बीकानेर नगर निगम के महंगाई राहत कैंपों में भुगतान के मुद्दे पर संघर्ष

बीकानेर:बीकानेर नगर निगम ने पूर्ववर्ती सरकार के दौरान लगाए गए महंगाई राहत कैंपों में दो करोड़ रुपए से ज्यादा का खर्च किया है, जो अब सामने आ रहा है। इस खर्चे में सिर्फ 14 स्थायी और कुछ अस्थायी कैंपों पर ही खर्च हुआ है, जबकि इस कैंप के लिए सिर्फ 65 लाख रुपए ही सुरक्षित रखे गए थे। इस खर्चे के बारे में विवाद उत्पन्न हो रहा है, क्योंकि नगर निगम अब इसे भुगतान करने के लिए आंगीज हो रहा है, जो निगम की आर्थिक स्थिति को अधिक बिगड़ सकता है।

कैंप खर्चे की विवादित राशि:
नगर निगम के द्वारा बीकानेर में लगाए गए महंगाई राहत कैंपों में हुए खर्चे की राशि दो करोड़ रुपए से अधिक होने के बावजूद, इस खर्चे के लिए सिर्फ 65 लाख रुपए सुरक्षित रखे गए थे। इससे उत्पन्न हुए विवाद ने नगर निगम को अधिकाधिक चुनौती प्रदान की है।

रजिस्ट्रेशन की संख्या:
इस महंगाई राहत कैंप के लिए 2 करोड़ रुपए से ज्यादा का खर्च हुआ है, और इसके लिए जिले के 25 लाख 53 हजार 54 लोगों ने रजिस्ट्रेशन कराया है।

नगर निगम की स्थिति:
नगर निगम के पास अब तक पहुंचे बिल करीब दो करोड़ के ऊपर हैं और इसके बावजूद निगम को बीकानेर में विभिन्न स्थानों पर चलाए जा रहे कैंपों के लिए भुगतान करने में कठिनाई हो रही है। नगर निगम में कर्मचारियों को वार्डों में काम कराने के लिए पैसा नहीं है और यह विभिन्न स्थानों पर सफाई, सड़कों की दुर्दशा, और सीवरेज समस्याओं के साथ समग्र असुरक्षित स्थिति का सामना कर रहा है।

संघर्ष का समाधान:
नगर निगम ने इस विवाद का समाधान करने के लिए तय किए गए बजट की रकम के भुगतान के लिए आंगीजी की है, लेकिन इसमें दोनों पक्षों के बीच उत्तरदाता निर्धारित करने की प्रक्रिया में थोड़ी देर लग सकती है।

विभिन्न योजनाओं की अनिवार्य रजिस्ट्रेशन:
पूर्ववर्ती सरकार ने विधानसभा चुनाव से पहले बीकानेर में विभिन्न योजनाओं की अनिवार्य रजिस्ट्रेशन की थी, जिसमें 100 यूनिट तक निशुल्क बिजली, 500 रुपए में गैस सिलेंडर, चिरंजीवी योजना, कामधेनु बीमा, और अन्य योजनाएं शामिल थीं। इस प्रकार, सरकार ने लोगों को विभिन्न सुविधाओं के लिए पंजीकृत करने के लिए बढ़ी मुश्किलें पैदा कीं, जो अब इस विवाद के समाधान का हिस्सा बन रही हैं।

Conflict over payment issue in dearness relief camps of Bikaner Municipal Corporation

Bikaner: Bikaner Municipal Corporation has spent more than Rs 2 crore in the dearness relief camps set up during the previous government, which is now coming to light. This expenditure has been incurred only on 14 permanent and some temporary camps, whereas only Rs 65 lakh was reserved for this camp. Controversy is arising regarding this expenditure, because the Municipal Corporation is now reluctant to pay it, which may worsen the financial condition of the Corporation.

Disputed amount of camp expenses:
Despite the amount of expenditure incurred on the dearness relief camps set up by the Municipal Corporation in Bikaner being more than Rs 2 crore, only Rs 65 lakh was reserved for this expenditure. The controversy arising from this has provided more and more challenges to the Municipal Corporation.

Registration Number:
More than Rs 2 crore has been spent on this inflation relief camp, and 25 lakh 53 thousand 54 people of the district have registered for it.

Municipal Corporation Status:
The bills that have reached the Municipal Corporation till now are around Rs. 2 crores and yet the Corporation is facing difficulty in paying for the camps being run at various places in Bikaner. The Municipal Corporation does not have the money to staff the wards and is facing an overall unsafe situation with poor sanitation, poor roads, and sewerage problems at various places.

Conflict resolution:
The Municipal Corporation has agreed to pay the budget amount set aside to resolve this dispute, but the process of determining the respondent between the two parties may take some time.

Mandatory registration of various schemes:
The previous government had made mandatory registration of various schemes in Bikaner before the assembly elections, which included free electricity up to 100 units, gas cylinder for Rs 500, Chiranjeevi Yojana, Kamdhenu Bima, and other schemes. Thus, the government created increased difficulties for people to register for various facilities, which is now becoming part of the solution to this dispute.
