आज मतगणना का आरंभ, चुनाव परिणामों की जानकारी इस प्रकार होगी…

भारत निर्वाचन आयोग द्वारा राजस्थान विधानसभा चुनाव-2023 के लिए सभी जिला निर्वाचन अधिकारियों, उप जिला निर्वाचन अधिकारियों, रिटर्निंग अधिकारियों, अतिरिक्त रिटर्निंग अधिकारियों एवं आईटी स्टाफ को बुधवार को वीडियो कॉन्फ्रेंसिंग के माध्यम से प्रशिक्षण प्रदान किया गया। प्रशिक्षण के दौरान मतों की गणना के संबंध में भारत निर्वाचन आयोग द्वारा दिए गए निर्देशों, नियम और अधिनियमों के संबंध में विस्तार से जानकारी दी गई। मध्यान्ह पूर्व तक ईटीपीबीएमस मतगणना, मध्यान्ह बाद पोस्टल बैलेट काउंटिंग एवं ईवीएम मतगणना को लेकर प्रशिक्षण दिया गया।

भारत निर्वाचन आयोग के उच्चाधिकारियों ने मतगणना से संबंधित व्यवस्थाओं के अलावा मतगणना संबंधी प्रावधानों व आयोग के ‍दिशा-निर्देशों के संबंध में विस्तार से अवगत कराया। उन्होंने सामान्य प्रेक्षक कक्ष, सीलिंग कक्षों, मीडिया रूम से संबंधित व्यवस्थाओं की जानकारी दी तथा शंकाओं का समाधान भी किया। डाक मत पत्रों की मतगणना के संबंध में विस्तार से समझाया गया।

प्रशिक्षण उपरांत मुख्य निर्वाचन अधिकारी प्रवीण गुप्ता ने कहा कि निर्वाचन से जुड़ी मशीनरी ने मतदान संबंधी महत्वपूर्ण कार्य पूरी जिम्मेदारी के साथ संपन्न किया है। मतगणना का कार्य भी उतना ही महत्वपूर्ण है। इस कार्य में किसी भी प्रकार की लापरवाही नहीं होनी चाहिए।

उन्होंने कहा कि गणना की प्रक्रिया को भली-भांति समझ कर सभी अधिकारी/कर्मचारी मतगणना की प्रक्रिया को पूरी पारदर्शिता व निष्पक्षता के साथ संपन्न कराएं। उन्होंने निर्देश दिए कि सभी राजनैतिक दलों के प्रतिनिधियों को भी मतगणना की प्रक्रिया के सम्बन्ध में पूर्व में ही अवगत करा दिया जाए।

उन्होंने कहा कि मतगणना में कंट्रोल यूनिट में दर्ज वोटों की गिनती के साथ डाकमत पत्र, ईटीपीबीएमएस के अलावा रेंडम आधार पर चयनित वीवीपेट की स्लिपों की भी गणना की जाएगी। उन्होंने कहा कि मतगणना में पूर्ण निष्पक्षता बनी रहे इसके लिए संपूर्ण मतगणना के बाद प्रत्येक विधानसभा के मतदान केंद्रों से लॉटरी से 5-5 वीवीपैट का चयन कर उसकी पर्चियों की गणना कर, ईवीएम से प्राप्त मतों से मिलान किया जाएगा। रिटर्निंग ऑफिसर-पर्यवेक्षकों की निगरानी और उम्मीदवार या उनके एजेंटों के समक्ष वीवीपैट मशीन से निकली पर्चियों की मतगणना और मिलान होगा।

आयोग की वेबसाइट और वोटर हेल्पलाइन एप पर भी देखे जा सकेंगे परिणाम

मुख्य निर्वाचन अधिकारी ने बताया कि राजस्थान विधानसभा आम चुनाव-2023 के लिए 25 नवम्बर को हुए मतदान की 3 दिसम्बर को मतगणना समस्त जिला मुख्यालयों में स्थापित 36 मतगणना केन्द्रों में होगी। उन्होंने बताया कि मतगणना के राउन्ड-वाइज परिणाम प्रदर्शित किये जाएंगे। सर्वप्रथम प्रात: 8 बजे से पोस्टल बैलेट की गणना प्रारंभ होगी। 8.30 बजे ईवीएम में दर्ज मतों की गणना प्रारंभ होगी।

उन्होंने बताया कि विधानसभा आम चुनाव-2023 की मतगणना के परिणाम भारत निर्वाचन आयोग की वेबसाइट https://results.eci.gov.in और वोटर हेल्पलाइन एप (VHA) पर देखे जा सकेंगे। वोटर हेल्पलाइन एप को गूगल प्ले स्टोर से डाउनलोड करना होगा। इसके अलावा https://ceorajasthan.nic.in पर भी मतगणना के परिणाम प्रदर्शित किये जाएंगे।

गुरुवार को मतगणना दलों में नियुक्त सभी अधिकारी-कर्मचारियों को प्रशिक्षण प्रदान किया जाएगा। इस प्रशिक्षण कार्यक्रम में मतगणना सुपरवाइजर, मतगणना सहायक और माइक्रो आब्जर्वर को प्रशिक्षित किया जाएगा। साथ ही पोस्टल बैलेट की गिनती में लगे अधिकारी-कर्मचारियों को भी प्रशिक्षण दिया जाएगा।

Counting of votes begins today, information about election results will be as follows…

The Election Commission of India provided training through video conferencing to all District Election Officers, Sub District Election Officers, Returning Officers, Additional Returning Officers and IT staff on Wednesday for Rajasthan Assembly Elections-2023. During the training, detailed information was given regarding the instructions, rules and regulations given by the Election Commission of India regarding counting of votes. Training was given on ETPBMs counting till mid-day and postal ballot counting and EVM counting in the afternoon.

Apart from the arrangements related to vote counting, senior officials of the Election Commission of India informed in detail about the provisions related to vote counting and the guidelines of the Commission. He gave information about the arrangements related to general observer room, sealing rooms, media room and also resolved the doubts. The counting of postal ballot papers was explained in detail.

After the training, Chief Electoral Officer Praveen Gupta said that the election machinery has completed the important voting related work with full responsibility. The work of counting votes is equally important. There should not be any kind of negligence in this work.

He said that after understanding the counting process well, all the officers/employees should complete the counting process with complete transparency and fairness. He directed that representatives of all political parties should also be informed in advance regarding the process of counting of votes.

He said that in the counting of votes, along with counting of votes recorded in the control unit, apart from postal ballot papers, ETPBMS, slips of VVPAT selected on random basis will also be counted. He said that in order to ensure complete fairness in the counting of votes, after the complete counting of votes, 5-5 VVPATs will be selected by lottery from the polling stations of each assembly, their slips will be counted and then matched with the votes received from EVMs. The counting and tallying of the slips from the VVPAT machine will take place under the supervision of the Returning Officer-Observers and in the presence of the candidates or their agents.

The Chief Electoral Officer said that the counting of votes for the Rajasthan Assembly General Election-2023 held on November 25 will be done on December 3 in 36 counting centers established in all the district headquarters. He informed that round-wise results of vote counting will be displayed. First of all, the counting of postal ballots will start from 8 am. Counting of votes recorded in EVM will start at 8.30.

He informed that the results of counting of votes for Assembly General Election-2023 can be seen on the website of Election Commission of India https://results.eci.gov.in and Voter Helpline App (VHA). Voter Helpline App will have to be downloaded from Google Play Store. Apart from this, the results of vote counting will also be displayed on https://ceorajasthan.nic.in.

On Thursday, training will be provided to all the officers and employees appointed in the counting teams. In this training program, counting supervisors, counting assistants and micro observers will be trained. Besides, officers and employees engaged in counting of postal ballots will also be given training.
