जाट आरक्षण संघर्ष: फिर भरी आवाज, ओबीसी आरक्षण को लेकर रेलवे ट्रैक के पास लगाया तंबू, सरकार से की ये मांग

भरतपुर-धौलपुर जाट आरक्षण संघर्ष समिति के संयोजक नेम सिंह फौजदार ने कहा, 'हम 22 जनवरी तक गांधीवादी तरीके से विरोध प्रदर्शन करेंगे. अगर सरकार तब तक हमारी मांगें पूरी नहीं करती है तो हम अपना आंदोलन तेज करेंगे'. प्रदर्शनकारी जयचोली में दिल्ली मुंबई रेलवे ट्रैक के पास धरना दे रहे हैं. फौजदार ने कहा कि 2015 में कानून और प्रक्रियाओं के प्रावधानों में कमियां बताकर 9 राज्यों सहित भरतपुर और धौलपुर के जाटों का आरक्षण खत्म कर दिया गया था.

भरतपुर-धौलपुर के जाटों की 1998 से चल रही ये मांग
उन्होंने कहा कि जाटों को केंद्रीय ओबीसी आरक्षण सूची में शामिल करने के संबंध में 12 जनवरी को जिला कलेक्टर के माध्यम से प्रधानमंत्री को एक ज्ञापन भी भेजा गया था. लेकिन इस मामले पर अभी तक कोई सुनवाई नहीं हुई है. भरतपुर-धौलपुर के जाटों द्वारा आरक्षण की मांग साल 1998 से हो रही है. 2013 में, मनमोहन सिंह के नेतृत्व वाली यूपीए सरकार ने भरतपुर, धौलपुर और नौ अन्य राज्यों में जाटों को ओबीसी आरक्षण दिया. 

SC के आदेश के बाद छिना था जाटों का OBC स्टेटस
मार्च 2015 में सुप्रीम कोर्ट के आदेश के बाद भरतपुर और धौलपुर जिलों के जाटों को केंद्रीय ओबीसी सूची से बाहर कर दिया गया था. फिर अगस्त 2015 में राजस्थान उच्च न्यायालय के फैसले के बाद उन्हें राज्य ओबीसी सूची से भी बाहर कर दिया गया था. तब तर्क यह था कि भरतपुर और धौलपुर के जाटों का इन जिलों के पूर्व शाही परिवार से ऐतिहासिक संबंध था जो जाट समुदाय से थे. इस पर भरतपुर और धौलपुर के जाटों ने तर्क दिया कि जाट महाराजा तो सिर्फ सूरजमल थे. बाकी जाट तो प्रजा हैं. राजस्‍थान के अन्‍य जाटों की तरह ही इन्‍हें भी आरक्षण मिलना चाहिए.

भरतपुर में 6.5 लाख और धौलपुर में हैं 10 हजार जाट
इसके बाद, अगस्त 2017 में, ओबीसी कमीशन सर्वे की रिपोर्ट के आधार पर राजस्थान में वसुंधरा राजे के नेतृत्व वाली भाजपा सरकार के दौरान, दोनों जिलों में जाटों को राज्य की ओबीसी आरक्षण सूची में शामिल किया गया. लेकिन केंद्रीय ओबीसी सूची में भरतपुर-धौलपुर का जाट समुदाय शामिल नहीं है. नेम सिंह फौजदार कहते हैं कि हम सारी कानूनी प्रकिया पूरी कर चुके हैं. सिर्फ एक लाइन लिख देने भर से हमें आरक्षण मिल जाएगा और किसी का कोटा कम-ज्‍यादा भी नहीं होगा. बता दें कि भरतपुर में जाटों की आबादी करीब 6.5 लाख और धौलपुर में 10 हजार के आसपास है.

Jat Reservation Struggle: Voice raised again, tent put up near the railway track regarding OBC reservation, made this demand from the government

Nem Singh Faujdar, convenor of Bharatpur-Dholpur Jat Reservation Struggle Committee, said, 'We will protest in a Gandhian way till January 22. If the government does not fulfill our demands by then, we will intensify our agitation. The protesters are protesting near the Delhi Mumbai railway track in Jaicholi. Faujdar said that in 2015, reservation of Jats of Bharatpur and Dholpur along with 9 states was abolished citing shortcomings in the provisions of law and procedures.

This demand of the Jats of Bharatpur-Dholpur has been going on since 1998.
He said that a memorandum was also sent to the Prime Minister through the District Collector on January 12 regarding the inclusion of Jats in the Central OBC reservation list. But no hearing has taken place on this matter yet. The Jats of Bharatpur-Dholpur have been demanding reservation since 1998. In 2013, the Manmohan Singh-led UPA government gave OBC reservation to Jats in Bharatpur, Dholpur and nine other states.

OBC status of Jats was snatched after SC order
Following the Supreme Court order in March 2015, Jats of Bharatpur and Dholpur districts were excluded from the central OBC list. Then in August 2015, after the decision of Rajasthan High Court, he was also excluded from the state OBC list. The argument then was that the Jats of Bharatpur and Dholpur had historical connections with the former royal families of these districts who belonged to the Jat community. On this, the Jats of Bharatpur and Dholpur argued that the Jat Maharaja was only Surajmal. Rest of the Jats are subjects. Like other Jats of Rajasthan, they should also get reservation.

There are 6.5 lakh Jats in Bharatpur and 10 thousand Jats in Dholpur.
Subsequently, in August 2017, during the Vasundhara Raje-led BJP government in Rajasthan, based on the OBC Commission Survey report, Jats in both the districts were included in the state's OBC reservation list. But the Jat community of Bharatpur-Dholpur is not included in the central OBC list. Nem Singh Faujdar says that we have completed all the legal process. By just writing one line we will get reservation and no one's quota will be more or less. Let us tell you that the population of Jats in Bharatpur is around 6.5 lakh and in Dholpur is around 10 thousand.
