दवाओं की अवैध बिक्री पर CM भजनलाल शर्मा सख्त, अतिरिक्त मुख्य सचिव ने ली अधिकारीयों की बैठक

मुख्यमंत्री भजन लाल शर्मा ने प्रदेश की युवा पीढ़ी को नशे की लत से बचाने और नशामुक्त राजस्थान के संकल्प को साकार करने के लिए चिकित्सा एवं स्वास्थ्य विभाग को आवश्यक कदम उठाने के निर्देश दिए थे। इसकी अनुपालना में अतिरिक्त मुख्य सचिव चिकित्सा एवं स्वास्थ्य शुभ्रा सिंह ने मंगलवार को संबंधित विभागों की बैठक में नशीले पदार्थों एवं साइकोट्रोपिक ड्रग्स के अवैध व्यापार एवं इससे जुड़ी गतिविधियों पर सख्ती से रोकथाम लगाने के निर्देश दिए।

दवाओं की अवैध बिक्री के विरूद्ध सख्त कार्रवाई
बैठक में निर्देश दिए गए कि पुलिस एवं औषधि नियंत्रण विभाग के अधिकारी एनडीपीएस दवाओं की अवैध बिक्री के विरूद्ध सख्त कार्रवाई सुनिश्चित करें। लाइसेंसधारी थोक एवं खुदरा दवा विक्रेताओं द्वारा एनडीपीएस दवाओं की बिक्री की प्रभावी मॉनिटरिंग की जाए।

यदि बिना लाइसेंस के कोई विक्रेता ऐसी दवाएं बेचता पाया जाए तो उनके विरूद्ध एनडीपीएस एक्ट एवं औषधि नियंत्रण एक्ट की धाराओं के तहत कार्रवाई की जाए। साथ ही अन्य ऐसी दवाइयां जो नशे के रूप में इस्तेमाल की जा रही हैं लेकिन शेड्यूल एच में नहीं हैं, उनको शेड्यूल एच में सम्मिलित करने के लिए भारत सरकार को पत्र लिखा जाए।

रजिस्ट्रेशन होगा निरस्त
कुछ मनोचिकित्सक मनोरोगियों को आवश्यकता से अधिक मात्रा में दवा लिखते हैं। इससे मनोरोगियों के स्वास्थ्य पर प्रतिकूल प्रभाव पड़ने के साथ ही एनडीपीएस दवाओं के अवैध व्यापार को बढ़ावा मिलता है। इस प्रवृति पर अंकुश लगाने के लिए भी जरूरी कदम उठाए जाएं।

यदि किसी मनोचिकित्सक के खिलाफ ऐसी शिकायत जांच में सही पाई जाए तो राष्ट्रीय चिकित्सा आयोग को उसका रजिस्ट्रेशन निरस्त करने के लिए सूचित किया जाए। साथ ही कोई लाइसेंसधारी दवा विक्रेता नशीली दवाओं के अवैध व्यापार में लिप्त पाया जाता है तो उस दुकान का एवं दुकान पर कार्यरत फार्मासिस्ट का लाइसेंस एवं रजिस्ट्रेशन निरस्त करने के लिए फार्मेसी काउन्सिल को लिखा जाए।

NDPC दवाइयों के स्टॉक को किया जाएगा सीमित
बैठक में यह भी निर्देश दिए गए कि राज्य से बाहर स्थापित एनडीपीएस दवा निर्माता कम्पनियों द्वारा प्रदेश के दवा वितरकों को की जाने वाली आपूर्ति की संबंधित राज्यों के औषधि नियंत्रकों से जानकारी ली जाए। यदि आपूर्ति, विक्रय एवं स्टॉक की मात्रा में अन्तर पाया जाए तो कम्पनी सहित संबंधित सभी पक्षों पर कार्रवाई सुनिश्चित की जाए। उत्तर प्रदेश, उत्तराखंड राज्यों की तर्ज पर एनडीपीएस दवाइयों के स्टॉक को सीमित किया जाए।

नशा मुक्ति केन्द्र का नियमित निरीक्षण
सामाजिक न्याय एवं अधिकारिता विभाग गैर पंजीकृत नशा मुक्ति केन्द्रों के खिलाफ नियमानुसार कार्यवाही करे और रजिस्टर्ड नशा मुक्ति केन्द्र का नियमित निरीक्षण करे। राज्य स्तरीय एवं जिला स्तरीय नार्को कोर्डिनेशन सेन्टर की समिति की बैठक नियमित रूप से आयोजित की जाए।

बैठक में सामाजिक न्याय एवं अधिकारिता विभाग के शासन सचिव डॉ. समित शर्मा, आयुक्त, खाद्य सुरक्षा एवं औषधि नियंत्रण श्री शिव प्रसाद नकाते, एसओजी के उप महानिरीक्षक श्री मनीष अग्रवाल, निदेशक जनस्वास्थ्य डॉ. रवि प्रकाश माथुर, औषधि नियंत्रक प्रथम एवं द्वितीय, स्टेट मेंटल हैल्थ अथोरिटी के अधिकारी उपस्थित थे।

CM Bhajanlal Sharma strict on illegal sale of medicines, Additional Chief Secretary took meeting of officers

Chief Minister Bhajan Lal Sharma had directed the Medical and Health Department to take necessary steps to save the young generation of the state from drug addiction and to realize the resolve of drug-free Rajasthan. In compliance with this, Additional Chief Secretary Medical and Health Shubhra Singh, in the meeting of the concerned departments on Tuesday, gave instructions to strictly stop the illegal trade of narcotics and psychotropic drugs and related activities.

Strict action against illegal sale of medicines
Instructions were given in the meeting that police and drug control department officials should ensure strict action against illegal sale of NDPS medicines. Effective monitoring of the sale of NDPS medicines should be done by licensed wholesale and retail drug dealers.

If any seller is found selling such medicines without a license, then action should be taken against him under the sections of NDPS Act and Drug Control Act. Also, a letter should be written to the Government of India to include other medicines which are being used as intoxicants but are not in Schedule H.

Registration will be canceled
Some psychiatrists prescribe higher amounts of medication to psychotic patients than necessary. This has adverse effects on the health of psychiatric patients and also promotes illegal trade of NDPS drugs. Necessary steps should also be taken to curb this trend.

If such a complaint against a psychiatrist is found to be true in the investigation, then the National Medical Commission should be informed to cancel his registration. Also, if any licensed medicine seller is found involved in illegal drug trade, then a letter should be written to the Pharmacy Council to cancel the license and registration of that shop and the pharmacist working at the shop.

NDPC medicines stock will be limited
Instructions were also given in the meeting that information about the supplies made by NDPS drug manufacturing companies established outside the state to the drug distributors of the state should be obtained from the drug controllers of the respective states. If any difference is found in the quantity of supply, sale and stock, then action should be taken against all the concerned parties including the company. The stock of NDPS medicines should be limited on the lines of Uttar Pradesh and Uttarakhand states.

Regular inspection of de-addiction center
The Social Justice and Empowerment Department should take action against unregistered de-addiction centers as per rules and regularly inspect the registered de-addiction centres. Committee meetings of state level and district level Narco Coordination Center should be organized regularly.

In the meeting, Government Secretary of Social Justice and Empowerment Department, Dr. Samit Sharma, Commissioner, Food Safety and Drug Control, Mr. Shiv Prasad Nakate, Deputy Inspector General of SOG, Mr. Manish Aggarwal, Director Public Health Dr. Ravi Prakash Mathur, Drug Controller First and Second, State Mental Health Authority officials were present.
