लोकसभा आम चुनाव-2024 में राजस्थान के सभी 25 लोकसभा निर्वाचन क्षेत्रों में आमतौर पर शांतिपूर्ण एवं निष्पक्ष मतदान संपन्न हो गया है। राज्य में दो चरण में मतदान हुआ। द्वितीय चरण के तहत टोंक-सवाई माधोपुर, अजमेर, पाली, जोधपुर, बाड़मेर, जालोर, उदयपुर, बासंवाड़ा, चितौड़गढ़, राजसमंद, भीलवाड़ा, कोटा और झालावाड़-बारां लोकसभा क्षेत्रों में शुक्रवार को मतदान हुआ। इन 13 निर्वाचन क्षेत्रों के 28,758 मतदान केंद्रों पर नव विवाहित जोड़ों, दिव्यांग, थर्ड जेंडर, आदिवासियों, वृद्धों और युवाओं सहित सभी मतदाताओं ने मतदान में उत्साहपूर्वक भागीदारी की। प्रथम चरण के तहत 19 अप्रैल को 12 लोकसभा क्षेत्रों में मतदान हुआ था।

मुख्य निर्वाचन अधिकारी प्रवीण गुप्ता ने बताया कि दूसरे चरण वाले 13 लोकसभा क्षेत्रों में अनंतिम रूप से 64.6 प्रतिशत मतदान दर्ज किया गया है। इसमें पोस्टल बैलेट के माध्यम से किया गया 0.49 प्रतिशत मतदान भी शामिल है। पोलिंग से जुड़े दस्तावेजों की जांच के बाद 27 अप्रैल तक ही मतदान प्रतिशत के अंतिम आंकड़े प्राप्त हो सकेंगे।

उन्होंने बताया कि शाम 6 बजे तक भी कई स्थानों पर मतदान केंद्रों पर मतदाताओं की लंबी कतारें लगी थीं। शहरी और ग्रामीण क्षेत्रों के मतदान केंद्रों पर सुबह 7 बजे से मतदाता बड़ी संख्या में अपने मताधिकार का प्रयोग करने पहुंचने लगे। दिनभर मतदान केंद्रों पर हंसते-मुस्कराते, उत्साह से लबरेज मतदाताओं का तांता लगा रहा। प्रदेश के सभी लोकसभा क्षेत्रों के लिए 4 जून मतगणना होगी।

गुप्ता ने बताया कि इन 13 निर्वाचन क्षेत्रों में अनंतिम रूप से 64.6 प्रतिशत मतदान हुआ है। वर्ष 2019 में इन क्षेत्रों में 68.42 प्रतिशत मतदान हुआ था। कोटा और बाड़मेर लोकसभा निर्वाचन क्षेत्रों में वर्ष 2019 के मुकाबले मतदान प्रतिशत बढ़ा है। कोटा में वर्ष 2019 में 70.22 प्रतिशत था, इस बार यह आंकड़ा 71.42 प्रतिशत हो गया है। बाड़मेर लोकसभा निर्वाचन क्षेत्र में वर्ष 2019 में 73.3 प्रतिशत मतदान हुआ था, इस वर्ष इस क्षेत्र में 74.25 प्रतिशत मतदान हुआ है।

दूसरे चरण वाले 13 लोकसभा निर्वाचन क्षेत्रों में से वर्ष 2019 में सर्वाधिक 73.13 फीसदी मतदान बाड़मेर लोकसभा क्षेत्र और सबसे कम 62.31 प्रतिशत मतदान पाली लोकसभा क्षेत्र में हुआ था। अंनतिम आंकड़ों के अनुसार, इस वर्ष सर्वाधिक 74.25 प्रतिशत मतदान बाड़मेर लोकसभा निर्वाचन क्षेत्र में हुआ है। साथ ही, बागीदौरा विधानसभा क्षेत्र में हुए उपचुनाव में ईवीएम से करीब 77 प्रतिशत मतदान हुआ है।

27,140 मतदान केंद्रों पर लाइव वेबकास्टिंग से निगरानी
गुप्ता ने बताया कि प्रदेशभर में 53,128 मतदान केन्द्रों पर वोट डाले गए। इसमें से 27,140 बूथों पर मतदान प्रक्रिया की लाइव वेबकास्टिंग करवाई गई। दूसरे चरण में मतदान वाले क्षेत्रों में 14,460 बूथों की मतदान प्रक्रिया की लाइव वेबकास्टिंग की गई। रिटर्निंग अधिकारी, जिला एवं राज्य स्तर पर और भारत निर्वाचन आयोग के स्तर पर वेबकास्टिंग की मॉनिटरिंग की गई। संवेदनशील मतदान केन्द्रों पर पर्याप्त संख्या में केन्द्रीय पुलिस बल और माइक्रो ऑब्जर्वर लगाए गए।

मतदान केंद्रों पर 31,242 व्हीलचेयर,1 लाख से अधिक वॉलन्टियर
मुख्य निर्वाचन अधिकारी ने बताया कि सभी मतदान केन्द्रों पर मतदाताओं के सुविधा को ध्यान में रखते हुए रैम्प, पीने के पानी, छाया, व्हीलचेयर और बुजुर्ग मतदाताओं के लिए वाहन सहित अन्य व्यवस्थाएं की गईं। साथ ही, मतदाताओं की सहायता के लिए मतदान केंद्रों पर वॉलन्टियर्स भी तैनात किए गए। प्रदेशभर में बुजुर्गों और दिव्यांगों के लिए 30,591 पोलिंग बूथ लोकेशन पर 31,242 व्हीलचेयर उपलब्ध रही और एनएसएस, एनसीसी, स्काउट गाइड के एक लाख से अधिक वॉलन्टियर तैनात रहे।

होम वोटिंग के तहत रिकॉर्ड 98.39 प्रतिशत मतदान
गुप्ता ने बताया कि 85 वर्ष एवं अधिक आयु के वृद्धजन और 40 प्रतिशत से अधिक दिव्यांगता वाले मतदाताओं के लिए आयोग की ओर से होम वोटिंग की सुविधा प्रदान की गई थी। प्रदेश में रिकॉर्ड 98.39 प्रतिशत मतदान हुआ है। सभी 25 लोकसभा निर्वाचन क्षेत्रों में 73,799 वोटर्स द्वारा मतदान किया जा चुका है। इनमें 56,691 बुजुर्ग तथा 17,108 दिव्यांग मतदाता शामिल हैं। 1,062 मतदाताओं की मृत्यु होने तथा 1,207 मतदाताओं के अनुपस्थित होने की वजह से मतदान नहीं कर सके। होम वोटिंग के तहत प्रथम चरण 98.30 प्रतिशत और द्वितीय चरण में 97.42 प्रतिशत मतदान हुआ है।

2.24 लाख कार्मिकों ने पोस्टल बैलेट से किया मतदान
मुख्य निर्वाचन अधिकारी ने बताया कि चुनाव ड्यूटी में लगे कार्मिकों, पुलिस अधिकारियों आदि द्वारा सभी जिलों में बने फेसिलिटेशन सेंटर्स पर अब तक 2,24,789 मत डाले गए। पोस्टल बैलेट और ईडीसी की सुविधा का चयन करने वाले कुल कार्मिकों में से 94 प्रतिशत ने अपने मताधिकार का प्रयोग कर लिया है।

महिलाओं, युवाओं और दिव्यांगों के प्रोत्साहन के लिए विशेष बूथ
भारत निर्वाचन आयोग की पहल पर लोकतंत्र के उत्सव में युवाओं, महिलाओं और दिव्यांगों की भागीदारी के लिए प्रेरित करने के उद्देश्य से दोनों चरणों के मतदान के दौरान कुल 3,400 विशेष मतदान केंद्र बनाए गए। प्रत्येक विधानसभा क्षेत्र में 4-4 बूथ महिलाओं और युवाओं तथा एक बूथ दिव्यांग कार्मिकों द्वारा संचालित किया गया। इस प्रकार 1,600-1,600 बूथ महिलाओं और युवाओं द्वारा तथा 200 मतदान केंद्र दिव्यांग कार्मिकों द्वारा संचालित किए गए।

सभी आयु वर्ग के मतदाताओं में सेल्फी का क्रेज, 32,604 सर्टिफिकेट जारी
मुख्य निर्वाचन अधिकारी ने बताया कि मतदान केंद्रों पर सेल्फी बूथ बनाए गए। युवाओं और महिलाओं सहित सभी आयुवर्ग के मतदाताओं में सेल्फी का क्रेज रहा। दोनों चरणों में 32,604 मतदाताओं ने मतदान करने के बाद सेल्फी ली और सीईओ राजस्थान की वेबसाइट पर अपलोड कर डिजिटल सर्टिफिकेट प्राप्त किया। इसके साथ ही युवा मतदाताओं ने सेल्फी लेकर सोशल मीडिया पर भी अपलोड की। पहली बार मतदान करने वाले युवाओं सहित अन्य मतदाताओं को मतदान केंद्रों पर प्रमाण-पत्र भी दिए गए।

3.28 लाख मतदानकर्मी, 1.59 लाख सुरक्षाकर्मी
गुप्ता ने बताया कि स्वतंत्र, निष्पक्ष और पारदर्शी चुनाव के लिए कानून व्यवस्था के पुख्ता इंतजाम किए गए। प्रदेश में 3,28,515 अधिकारियों और कर्मचारियों द्वारा मतदान करवाया गया। शांतिपूर्ण मतदान सम्पन्न कराने के लिए कुल 1,59,449 सुरक्षाकर्मियों की ड्यूटी लगाई गई। इनमें राजस्थान पुलिस के कार्मिकों के साथ-साथ, होमगार्ड, फॉरेस्ट गार्ड एवं आरएसी जवान तैनात किए गए। केंद्रीय पुलिस बलों की 175 कंपनियों ने भी मतदान के दौरान कानून व्यवस्था एवं सुरक्षा में सहयोग किया। चुनाव कार्य के लिए 43,405 छोटे-बड़े वाहन अधिग्रहित किए गए।

रिकॉर्ड 919 करोड़ रुपये से अधिक मूल्य की जब्ती
गुप्ता ने बताया कि चुनाव में धन-बल का दुरुपयोग रोकने के लिए प्रदेशभर में 1 मार्च से अब तक 919.02 करोड़ रुपये मूल्य की नकदी, शराब, ड्रग्स सहित अन्य अवैध सामग्री जब्ती की गई है। लोकसभा आम चुनाव की आदर्श आचार संहिता प्रभावी होने के बाद से अब तक 820.89 करोड़ रुपये मूल्य की नकदी सहित अन्य अवैध सामग्री जब्त की गई है।

3,503 शिकायतें निस्तारित
मुख्य निर्वाचन अधिकारी ने बताया कि सी-विजिल एप प्रदेशभर में आदर्श आचार संहिता उल्लंघन की 6,400 शिकायतें दर्ज की गईं। इनमें से सही पाई गई सभी 3,504 शिकायतों का तय समय में निस्तारण कर दिया गया।

5.35 करोड़ मतदाता, 266 प्रत्याशी
गुप्ता ने बताया की लोकसभा आम चुनाव-2024 के तहत प्रदेशभर में 5,35,08,010 मतदाता पंजीकृत हैं। प्रदेश के सभी 25 लोकसभा निर्वाचन क्षेत्रों के लिए कुल 266 प्रत्याशी हैं। इसमें 247 पुरूष और 19 महिलाएं हैं।

In the Lok Sabha General Election-2024, generally peaceful and fair voting has been conducted in all the 25 Lok Sabha constituencies of Rajasthan. Voting took place in two phases in the state. Under the second phase, voting was held on Friday in Tonk-Sawai Madhopur, Ajmer, Pali, Jodhpur, Barmer, Jalore, Udaipur, Basanwada, Chittorgarh, Rajsamand, Bhilwara, Kota and Jhalawar-Baran Lok Sabha constituencies. All voters including newly married couples, disabled, third gender, tribals, old people and youth participated enthusiastically in voting at 28,758 polling stations in these 13 constituencies. Under the first phase, voting was held in 12 Lok Sabha constituencies on April 19.

Chief Electoral Officer Praveen Gupta said that provisionally 64.6 percent voting has been recorded in 13 Lok Sabha constituencies of the second phase. This also includes 0.49 percent voting done through postal ballot. After scrutiny of the documents related to polling, the final figures of voting percentage will be available only by April 27.

He said that even till 6 pm, there were long queues of voters at polling stations at many places. Voters started arriving in large numbers at polling stations in urban and rural areas from 7 am onwards to exercise their franchise. There was a steady stream of smiling, enthusiastic voters at the polling stations throughout the day. Counting of votes for all Lok Sabha constituencies of the state will take place on June 4.

Compared to the year 2019, Barmer and
Voting percentage increased in Kota
Gupta said that provisionally 64.6 percent voting took place in these 13 constituencies. In the year 2019, 68.42 percent voting took place in these areas. Voting percentage has increased in Kota and Barmer Lok Sabha constituencies compared to 2019. The quota in the year 2019 was 70.22 percent, this time this figure has increased to 71.42 percent. Gupta said that votes were cast at 53,128 polling stations across the state. Out of these, live webcasting of the voting process was done at 27,140 booths. In the second phase, live webcasting of the voting process was done in 14,460 booths in the polling areas. Webcasting was monitored at the Returning Officer, District and State levels and at the Election Commission of India level. Adequate number of central police forces and micro observers were deployed at sensitive polling stations.

31,242 wheelchairs at polling stations,
More than 1 lakh volunteers
The Chief Electoral Officer said that keeping in mind the convenience of the voters, other arrangements including ramps, drinking water, shade, wheelchairs and vehicles for elderly voters were made at all the polling stations. Additionally, volunteers were also deployed at polling stations to assist voters. 31,242 wheelchairs were available for the elderly and disabled at 30,591 polling booth locations across the state and more than one lakh volunteers of NSS, NCC, Scout Guides were deployed.

Record under home voting
98.39 percent voting
Gupta said that the facility of home voting was provided by the Commission for the elderly aged 85 years and above and voters with more than 40 percent disability. A record 98.39 percent voting took place in the state. Voting has been done by 73,799 voters in all 25 Lok Sabha constituencies. These include 56,691 elderly and 17,108 disabled voters. 1,062 voters could not vote due to death and 1,207 voters were absent. Under home voting, 98.30 percent voting took place in the first phase and 97.42 percent voting took place in the second phase.

2.24 lakh personnel have done postal

The Chief Electoral Officer said that so far 2,24,789 votes have been cast at the facilitation centers set up in all the districts by the personnel engaged on election duty, police officers etc. Of the total personnel who opted for the postal ballot and EDC facility, 94 percent have exercised their franchise.

At the initiative of the Election Commission of India, a total of 3,400 special polling stations were created during both the phases of voting with the aim of motivating the participation of youth, women and disabled people in the celebration of democracy. In each assembly constituency, 4 booths each were operated by women and youth and one booth by disabled personnel. Thus, 1,600 booths each were operated by women and youth and 200 polling stations were operated by disabled personnel.

The Chief Electoral Officer said that selfie booths were made at the polling stations. There was a craze for selfies among voters of all age groups including youth and women. In both the phases, 32,604 voters took a selfie after voting and uploaded it on the website of CEO Rajasthan and received a digital certificate. Along with this, young voters also took selfies and uploaded them on social media. Other voters, including youth who voted for the first time, were also given certificates at the polling stations.

3.28 lakh polling workers,
1.59 lakh security personnel
Gupta said that strong law and order arrangements were made for free, fair and transparent elections. Voting was conducted by 3,28,515 officers and employees in the state. A total of 1,59,449 security personnel were put on duty to ensure peaceful voting. Along with Rajasthan Police personnel, Home Guards, Forest Guards and RAC jawans were deployed in these. 175 companies of Central Police Forces also cooperated in law and order and security during the voting. 43,405 small and big vehicles were acquired for election work.

From record Rs 919 crore
seizure of excess value
Gupta said that to prevent misuse of money power in the elections, cash, liquor, drugs and other illegal materials worth Rs 919.02 crore have been seized across the state since March 1. Since the Model Code of Conduct for Lok Sabha General Elections came into effect, cash and other illegal materials worth Rs 820.89 crore have been seized.

3,503 complaints resolved
The Chief Electoral Officer said that 6,400 complaints of model code of conduct violation were registered across the state through C-Vigil app. Of these, all 3,504 complaints found correct were disposed of within the stipulated time.

5.35 crore voters, 266 candidates
Gupta said that 5,35,08,010 voters are registered across the state under the Lok Sabha General Elections-2024. There are a total of 266 candidates for all the 25 Lok Sabha constituencies of the state. There are 247 men and 19 women in it.
