जल जीवन मिशन घोटाले के केस में प्रवर्तन निदेशालय (ED) ने मंगलवार को पूर्व मंत्री महेश जोशी और उनसे जुड़े लोगों के ठिकानों पर छापे मारे। जयपुर, दिल्ली और गुजरात की 10 टीमों ने आज सुबह 6 बजे पांच लोगों के ठिकानों पर छापे की कार्रवाई शुरू की। इनमें पूर्व मंत्री महेश जोशी के 2 घर, जलदाय विभाग के 2 ठेकेदारों और 2 अधिकारियों के ठिकाने शामिल हैं।

ईडी की टीमें महेश जोशी के घर पर तलाशी कर रही हैं। महेश और उनके परिवार के 2 सदस्यों से कुछ फाइलों को लेकर पूछताछ की जा रही है। जल जीवन मिशन घोटाले को लेकर पिछले 6 महीने से ईडी की टीमें जांच कर रही हैं। ईडी के सूत्रों मुताबिक, जांच एजेंसी महेश जोशी को ईडी मुख्यालय आने के लिए नोटिस भी दे सकती है। इसके बाद आगे की पूछताछ दिल्ली या जयपुर में होगी।

ईडी वाउचर को लेकर कर रही पूछताछ
तीन गाड़ियों में Ed की टीम सुबह 5 बजे महेश जोशी के रेलवे स्टेशन स्थित घर पर पहुंची। 6:30 बजे जब टाइल्स का ठेकेदार आया तो उसे और लेबर को ईडी के अधिकारियों ने वहां से चले जाने के लिए कहा। इसके बाद ठेकेदार चला गया। अभी यह मकान निर्माणाधीन है। हालांकि महेश जोशी और उनका परिवार फर्स्ट फ्लोर पर रह रहा है।

ईडी के अधिकारी फर्स्ट फ्लोर पर ही महेश जोशी, उनकी पत्नी और बहू से पूछताछ कर रहे हैं। ईडी के पास में कई अहम दस्तावेज हैं, जिनकी पुष्टि की जा रही है। ईडी के पास कुछ वाउचर हैं, जिन पर साइन कर करोड़ों रुपए का भुगतान उठाया गया है। ये वाउचर जोशी या जल जीवन मिशन में लगे हुए अधिकारियों के सिग्नेचर के बाद ही क्लीयर हुए हैं, यह पुष्टि हो जाने के बाद ईडी आगे एक्शन करेगी।

फर्जी बिलों को लेकर पहुंची है ईडी
जल जीवन मिशन में हुई खरीद के बड़े अमाउंट के फर्जी बिल ईडी के हाथ लगे हैं। इन बिलों को लेकर ईडी पूर्व मंत्री सहित अधिकारी और ठेकेदारों से पूछताछ कर रही है। इन बिलों की मंजूरी देने की जिम्मेदारी इनके पास ही थी।

पांच पॉइंट में समझें, क्या है जल जीवन मिशन घोटाला?
पहला: ग्रामीण पेयजल योजना के तहत सभी ग्रामीण इलाकों में पेयजल की व्यवस्था होनी थी। जिस पर राज्य सरकार और केंद्र सरकार को 50-50 प्रतिशत खर्च करना था। इस योजना के तहत डीआई डक्टर आयरन पाइपलाइन डाली जानी थी। इसकी जगह पर एचडीपीई की पाइपलाइन डाली गई।

दूसरा: पुरानी पाइपलाइन को नया बता कर पैसा लिया गया। जबकि जमीन में पाइपलाइन डाली ही नहीं गई।

तीसरा: कई किलोमीटर तक आज भी पानी की पाइपलाइन डाली ही नहीं गई है, लेकिन ठेकेदारों ने जलदाय विभाग के अधिकारियों से मिल कर उसका पैसा उठा लिया।

चौथा: ठेकेदार पदमचंद जैन हरियाणा से चोरी के पाइप लेकर आया और उन्हें नए पाइप बता कर बिछा दिया और सरकार से करोड़ों रुपए ले लिए।

पांचवां: ठेकेदार पदमचंद जैन ने फर्जी कंपनी के सर्टिफिकेट लगाकर टेंडर लिया, जिसकी अधिकारियों को जानकारी थी। इसके बाद भी उसे टेंडर दिया गया। क्योंकि वह एक राजनेता का दोस्त था।

Jal Jeevan Mission scam: ED raids the premises of former minister, know the background of the incident in detail

In the Jal Jeevan Mission scam case, the Enforcement Directorate (ED) on Tuesday raided the premises of former minister Mahesh Joshi and people associated with him. 10 teams from Jaipur, Delhi and Gujarat started raiding the premises of five people at 6 am today. These include 2 houses of former minister Mahesh Joshi, 2 contractors of the water supply department and the residences of 2 officials.

ED teams are searching Mahesh Joshi's house. Mahesh and two members of his family are being interrogated regarding some files. ED teams have been investigating the Jal Jeevan Mission scam for the last 6 months. According to ED sources, the investigating agency can also give notice to Mahesh Joshi to come to the ED headquarters. After this, further inquiry will take place in Delhi or Jaipur.

Inquiring about ED voucher
Ed's team in three vehicles reached Mahesh Joshi's house at the railway station at 5 in the morning. When the tiles contractor came at 6:30, he and the laborer were asked by ED officials to leave from there. After this the contractor left. Right now this house is under construction. However, Mahesh Joshi and his family are living on the first floor.

ED officials are interrogating Mahesh Joshi, his wife and daughter-in-law on the first floor. ED has many important documents which are being verified. ED has some vouchers on which payment worth crores of rupees has been collected. These vouchers have been cleared only after the signature of Joshi or the officers engaged in Jal Jeevan Mission, once it is confirmed, ED will take further action.

ED has arrived regarding fake bills
ED has seized huge amount of fake bills for purchases made in Jal Jeevan Mission. ED is interrogating officers and contractors including the former minister regarding these bills. He was responsible for approving these bills.

Understand in five points, what is Jal Jeevan Mission scam?
First: Under the Rural Drinking Water Scheme, there was to be provision of drinking water in all rural areas. On which the state government and the central government had to spend 50-50 percent. DI duct iron pipeline was to be laid under this scheme. HDPE pipeline was laid in its place.

Second: Money was taken by passing off the old pipeline as new. Whereas the pipeline was not laid in the ground.

Third: Even today the water pipeline has not been laid for many kilometers, but the contractors met the officials of the water supply department and collected the money for it.

Fourth: Contractor Padmchand Jain brought stolen pipes from Haryana and passed them off as new pipes and took crores of rupees from the government.

Fifth: Contractor Padmchand Jain took the tender by submitting the certificate of a fake company, about which the officials were aware. Even after this he was given the tender. Because he was a friend of a politician.
