सरकार देगी जन सम्मान किट : 1.44 करोड़ परिवारों का डेटा ‘बाजार के हवाले’

मुफ्त योजनाओं की बारिश और आचार संहिता की आहट के बीच राज्य सरकार 57.52 करोड़ रुपए के खर्च से अब घर-घर ‘जन सम्मान किट’ बांटेगी। आयोजना विभाग के जनाधार प्राधिकरण एवं सांख्यिकी ने टेण्डर, छपाई और वितरण केवल 8 दिन में शुरू करने के विस्तृत दिशा-निर्देश सभी जिला कलक्टर्स को दिए, लेकिन अभी तक वितरण शुरू नहीं हो पाया है। लाखों परिवारों का डेटा इलेक्ट्रॉनिक फाइल फॉर्मेट से ‘ऑफलाइन मोड’ में बाजार के हवाले किया जा रहा है।

जिलास्तर पर छपकर तैयार किट में रंगीन लिफाफाबंद जन आधार कार्ड, चिरंजीवी स्वास्थ्य बीमा कार्ड, चिरंजीवी दुर्घटना बीमा पॉलिसी, आरजीएचएस कार्ड, राशन वितरण पंजिका (एनएफएसए) और मुख्यमंत्री के संदेश-पत्र सहित जन सम्मान प्रमाण-पत्र होंगे। योजनाओं के मुताबिक अलग-अलग आकार के रंगीन पीवीसी कार्ड मिलेंगे। करीब डेढ़ करोड़ परिवारों का डेटा, होलोग्राम, पॉलिसी दस्तावेज, जन सम्मान-पत्र राजकॉम्प इन्फो सर्विस लिमिटेड (आरआईएसएल) की मॉनिटरिंग में यूनिकोड एक्सएमएल फाइल फॉर्मेट में छापाखानों को एफटीपी के जरिये दिया जा रहा है।

Amidst the rain of free schemes and the call for code of conduct, the state government will now distribute 'Jan Samman Kit' to every home at an expense of Rs 57.52 crore. The Mass Aadhar Authority and Statistics of the Planning Department gave detailed guidelines to all the District Collectors to start the tender, printing and distribution in just 8 days, but the distribution has not started yet. The data of lakhs of families is being handed over to the market in 'offline mode' through electronic file format.

The kit printed at the district level will contain a colorful envelope containing Jan Aadhar Card, Chiranjeevi Health Insurance Card, Chiranjeevi Accident Insurance Policy, RGHS Card, Ration Distribution Register (NFSA) and Jan Samman Certificate along with the Chief Minister's message letter. According to the plans, colored PVC cards of different sizes will be available. Data of about 1.5 crore families, holograms, policy documents, Jan Samman-Patra are being given to the printing presses through FTP in Unicode XML file format under the monitoring of Rajcomp Info Service Limited (RISL).

- Security protocols continue, experts are expressing concern
The data includes details of family members including Jan Aadhaar personal identification number and mobile number. Although the government has warned about the data security protocol and has asked the agency to follow the information security guidelines of the Government of India, Rajasthan Janadhar Authority Act-2020 and the authority rules and delete all personal information later, but cyber experts and some Only the information officers are expressing fear of data leakage. It is also said that most of the families already have the registration cards of the schemes.
