रानी बाजार के नए अंडर ब्रिज में नाले का पानी भर जाने से आत्मीयता, नई सरकार से जिम्मेदारी की अपेक्षा

बीकानेर, रानी बाजार के नए निर्मित अंडर ब्रिज के एक हिस्से में पास के नाले का पानी भर गया है। अंबेडकर सर्किल से रानी बाजार आने वाले रास्ते से कारों का आधा पहिया ब्रिज के तल पर डूब जाता है। रेल लाइन को खतरा हो सकता है। 

ब्रिज से होकर यातायात आज नहीं तो कल बंद करना पड़ सकता है। जब अंडर ब्रिज बन रहा था, तब तकनीकी खामियों की ओर से न्यास अध्यक्ष एवं जिला कलक्टर भगवती प्रसाद कलाल, तत्कालीन मंत्री डा. बी डी कल्ला और विधायक सिद्धि कुमारी ने तकनीकी खामियों पर ध्यान आकर्षित किया था। यह काम समयबद्ध और गुणवत्ता का नहीं हुआ, इसका भी उल्लेख किया गया।

 रेलवे लाईन के समानांतर चल रहे नाले का सही निस्तारण नहीं होने की बात सामने रखी गई थी। कल्ला जी और सिद्धि कुमारी ने इस पर ध्यान नहीं दिया। जिसकी सीधी जिम्मेदारी रही, वह भी टस से मस नहीं हुए। यह जिम्मेदारी सीधे सीधे न्यास अध्यक्ष और जिला कलक्टर की रही है। रानी बाजार के साथ अंडर ब्रिज से निकल रहे नाले के गंदे पानी से भर गया है।

 उधर से निकलने वाले लोगों की जान जोखिम में है। ऊपर से रेल लाइन गुजर रही है। भगवान नहीं करे कुछ हो, परंतु पानी से भरा अंडर ब्रिज खतरा बना हुआ है। सरकार को इस हालत के लिए जिम्मेदारी देखनी चाहिए। जिम्मेदार के खिलाफ सख्त कार्रवाई होनी चाहिए।

नई सरकार से जिम्मेदार के खिलाफ सख्त कार्रवाई की उम्मीद रहेगी क्या? प्रशासन को नाले के अंडर ब्रिज में रिस कर आ रहे पानी की निकासी के विकल्प को तुरंत देखना चाहिए। अनदेखी और लापरवाही से कहीं रेल लाईन को नुकसान नहीं हो जाए? बीकानेर रेलवे स्टेशन के पास इस लाइन से रात दिन ट्रेनें गुजरती हैं। रानी बाजार का अंडर ब्रिज तत्कालीन सरकार, निर्माण एजेंसी नगर विकास न्यास, प्रशासन और जनप्रतिनिधियों पर सवाल है।

ये सभी लोग प्रत्यक्ष और अप्रत्यक्ष रूप से इसके लिए दोषी हैं। सवाल उठता है कि ये लोग सार्वजनिक जनहित के मुद्दों पर कितने जागरूक हैं? प्रशासनिक, नैतिक और पद की जिम्मेदारी जिसकी भी है, वह पूरी नहीं कर पा रही है। जिम्मेदार दोषी को दंड मिलना चाहिए। प्रशासन को किसी भी तरह के खतरे से बचाव के तत्काल उपाय होने चाहिए।

Concern over filling of drain water in the new under bridge of Rani Bazar, expectation of responsibility from the new government

A portion of the newly constructed under bridge of Rani Bazar, Bikaner has been flooded with water from a nearby drain. On the way from Ambedkar Circle to Rani Bazar, half the wheel of the cars sinks at the bottom of the bridge. The railway line may be in danger.

Traffic through the bridge may have to be stopped today or tomorrow. When the under bridge was being built, Trust President and District Collector Bhagwati Prasad Kalal, then Minister Dr. BD Kalla and MLA Siddhi Kumari had drawn attention to the technical deficiencies. It was also mentioned that this work was not done in time bound and quality manner.

It was pointed out that the drain running parallel to the railway line was not being properly disposed of. Kalla ji and Siddhi Kumari did not pay attention to this. Those who had direct responsibility also did not budge. This responsibility lies directly with the Trust Chairman and the District Collector. The drain coming out of the under bridge along with Rani Bazaar is filled with dirty water.

The lives of the people coming from there are in danger. The railway line is passing above. God forbid anything happens, but the under bridge filled with water remains a danger. The government should take responsibility for this situation. Strict action should be taken against those responsible.

Will we expect strict action from the new government against those responsible? The administration should immediately look at the option of draining the water that is seeping into the under bridge of the drain. Will the railway line get damaged due to neglect and carelessness? Trains pass through this line day and night near Bikaner Railway Station. The under bridge of Rani Bazar is a question on the then government, construction agency Urban Development Trust, administration and public representatives.

All these people are directly and indirectly guilty of this. The question arises that how aware are these people on issues of public interest? Whoever is responsible for the administrative, moral and position is not able to fulfill it. The culprit responsible should be punished. The administration should take immediate measures to prevent any kind of danger.
