राजस्थान सरकार की नई पहल: गुजरात मॉडल की प्रेरणा से लिए कदम, बनाएगी विश्व का सबसे बड़ा विनिर्माण केंद्र

राजस्थान सरकार विभिन्न चुनौतियों का सामना कर रही है, जिसमें एक मुख्य चुनौती है खराब हालत को सुधारना, जिसके कारण खजाना खाली है और सरकार कर्ज से जूझ रही है। इसी के तहत, सरकार ने गुजरात मॉडल पर काम करते हुए दुनिया का सबसे बड़ा विनिर्माण केंद्र (ग्लोबल मैन्यूफैक्चरिंग हब) बनाने की दिशा में कदम बढ़ाने का निर्णय लिया है।

इसके लिए, सरकार ने गुजरात के सीएम से संपर्क किया है और गुजरात मॉडल का अध्ययन किया है। उद्योग मंत्री राज्यवर्धन सिंह राठौड़ ने 'वाइब्रेंट गुजरात' में शामिल होकर उससे सीखें हैं और अब राजस्थान में भी इस दिशा में कदम उठाने का निर्णय लिया है।

राजस्थान सरकार की योजना है कि वह एक सिंगल विंडो से एक कदम आगे बढ़ने के लिए 'वन स्टॉप - शॉप' की तरह कार्य करेगी, जिससे निवेशकों को राजस्व, वित्त सहित सभी क्लीयरेंस ऑनलाइन मिल सकेंगी। इसके साथ ही, बड़े निवेश प्रस्तावों को निश्चित समय में मंजूरी मिलने की सुनिश्चितता होगी। निवेश के कौनसे मामले पाइप लाइन में हैं, उन्हें धरातल पर उतारा जाएगा और फाइलों में अटके प्रस्तावों को आगे बढ़ाया जाएगा।

राजस्थान सरकार ने विभिन्न उद्योगों के लिए योजना बनाई है, जैसे कि पानी को रिसाइकिल कर उत्पादन करने वाले उद्योगों को बढ़ावा देने के लिए, जो राजस्थान के कई इलाकों में पानी की दिक्कत का सामना कर रहे हैं। सरकार ने निवेशकों की समस्याओं को समझा है और उनके अनुभवों और सुझावों के आधार पर आगे बढ़ने का निर्णय लिया है। नियमों और प्रक्रियाओं को सरलीकृत किया जाएगा और नीतियों में भी आवश्यक संशोधन किए जाएंगे।

सरकार ने योजना बनाई है कि वह एकीकृत क्लस्टर विकास के माध्यम से एमएसएमई क्षेत्र और निर्यात को बढ़ावा देगी और विभागों के बीच समन्वय को बढ़ावा देगी। उद्योगीय माहौल को आसान बनाने के लिए समन्वय बढ़ाया जाएगा और अंतरविभागीय मुद्दों का त्वरित निस्तारण होगा।

गुजरात मॉडल का अध्ययन करने का कारण है कि गुजरात दो दशक से 'वाइब्रेंट गुजरात' आयोजित कर रहा है और इस बार 9 महीने तक तैयारी कर रहा है, जिसमें सिर्फ जमीन पर उतरने वाले एमओयू हुए हैं। यह उदाहरण राजस्थान सरकार को उद्यमियों और निवेशकों के साथ और अधिक सामंजस्यपूर्ण और उद्यमी बनाने में मदद कर सकता है।

The Rajasthan government is facing various challenges, one of the main challenges being to improve the poor condition due to which the treasury is empty and the government is struggling with debt. Under this, the government has decided to take steps towards creating the world's largest manufacturing hub (Global Manufacturing Hub) by working on the Gujarat model.

For this, the government has contacted the CM of Gujarat and studied the Gujarat model. Industries Minister Rajyavardhan Singh Rathore has taken part in 'Vibrant Gujarat' and learned from it and has now decided to take steps in this direction in Rajasthan also.

The Rajasthan government plans to go one step further from a single window to act as a 'one stop-shop', allowing investors to get all clearances including revenue, finance online. Along with this, big investment proposals will be ensured to get approval in stipulated time. The investment cases which are in the pipeline will be brought to the ground and the proposals stuck in the files will be taken forward.

Rajasthan government has made plans for various industries, such as to promote water recycling industries, which are facing water shortage in many areas of Rajasthan. The government has understood the problems of the investors and has decided to move forward based on their experiences and suggestions. Rules and procedures will be simplified and necessary amendments will also be made in the policies.

The government plans to promote the MSME sector and exports through integrated cluster development and promote coordination between departments. To ease the industrial environment, coordination will be increased and inter-departmental issues will be resolved quickly.

The reason for studying the Gujarat model is that Gujarat has been organizing 'Vibrant Gujarat' for two decades and this time it has been preparing for 9 months, in which only ground-breaking MoUs have been signed. This example can help Rajasthan government to be more harmonious and enterprising with entrepreneurs and investors.
