should be relieved from election duty – Two teachers of the university said that elections have to be fought, hence should be relieved from election duty. 5. Have been informing about the problem of back pain for the last ten years - An employee said that for the last ten years, he has been writing a letter to the election officer informing about the problem of back pain, yet he is put on duty.

And one Desire from Shale Mohammad's place has been received by Jaipur District Election. District Election Officer Prakash Rajpurohit said - A committee has been formed to scrutinize the applications for duty cancellation. Apart from this, a medical board has also been formed.
This board will investigate those employees who are submitting applications claiming themselves to be medically unfit. The responsibility for this has been given to the Additional Chief Executive Officer and Tehsildar Jaipur by the District Election Officer. It is noteworthy that about 35 thousand personnel have been put on duty for the assembly elections in Jaipur district. In view of duty cancellation, about 15 percent personnel will be kept in reserve.
