राजस्थान के इन 12 लोकसभा सीटों पर आज थमेगा प्रचार, दिशा-निर्देश जारी

लोकसभा आम चुनाव 2024 के तहत मतदान समाप्ति से 48 घंटे पूर्व प्रचार संबंधी समस्त गतिविधियों पर प्रतिबंध लग जाएगा। इस अवधि के दौरान डोर टू डोर संपर्क पर प्रतिबंध नहीं होगा, लेकिन 5 या 5 से अधिक व्यक्ति इकट्ठे नहीं हो सकेंगे।

जिला निर्वाचन अधिकारी नम्रता वृष्णि ने यह जानकारी दी। उन्होंने बताया कि मतदान की समाप्ति के लिए नियत किए गए समय के साथ समाप्त होने वाले 48 घंटे की समय अवधि को साइलेंस पीरियड घोषित किया गया है। इसके तहत 17 अप्रैल सायं 6 बजे से मतदान समाप्ति तक रैली, जुलूस, सार्वजनिक सभाओं व लाउडस्पीकर पर प्रतिबंध रहेगा।

’वाहनों से मतदाताओं के परिवहन पर रहेगी रोक’
जिला निर्वाचन अधिकारी ने बताया कि राजनीतिक पार्टी एवं उम्मीदवारों द्वारा मतदान समाप्ति के 24 घंटे पूर्व से मतदान समाप्ति तक मतदाताओं को वाहनों से मतदान केद्रों तक लाने और ले जाने पर पूर्ण रूप से रोक लगाई गई है। साथ ही मतदान के दिन मतदान केंद्र के 100 मीटर के क्षेत्र में किसी भी प्रकार का प्रचार-प्रसार भी अनुमत नहीं होगा। चुनाव ड्यूटी में लगे पुलिस अधिकारियों और अन्य कर्मचारियों के अतिरिक्त कोई भी व्यक्ति मतदान के दिन मतदान केंद्र से 200 मीटर की परिधि के अंदर मोबाइल फोन, सेल फोन या वायरलेस का उपयोग नहीं करेगा। चुनाव परिणाम के बाद विजय जुलूस पर भी पूरी तरह से प्रतिबंध रहेगा।

मतदान दिवस के दिन मतदान केंद्र के 100 मीटर के क्षेत्र में कोई राजनीतिक पार्टी, उम्मीदवार, व्यक्ति किसी भी प्रकार के विस्फोटक पदार्थ, रासायनिक पदार्थ, आग्नेय शस्त्र अस्त्र जैसे रिवाल्वर पिस्टल इत्यादि व छुरी, चाकू जैसे धारदार हथियार लेकर प्रवेश नहीं कर सकेंगे। उन्होंने बताया कि यह आदेश सीमा सुरक्षा बल, राजस्थान सशस्त्र पुलिस, सिविल पुलिस होमगार्ड, सिक्योरिटी वाले व्यक्ति और कानून और व्यवस्था के संबंध में अपने पास हथियार रखने के लिए अधिकृत किए गए राज्य और केंद्र सरकार कर्मचारियों पर लागू नहीं होगा। सिख समुदाय के व्यक्तियों को भी धार्मिक परंपरा के अनुसार निर्धारित कृपाण रखने की छूट दी गई है। आदेशों की अवहेलना भारतीय दंड संहिता की धारा 188 के तहत दंडनीय होगी।

थियेटर, टेलीविजन आदि से भी प्रचार पर रोक
जिला निर्वाचन अधिकारी वृष्णि ने बताया कि मतदान समाप्ति से 48 घंटे की समायावधि में चुनाव से जुड़ी समस्त सार्वजनिक सभा, जुलूस के साथ चलचित्र, टेलीविजन या वैसे ही अन्य साधनों द्वारा जनता के समक्ष किसी भी निर्वाचन संबंधी प्रदर्शन किए जाने की गतिविधि प्रतिबंधित रहेगी। इस दौरान प्रत्याशी विशेष के पक्ष में संगीत समारोह, नाट्य अभिनय या मनोरंजन के कोई अन्य साधन से चुनाव सम्बंधी प्रचार नहीं किया जा सकेगा।

लाउडस्पीकर पर भी रहेगी रोक
नम्रता वृष्णि ने बताया कि इस अवधि के दौरान लाउडस्पीकर का उपयोग करने की भी अनुमति नहीं दी जाएगी।
’बाहरी राजनीतिक व्यक्ति नहीं रुक सकेगा निर्वाचन क्षेत्र में’
इस समयावधि में कोई भी राजनैतिक व्यक्ति, जो उस निर्वाचन क्षेत्र का मतदाता या अभ्यर्थी नहीं है, वह उस निर्वाचन क्षेत्र में नहीं ठहर सकता। राज्य की सुरक्षा कवच प्राप्त राजनैतिक व्यक्ति यदि सम्बंधित निर्वाचन क्षेत्र में मतदाता है, तो वह अपने मताधिकार का उपयोग करने के बाद क्षेत्र में आवाजाही नहीं करेगा।

बाहरी व्यक्तियों पर रखी जाएगी पैनी नजर
जिला निर्वाचन अधिकारी वृष्णि ने बताया कि समस्त सामुदायिक केन्द्रों, धर्मशालाओं, गेस्ट हाउस, लॉज तथा होटलों में ठहरने वाले व्यक्तियों की निगरानी व सत्यापन करने के निर्देश दिए गए हैं। बाहर से आने वाले वाहनों पर भी नजर रखी जा रही है। उन्होंने सभी राजनीतिक दल प्रत्याशियों और मतदाताओं से नियमों की पालना करने की अपील की।

District Election Officer Namrata Vrishni gave this information. He said that the time period of 48 hours ending with the time fixed for the end of voting has been declared as silence period. Under this, there will be a ban on rallies, processions, public meetings and loudspeakers from 6 pm on April 17 till the end of voting.

'There will be a ban on transportation of voters by vehicles'
The District Election Officer said that there is a complete ban on transportation of voters to and from polling centers by political parties and candidates from 24 hours before the end of polling till the end of polling. Also, no publicity of any kind will be allowed in the area of 100 meters of the polling station on the day of voting. No person, except police officers and other employees on election duty, shall use mobile phone, cell phone or wireless within a radius of 200 meters from the polling station on the day of polling. There will be a complete ban on victory processions after the election results.

On the day of voting, no political party, candidate, person will be allowed to enter the 100 meter area of the polling station with any kind of explosive substance, chemical substance, firearms like revolver, pistol etc. and sharp weapons like knives, etc. He said that this order will not apply to Border Security Force, Rajasthan Armed Police, Civil Police Home Guards, security personnel and state and central government employees authorized to possess weapons in connection with law and order. Individuals from the Sikh community have also been given the freedom to possess a kirpan as prescribed by religious tradition. Disobeying orders will be punishable under section 188 of the Indian Penal Code.

Ban on publicity through theatre, television etc.
District Election Officer Vrishni said that during the period of 48 hours from the end of voting, all election-related public meetings, processions and any election-related demonstration before the public through films, television or similar means will be prohibited. During this period, election related campaigning in favor of a particular candidate will not be possible through musical concerts, theatrical performances or any other means of entertainment.

Namrata Vrishni said that use of loudspeaker will also not be allowed during this period.
‘An outsider political person will not be able to stay in the constituency’
During this time period, any political person, who is not a voter or candidate of that constituency, cannot stay in that constituency. If a political person covered under the security cover of the state is a voter in the concerned constituency, he will not move in the area after exercising his franchise.

A close watch will be kept on outsiders
District Election Officer Vrishni said that instructions have been given to monitor and verify the people staying in all community centres, dharamshalas, guest houses, lodges and hotels. Vehicles coming from outside are also being monitored. He appealed to all political party candidates and voters to follow the rules.
