आचार संहिता के प्रावधानों पर हुई बात, 27 नवंबर तक मतदाता सूची में जोड़े जा सकते हैं नए नाम, इलेक्ट्रानिक मीडिया पर विज्ञापन के लिए लेनी होगी अनुमति

बीकानेर। जिला निर्वाचन अधिकारी भगवती प्रसाद कलाल ने सोमवार को विभिन्न राजनीतिक दलों के प्रतिनिधियों के साथ चर्चा कर आदर्श आचार संहिता के प्रावधानों की जानकारी दी। भगवती प्रसाद कलाल ने कहा कि शांतिपूर्ण, निष्पक्ष और भयमुक्त चुनाव सम्पादित करवाने के लिए जिला निर्वाचन कार्यालय प्रतिबद्ध है। उन्होंने आदर्श आचार संहिता की पालना में राजनीतिक दलों से भी सहयोग की अपील करते हुए कहा कि एम सी सी उल्लघंन की शिकायत सी विजिल ऐप अथवा 1950 के माध्यम से की जा सकती है ।

27 नवंबर तक जोड़े जा सकते हैं नए नाम

जिला निर्वाचन अधिकारी ने बताया कि मतदाता सूची में अब किसी भी व्यक्ति का नाम हटाया नहीं जाएगा। 27 अक्टूबर तक मतदाता सूची में पात्र के नए नाम जोड़े जा सकते हैं तथा नाम में संशोधन केवल एड्रेस के संबंध में ही किया जा सकेगा। जिला निर्वाचन अधिकारी भगवती प्रसाद ने बताया कि उम्मीदवार या पार्टी के समर्थन में निजी स्थान, घर इत्यादि पर लगाए जाने वाले विज्ञापन के संबंध में राजनीतिक दल की लिखित अनुमति की सूचना संबंधित रिटर्निग अधिकारी को उपलब्ध करवानी होगी।

समर्थक या पार्टी कार्यकर्ता अपने घर पर 1 फीट बाई आधा फीट की झंडी लगाने के लिए अनुमत है लेकिन वोट देने की अपील करने पर इसका खर्चा प्रचार प्रसार मानते हुए प्रत्याशी के खाते में जोड़ा जाएगा। उन्होंने बताया कि गाड़ी इत्यादि पर किसी भी प्रकार का बैनर अनुमत नहीं है ,समर्थक अपनी गाड़ी पर झंडी या स्टीकर लगा सकते हैं लेकिन इसके माध्यम से वोट देने अपील या प्रचार की अनुमति नहीं है। यदि ऐसा कहीं भी पाया जाता है तो खर्च उम्मीदवार के चुनाव व्यय खाते में जोड़ दिया जाएगा ।

पार्टी कार्यालय पर 4 बाई 8 फीट का बैनर लगाया जा सकता है । जिला निर्वाचन अधिकारी ने कहा कि मतदान बूथ पर 200 मीटर के दायरे में राजनीतिक पार्टी का कार्यालय अनुमत नहीं है। उन्होंने कहा कि रैली या जुलूस में यातायात नियमों की अनुपालना सुनिश्चित की जाए ,साथ ही 10-10 वाहनों के बाद गैप रखें ताकि आमजन ,एंबुलेंस आदि को निकलने में परेशानी ना हो।

विधानसभा चुनाव 2023 के दौरान किसी भी प्रकाशन सामग्री यथा पोस्टर, पैंपलेट आदि पर प्रकाशक और मुद्रक का नाम आवश्यक रूप से प्रकाशित करना होगा। ऐसा नहीं करने वाले प्रिंटिंग प्रेस स्वामियों पर लोक प्रतिनिधित्व अधिनियम 1951 की धारा 127 (क) के तहत कार्यवाही की जाएगी। साथ ही इन्हें छपवाने से पूर्व संबंधित को दो लोगों द्वारा सत्यापित करवाते हुए एक डिक्लेरेशन भी प्रस्तुत करना होगा।

Discussion took place on the provisions of the code of conduct, new names can be added to the voter list till November 27, permission will have to be taken for advertising on electronic media.

Bikaner. District Election Officer Bhagwati Prasad Kalal discussed with representatives of various political parties on Monday and informed about the provisions of the Model Code of Conduct. Bhagwati Prasad Kalal said that the District Election Office is committed to conduct peaceful, fair and fear-free elections. He also appealed for cooperation from political parties in following the Model Code of Conduct and said that complaint about MCC violation can be made through C Vigil App or 1950.

New names can be added till November 27

The District Election Officer said that now no person's name will be removed from the voter list. New names of eligible people can be added to the voter list till 27th October and the name can be amended only in relation to the address. District Election Officer Bhagwati Prasad said that regarding advertisements put up in private places, houses etc. in support of the candidate or party, information about the written permission of the political party will have to be provided to the concerned Returning Officer.

Supporters or party workers are allowed to put up a flag measuring 1 feet by half feet at their house, but on appeal to vote, its cost will be added to the candidate's account considering it as publicity. He told that any kind of banner is not allowed on the vehicle etc., supporters can put flag or sticker on their vehicle but appeal or campaign for voting through this is not allowed. If found anywhere, the expenditure will be added to the election expenditure account of the candidate.

A 4 by 8 feet banner can be put up at the party office. The District Election Officer said that the office of a political party is not allowed within a radius of 200 meters from the polling booth. He said that traffic rules should be followed in the rally or procession and a gap should be maintained after 10 vehicles so that the general public, ambulance etc. do not face any problem in passing.

During the Assembly elections 2023, it will be mandatory to publish the name of the publisher and printer on any publication material like poster, pamphlet etc. Action will be taken against printing press owners who do not do so under Section 127 (a) of the Representation of the People Act 1951. Besides, before getting these printed, the concerned person will also have to submit a declaration after getting it verified by two people.
