जयपुर। राजस्थान की उपमुख्यमंत्री दीया कुमारी विधानसभा में अंतरिम बजट पेश कर रहीं हैं। दीया ने बजट भाषण में गहलोत सरकार पर आरोप लगाए तो विपक्ष ने हंगामा किया। अंतरिम बजट में जयपुर में नए रूट को मंजूरी दी गई है। वहीं, राजस्थान के 5 लाख घरों में सोलर प्लांट भी लगाए जाने की घोषणा की गई है। वित्त मंत्री ने कहा कि प्रदेश में सड़कों के विकास के लिए 1500 करोड़ रुपए का प्रावधान भी किया जा रहा है। वित्त मंत्री ने कहा कि पिछली सरकार की गलत नीतियों के फलस्वरूप में विरासत में बड़ा कर्ज मिला है। कर्ज दोगुना होकर 5 लाख करोड़ से ज्यादा हो गया है। देश में पंजाब के बाद सबसे ज्यादा कर्ज हम पर है। पिछली सरकार ने 2 लाख 24 हजार करोड़ रुपए में से मात्र 93 हजार करोड़ का खर्च पूंजीगत व्यय के रूप में किया गया। यानी 60 प्रतिशत कर्ज का उपयोग गैर पूंजीगत व्यय के रूप में किया गया। बजट में बीकानेर में अटल इनोवेशन सेंटर खोलने की घोषणा की गई है।

-बिजली, पानी, सड़क, शिक्षा और स्वास्थ्य पर फोकस रहेगा। इन पर हमारी सरकार का फोकस रहेगा।
-सभी गरीब परिवार को 450 रुपए में गैस सिलेंडर दे रहे हैं। इससे करीब 73 लाख परिवारों को राहत प्रदान की है। गरीबों काे अन्नपूर्णा रसोई के माध्यम से 600 ग्राम भोजन देने का फैसला किया है। इसके लिए राजकीय सहायता प्रति थाली 17 रुपए से बढ़ाकर 22 रुपए की गई है। इससे 300 करोड़ रुपए ज्यादा खर्च होंगे।

-मेडिकल और बुनियादी सुविधाओं के लिए 1000 करोड़ कर प्रावधान। सड़कों के लिए 1500 करोड़ की घोषणा।
-पिछली सरकार ने लाडपुरा, नसीरावाद, डग, गोगुंदा, मालपुरा जैसे कई इलाकों के लिए राजनीति से प्रेरित होकर कोई योजना लागू नहीं की। ऐसे इलाकों के लिए अस्पताल, कॉलेज, स्कूल खोलने और क्रमोन्नत करने के लिए एक हजार करोड़ का प्रावधान किया गया है।

-2000 करोड़ का कृषि क्षेत्र के लिए राजस्थान एग्रीकल्चर कोष बनेगा। 20 हजार फार्म पोंउ, 5000 किसनों के हलिए वर्मी कंपोसट, फूडपार्क और हॉर्टिकलल्चर हब बनेंगे। 500 कस्टमर हायरिंग सेंटर बनेंगे।
-किसानों को मुफ्त बीज किट दिए जांएगे।
-किसान क्रेडिट कार्ड की तर्ज पर गोपाल क्रेडिट कार्ड। पहले फेज में 5 लाख गोपालक परिवारों को कर्ज दिया जाएगा। हर गोपालक को 1 लाख का कर्ज दिया जाएगा।
-जयपुर मेट्रो का विस्तार किया जाएगा। नए रूट के लिए डीपीआर को मंजूरी। सीतापुरा-विद्याधर नगर के बीच रूट है फाइनल।

-जोधपुर, कोटा और जयपुर में 500 इलेक्ट्रिक बसें चलाई जाएंगी।
-अंतरिम बजट में 70 हजार पदों पर भर्तियों की घोषणा
-ओलिंपिक में भाग लेने के लिए प्रदेश के लिए मिशन ओलंपिक 2028 की घोषणा की गई है। इसमें 50 युवाओं का ओलिंपिक में चयन के लिए ट्रेंड किया जाएगा। इसके लिए जयपुर में सेंटर ऑफ एक्सीलेंस बनेगा। बालिकाओं के लिए 25-25 करोड़ की लागत से स्पोर्टस सेंटर खुलेंगे।
-हर जिले में रोजगार मेले और स्किल डेवलपमेंट प्रोग्राम लगाए जाएंगे।
-लाडो प्रोत्साहन योजना शुरू होगी। लखपति दीदी योजना के तहत 5 लाख परिवारों की महिलाओं की आय को एक लाख से ज्यादा बढ़ाया जाएगा।

-राजस्थान इकोनॉमिक रिवाइवल टास्क फोर्स बनेगी बकाया वैट के मामलों के लिए 31 जुलाई तक के लिए एमनेस्टी योजना चलाएंगे
-वाहन कर से जुड़ी एमनेस्टी योजना चलाई जाएगी, माइनिंग एमनेस्टी योजना में ओवरलोडिंग में कंपांउड राशि में 96 फीसदी तक छूट दी जाएगी
-निवेशकों के लिए टोल फ्री हेल्पलाइन और सभी जिलों में 24 घंटे काम करनेवाले आदर्श स्टेशन शुरू किए जाएंगे।
गोवर्धन परिक्रमा, पूंछड़ी का लोटा को शामिल करते हुए 20 प्रसिद्ध मंदिरों का विकास करने के लिए 315 करोड़ का बजट दिया गया है।

-महाराणा प्रताप टूरिस्ट सर्किट विकसित करने के लिए 100 करोड़ का प्रावधान किया गया है। प्रदेश में आर्म्ड फोर्सेज म्यूजियम के लिए डीपीआर बनेगी।
– जोधपुर के खेजड़ली में अमृता देवी विश्नोई देसी प्लांट केंद्र बनेगा।
बजट में पुलिस को आधुनिक बनाने के लिए पुलिस मॉडर्नाइजेशन एंड इंफ्रास्ट्रक्चर फंड बनाने की घोषणा की गई है। इसके लिए 200 करोड़ का प्रावधान किया गया है। थानों में साइबर हेल्प डेस्क तैयार होगी।

-आपातकाल में मीसा और डीआरआई बंदियों की लोकतंत्र सेनानी पेंशन फिर से बहाल करने की घोषणा की गई है।
-मीसाबंदियों को 20 हजार रुपए पेंशन और 4000 रुपए मेडिकल सुविधा दी जाएगी। लोकतंत्र सेनानी पेंशन अधिनियम बनेगा, इसके लिए बिल लाया जाएगा।
-कर्मचारियों को प्रमोशन के अतिरिक्त अवसर दिए जाएंगे। डीपीसी में दो साल की छूट दी जाएगी। कर्मचारियों को जीपीएफ की डिटेल ऑनलाइन दी जाएगी।
-वहीं, उनके रिटायरमेंट के दिन ही पेंशन से जुड़ी मंजूरियां दी जाएगी। पेंशनर्स को घर बैठे लाइफ सर्टिफिकेट ऑनलाइन जारी होंगे।
-अगले साल से आशा सहयोगी, आंगनबाड़ी कार्यकर्ता, आशा सहायिका और पंचायतीराज कर्मचारियों के मानदेय में 10 फीसदी बढ़ोतरी की जाएगी।
-महिला हेल्प डेस्क बनाई जाएगी। नारी निकेतन में CCTV लगाए जाएंगे।
-सामाजिक सुरक्षा पेंशन 1000 से बढ़ाकर 1150 की गई है। इसके लिए 1800 करोड़ का वित्तीय प्रावधान किया गया है।
-स्ट्रीट वेंडर्स और मजदूरो के लिए मुख्यमंत्री विश्वकर्मा पेंशन योजना शुरू की जाएगी। इसमें 100 रुपए तक मासिक प्रीमियम देना होगा। इसके बाद 60 साल पर 2000 रुपए पेंशन मिलेगी।
-60 से 80 साल तक के वरिष्ठ नागरिकों को अब रोडवेज में आधा किराया ही लगेगा। छूट 30 से बढ़ाकर 50 फीसदी की गई है।
-चिरंजीवी योजना का नाम अब मुख्यमंत्री आयुष्मान आरोग्य योजना किया गया है। इस योजना में कैंसर का डे केयर इलाज भी शामिल होगा।
-अगले साल से हाईवे पर एक्सीडेंट में जान बचाने के लिए 25 एडवांस लाइफ सपोर्ट एंबुलेंस उपलब्ध करवाई जाएंगी।
-लाडो प्रोत्साहन योजना शुरू होगी। लखपति दीदी योजना के तहत 5 लाख परिवारों की महिलाओं की आय को एक लाख से ज्यादा बढ़ाया जाएगा।
-लाडो प्रोत्साहन योजना के तहत गरीब परिवार में बेटी पैदा होने पर 1 लाख रुपए सेविंग बॉन्ड मिलेगा।
-पीएम मातृ वंदन योजना के तहत महिलाओं को पहले प्रसव पर 5000 से बढ़ाकर 6000 रुपए किया जाएगा। इस पर 90 करोड़ खर्च होंगे। हर ब्लॉक स्तर पर एक आंगनबाड़ी को आदर्श बनाया जाएगा। इस पर 20 करोड़ खर्च होंगे।

-Amnesty scheme related to vehicle tax will be run, under Mining Amnesty Scheme, up to 96 percent rebate in compound amount will be given in overloading.
-Toll free helpline for investors and 24-hour model stations will be started in all the districts.
A budget of Rs 315 crore has been given for the development of 20 famous temples including Govardhan Parikrama, Poonchadi Ka Lota.

-A provision of Rs 100 crore has been made to develop Maharana Pratap Tourist Circuit. DPR will be made for the Armed Forces Museum in the state.
– Amrita Devi Vishnoi Desi Plant Center will be built in Khejarli, Jodhpur.
In the budget, it has been announced to create Police Modernization and Infrastructure Fund to modernize the police. A provision of Rs 200 crore has been made for this. Cyber help desk will be ready in police stations.
