बीकानेर,प्रदेश में विधानसभा चुनाव की तैयारियां अंतिम चरण में है। एक ओर प्रत्याशी अपनी जीत के लिए जी-तोड़ मेहनत में जुटे हैं, वहीं दूसरी ओर चुनाव आयोज शांतिपूर्ण एवं निष्पक्ष मतदान के साथ-साथ मतदान प्रतिशत बढ़ाने की तैयारियों में जुटा है। जिलेवार मतदान दलों का अंतिम चरण का प्रशिक्षण चल रहा है। इस बीच निर्वाचन आयोग की ओर से इस बार विधानसभा चुनाव की प्रक्रिया व नियमों में कुछ बदलाव भी किए हैं।

 इनमें सबसे महत्वपूर्ण बदलाव मतदान के समय का तथा होम वोटिंग का है। इससे पहले के चुनावों में मतदान का समय जहां सुबह 8 बजे से शाम 5 बजे तक रहता आया है, वहीं इस बार आयोग ने मतदान के समय में दो घण्टे की बढ़ोतरी की है। इस बार मतदान निर्धारित दिवस को सुबह 6 बजे से शाम 7 बजे तक होगा। आयोग ने यह निर्णय मतदान प्रतिशत बढ़ाने के उद्देश्य से लिया है।

होम वोटिंग का एक चरण पूरा भी हो चुका है जबकि दूसरा चरण 21 नवंबर को शुरू होगा। 25 नवंबर को मतदान प्रक्रिया के दौरान वास्तविक मतदान से 90 मिनट पहले मॉक पोल करवाया जाएगा। इस बार वास्तविक मतदान का समय सुबह 7 बजे शुरू होने के कारण मॉक पोल सुबह साढ़े पांच बजे शुरू हो जाएगा। मॉक पोल की प्रक्रिया में मतदान दल विभिन्न प्रत्याशियों के पोलिंग ऐजेंट्स के सामने मॉक पोल की प्रक्रिया संपन्न कराएंगे। इस प्रक्रिया में पोलिंग ऐजेंट्स के सामने ईवीएम में सभी प्रत्याशियों को समान संख्या में वोट दिए जाएंगे। इन वोटों की संख्या न्यूनतम 50 होगी, लेकिन अधिकतम संख्या की कोई सीमा नहीं है।

-साथी की अंगुली पर भी लगेगी स्याही
यदि कोई मतदाता दृष्टिहीन अथवा शिथिलांगों के कारण अकेले मतदान करने में सक्षम नहीं है तो ऐसे मतदाता को किसी सहयोगी की सहायता से मतदान करने की अनुमति दी जा सकेगी। ऐसी स्थिति में मतदाता के बांये हाथ की तर्जनी तथा सहयोगी के दांये हाथ की तर्जनी पर अमिट स्याही लगाई जाएगी। यहां यह उल्लेखनीय है कि एक व्यक्ति अधिकतम एक ही मतदाता का सहयोगी बन सकेगा।

खराब होने पर बदली जा सकेगी वीवीपेट
इस बार के चुनावों में एक ओर बदलाव देखने को मिलेगा कि यदि वास्तविक मतदान के समय वीवीपेट मशीन खराब होती है तो इस स्थिति में केवल वीवीपेट मशीन को ही बदला जाएगा, न कि पूरे सेट को। पहले के चुनावों में वीवीपेट खराब होने पर मशीनों के पूरे सेट को बदलना पड़ता था, लेकिन इस बार ऐसा नहीं होगा। इससे उलट अगर मतदान के समय ईवीएम खराब होती है तो उस स्थिति में पूरा सेट बदला जाएगा। पूरा सेट बदले जाने की स्थिति में मॉक पोल दुबारा होगा, लेकिन इस मॉक पोल में प्रत्येक प्रत्याशी के पक्ष में एक-एक वोट डालकर मशीनों की जांच की जाएगी। केवल वीवीपेट बदले जाने की स्थिति में मॉक पोल दुबारा नहीं करवाया जाएगा।

Preparations for the assembly elections in Bikaner state are in the final stages. On one hand, the candidates are working hard for their victory, while on the other hand, the election organization is busy in making preparations for peaceful and fair voting as well as increasing the voting percentage. The final phase of training of district-wise polling parties is going on. Meanwhile, this time the Election Commission has also made some changes in the process and rules of the assembly elections.

The most important change among these is the timing of voting and home voting. While in earlier elections the voting time had been from 8 am to 5 pm, this time the Commission has increased the voting time by two hours. This time voting will be held from 6 am to 7 pm on the scheduled day. The Commission has taken this decision with the aim of increasing the voting percentage.

One phase of home voting has already been completed while the second phase will start on November 21. During the voting process on November 25, a mock poll will be conducted 90 minutes before the actual voting. This time, as the actual polling time starts at 7 am, the mock poll will start at 5.30 am. In the process of mock poll, the polling parties will conduct the process of mock poll in front of the polling agents of various candidates. In this process, equal number of votes will be given to all the candidates in EVM in front of the polling agents. The number of these votes will be minimum 50, but there is no limit on the maximum number.

-Ink will also be applied on partner's finger
If a voter is not able to vote alone due to blindness or disability, then such voter may be allowed to vote with the help of an assistant. In such a situation, indelible ink will be applied on the index finger of the voter's left hand and the index finger of the voter's right hand. It is noteworthy here that a person can become an ally of maximum one voter.

VVPAT can be replaced if it gets damaged
Another change that will be seen in the elections this time is that if the VVPAT machine breaks down at the time of actual voting, then in this situation only the VVPAT machine will be replaced and not the entire set. In earlier elections, if the VVPAT broke down, the entire set of machines had to be replaced, but this time it will not happen. On the contrary, if the EVM breaks down during voting, then the entire set will be replaced. In case the entire set is changed, the mock poll will be held again, but in this mock poll, the machines will be checked by casting one vote in favor of each candidate. Mock poll will not be conducted again only in case of change of VVPAT.
