ना मिल रहा है कार्ड और ना ही लाइसेंस,शिकायत के बाद भी हाल बेहाल

बीकानेर, जिल परिवहन कार्यालय के हाल बेहाल है। इसको लेकर लगातार सामाजिक कार्यकर्ता हनुमान शर्मा प्रयासरत है लेकिन जिला परिवहन के हाल जस के तस बने हुए है। इस सम्बंध में हनुमान शर्मा ने प्रमुख शासन सचिव लगातार पत्राचार कर रहे है लेकिन समस्याओं का अंबार कम नहीं हो रहा है।

हनुमान शर्मा ने बताया कि जिला परिवहन कार्यालय बीकानेर में वाहन स्वामियों एवम लाइसेंस धारकों के लिए केएमएस कार्ड सिर दर्द बना हुआ हैं। पिछले एक महीने से लगभग हजारों स्मार्ड कार्ड रूपी आरसी और सैंकड़ो ड्राइविंग लाइसेंस केएमएस(की मैनेजमेंट सर्विस एस से जुड़ाव) कार्ड खत्म होने से अटके पड़े हैं। स्मार्ट कार्ड केएमएस नही होने से वाहन और ड्राइविंग लाइसेंस का डाटा विवरण ऑन लाइन नही दिखाता और सड़क एवं मुख्य मार्गो पर यातायात पुलिस व आरटीओ अधिकारी द्वारा वाहन के कागजात और ड्राइविंग लाइसेंस ऑन लाइन नही होने पर चालान पर चालान काटे जा रहे है और वाहन चालकों तथा ड्राइविंग लाइसेंस धारकों को आर्थिक,शारीरिक एवं मानसिक नुकसान उठाना पड़ रहा हैं।

 केएमएस कार्ड की खामी के चलते आरसी रिब्युअल,नया रजिस्ट्रेशन,डुप्लीकेट आरसी,लोन कैंसिल,स्वामित्व हस्तांतरण जैसे महत्वपूर्ण काम रुके हुए हैं।आरटीआई एसोसिएशन के जिला अध्यक्ष एडवोकेट हनुमान शर्मा ने प्रमुख शासन सचिव को पत्र लिखकर बताया कि विभाग के पास केवल एक मात्र केएमएस कार्ड हैं जो बार बार मियाद खत्म होने से सभी वाहन संबंधी और ड्राइविंग लाइसेंस के काम रुक जाते है,जबकि वाहन श्रेणी अनुसार अनेक शाखाएं हैं जिनका एक कार्ड होने से समय पर डाटा सेव हो उससे पहले केएमएस कार्ड खराब हो जाता है।शर्मा ने शाखा अनुसार केएमएस कार्ड उपलब्ध करवाने और वाहन स्वामियों को समय पर डाटा सेव कर जल्द से जल्द स्मार्ट कार्ड दिलवाने के आदेश जारी करने का आग्रह किया।

For the last one month, thousands of RCs in the form of smart cards and hundreds of driving licenses are stuck due to exhaustion of KMS (Linkage to Key Management Service S) cards. Due to non-availability of smart card KMS, the data details of vehicle and driving license are not shown online and traffic police and RTO officers on road and main roads are issuing challans on challans for not having vehicle documents and driving license online, and drivers And the driving license holders are facing economic, physical and mental losses.

Important works like RC revalidation, new registration, duplicate RC, loan cancellation, transfer of ownership are stuck due to the defect of KMS card. Advocate Hanuman Sharma, district president of RTI Association, wrote a letter to the principal government secretary saying that the department has only one There are KMS cards which stop all vehicle related and driving license work due to repeated expiry, while there are many branches according to the vehicle category, having one card, the KMS card gets damaged before the data is saved on time.Sharma Requested to issue orders to make KMS cards available branch-wise and to get smart cards as soon as possible after saving the data on time to the vehicle owners.
