जयपुर। राजस्थान में वसुंधरा राजे और अशोक गहलोत का शासन खत्म हो गया है। प्रदेश के मुख्यमंत्री के तौर पर भाजपा के भजनलाल शर्मा ने कार्यभार संभाल लिया है, लेकिन अब नई सरकार पर महिलाओं पर हो रहे अत्याचार पर अंकुश लगाना चुनौती है। पुलिस मुख्यालय द्वारा हाल ही में अक्टूबर माह तक के प्रदेशभर के आंकड़े जारी किए हैं।
आंकड़ों की पड़ताल में सामने आया कि प्रदेश में रोजाना औसतन 14 बालिग और 5 नाबालिगों के साथ दरिदंगी की घटनाएं हो रही हैं। पुलिस ने दुष्कर्म के बाद मुकदमा तो कर लिया, लेकिन ज्यादातर मामलों में जांच पेंडिंग है। ऐसे में दरिंदे बेखौफ घूम रहे हैं।
पुलिस ने इस साल अक्टूबर माह तक हत्या, लूट, हत्या का प्रयास, डकैती, अपहरण, दुष्कर्म, पोक्सो एक्ट, बलवा, नकबजनी, चोरी व अन्य आईपीसी की धाराओं में करीब 2.13 लाख अपराधिक मुकदमे दर्ज किए हैं। इनमें पुलिस ने जांच के बाद 63 हजार से ज्यादा मामलों में एफआर लगा दी। जबकि 1 लाख से ज्यादा मुकदमें पेडिंग है। 98 हजार मुकदमों की तो अभी जांच चल रही है।
यानि करीब 36.86 फीसदी मामलोें में तो पुलिस जांच ही नहीं कर पा रही है। जबकि 1784 मामले में एफआर लगने के बाद अनुसंधान में गंभीर शिकायत मिलने के बाद कोर्ट के आदेश या फिर उच्च अधिकारियों के आदेश पर फिर से जांच के लिए रिओपन किए हैं। ऐसे में पुलिस की कार्यशैली पर भी सवाल उठने लगे हैं।
यहां ज्यादा अनुसंधान पेंडिंग
पड़ताल में सामने आया कि 18 जिलों में मामलों की जांच नहीं हो रही है। इनमें 41 से लेकर 63% तक मामले पेंडिंग है। सबसे ज्यादा देरी दूदू , जाे दूदू धपुर ग्रा., जयपुर दक्षिण, नीम का थाना, बालोतरा, सांचोर में है। इनमें 50% से ज्यादा मामले पेंडिंग हैं, जबकि नागौर, शाहपुरा, जयपुर पूर्व, जयपुर पश्चिम, कोटपुतली-बहरोड़, भिवाड़ी, बीकानेर, डीग, सवाईमाधोपुर, जैसलमेर, चित्तौड़गढ़ और डूंगरपुर में दर्ज मुकदमों में से 40 से 50% की जांच नहीं हो रही है ।

Till the month of October this year, the police have registered about 2.13 lakh criminal cases under sections of murder, robbery, attempt to murder, dacoity, kidnapping, rape, POCSO Act, rioting, rioting, theft and other IPC. Of these, after investigation, the police lodged FR in more than 63 thousand cases. Whereas more than 1 lakh cases are pending. 98 thousand cases are still under investigation.
This means that in about 36.86 percent of the cases, the police is not able to investigate at all. Whereas in the case of 1784, after the FIR was registered, after serious complaints were received in the investigation, it was reopened for investigation either on the orders of the court or on the orders of higher officials. In such a situation, questions are also being raised on the working style of the police.

Investigation revealed that cases were not being investigated in 18 districts. Of these, 41 to 63% cases are pending. The maximum delay is in Dudu, Jae Dudu Dhapur Village, Jaipur South, Neem Police Station, Balotra, Sanchore. More than 50% of these cases are pending, whereas 40 to 50% of the cases registered in Nagaur, Shahpura, Jaipur East, Jaipur West, Kotputli-Behror, Bhiwadi, Bikaner, Deeg, Sawai Madhopur, Jaisalmer, Chittorgarh and Dungarpur are not investigated.
