जयपुर। राजस्थान चुनाव संपन्न होने के बाद अब बीजेपी नए सीएम (Rajasthan CM) को चुनने की कवायद में लगी है. बीजेपी (bjp) के लिए यह फैसला आसान नहीं है. खास बात यह है कि चुनौती सिर्फ सीएम चुने जाने की नहीं है. बल्कि प्रदेश चलाने की भी होगी. जिसका इशारा कहीं ना कहीं आरबीआई की रिपोर्ट में दिख रहा है. रिजर्व बैंक ऑफ इंडिया की तिमाही रिपोर्ट में इस चुनौती को लेकर चेतावनी भी दी गई है.हम बात कर रहे हैं कर्ज में डूबते राजस्थान की. इस कर्जे को कम करने के लिए आरबीआई ने खुद चेताया है. आरबीआई के आंकड़ों के अनुसार 2019 में प्रति व्यक्ति कर्ज 38 हजार 782 रुपए था. पिछले वित्तीय वर्ष तक बढ़कर 70 हजार 848 रुपए हो गया.

प्रदेश के सामने क्या है चुनौती क्या:
नई सरकार के सामने यह सबसे बड़ी चुनौती होगी कि इस कर्ज के बोझ से प्रदेश को कैसे बाहर निकाले? चौंकाने वाली बात यह है कि प्रदेश का खर्च तो बढ़ा है, लेकिन उस अनुपात में राजस्व यानी आय नहीं बढ़ी है. जबकि राजस्व का कुल 115 फीसदी वेतन और पेंशन में से जा रहा है. रिपोर्ट की मानें तो इस तरह से प्रदेश का घाटा लगातार बढ़ता रहेगा. जिसे चुकाने के लिए लोन लेना होगा यानी सीधे तौर पर मोटा ब्याज देना होगा.

ढाई साल तो कर्जा कम करने में ही जुटी रहेगी नई सरकार:
हालात ऐसे है कि नई सरकार का आधा कार्यकाल इस कर्जे को कम करने के उपाय में ही निकल जाएगा. जिसके लिए अतिरिक्त संसाधन जुटाने की कोशिश होगी. जिसके लिए टैक्स बढ़ाने के अलावा कोई और उपाय ढूंढना चुनौतीपूर्ण होगा.

आंकड़ों में समझिए पूरा मामला:
दरअसल, राज्य का राजस्व 1.14 लाख करोड़ रुपए हैं. जबकि पेंशन, वेतन और ब्याज का खर्च अकेले 1.30 लाख करोड़ रुपए हैं. यानी राजस्व से ज्यादा राशि सरकार को खर्च करनी पड़ती है. साथ ही केंद्र सरकार जो अनुदान राजस्थान को देती है, उसमें भी 7 हजार करोड़ रुपए का इजाफा हुआ है.

2026-27 तक नहीं सुधर सकते हालात:
इन सबके बीच आरबीआई ने अपनी रिपोर्ट में चिंता व्यक्त की है. आरबीआई की 2022-23 रिपोर्ट के अनुसार प्रदेश पर कर्ज 5.59 लाख करोड़ रुपए तक पहुंच गया है. साल 2019 में यह महज 3.39 लाख करोड़ रुपए था. रिपोर्ट के मुताबिक 2026-27 तक इसे कम नहीं किया जा सकता।

What is the challenge before the state:
The biggest challenge before the new government will be how to get the state out of this debt burden? The surprising thing is that the expenditure of the state has increased, but the revenue i.e. income has not increased in that proportion. Whereas a total of 115 percent of the revenue is going towards salaries and pensions. If reports are to be believed, the state's deficit will continue to increase in this manner. To repay this, you will have to take a loan i.e. you will have to pay huge interest directly.

The new government will remain busy in reducing debt for two and a half years:
The situation is such that half the tenure of the new government will be spent in measures to reduce this debt. For which efforts will be made to garner additional resources. For which it will be challenging to find any other solution other than increasing taxes.

Understand the whole matter in figures:
Actually, the revenue of the state is Rs 1.14 lakh crore. Whereas the expenditure on pension, salary and interest alone is Rs 1.30 lakh crore. That means the government has to spend more money than the revenue. Besides, the grant given by the Central Government to Rajasthan has also increased by Rs 7 thousand crores.

Situation may not improve till 2026-27:
Amidst all this, RBI has expressed concern in its report. According to the 2022-23 report of RBI, the debt on the state has reached Rs 5.59 lakh crore. In the year 2019 it was only Rs 3.39 lakh crore. According to the report, it cannot be reduced till 2026-27.
