भ्र्ष्टाचार पर प्रभावी अंकुश लगाने वालों को इतनी बड़ी सजा, क्या सबक लेंगे नये कर्मचारी अधिकारी l

कुशल वित्तीय प्रहरी बनना पड़ा महंगा,2019-20 से लेकर आज तक प्रमोशन से वँचित l

बीकानेर - विश्व की बड़ी महती परियोजना मे शुमार है इंदिरा गाँधी नहर परियोजना l राजस्थान क़े रेगिस्तान को नकलीस्तान मे बदलने वाली इस परियोजना पर करोड़ो अरबो रूपये खर्च हुवे किन्तु अपने प्रारम्भ से लेकर आज दिनांक तक कोई वित्तीय अनियमितता या समाचार पत्रों की सुर्खियों मे कभी भ्र्ष्टाचार की न्यूज नहीं छपने दी l आखिर क्यों? इसका मूल कारण इस परियोजना मे सन 1960 से  लेकर जून 2017 तक वित्तीय प्रहरी क़े रूप मे कार्यालय मुख्य लेखाधिकारी प्री - चैक की उपस्थिति तत्त पश्चात् कार्यालय मुख्य लेखाधिकारी (निरिक्षण ) इंदिरा गाँधी नहर, बीकानेर l प्री चैक क़े रूप मे अपने कुशल वित्तीय प्रबंधन क़े कारण कभी अनियमित  भुगतान नहीं होने दिया और निरिक्षण क़े रूप मे किये गये गलत भुगतान की करोड़ो रूपयो मे वसूली की गई, किन्तु सरकार मे बैठे भृष्ट तंत्र को यह रास नहीं आया और शुरु से इस संगठन को खत्म करने क़े अपने प्रयास मे आख़िरकार उनको 2016 मे अधूरी सफलता मिली और सन 2021 मे इस संगठन को खत्म करके पूरी सफलता मिली l 

  देखिए दुर्भाग्य उन कर्मचारियों का जिन्होंने अच्छे वित्तीय प्रहरी क़े रूप मे अपनी ड्यूटी का निर्वहन किया किन्तु जहाँ इस संगठन क़े कर्मचारियों को प्रोत्साहित करना शासन प्रशासन का राजकीय धर्म बनता था किन्तु खेद है कि 2017 क़े बाद इस संगठन क़े कर्मचारियों का स्थानांतरण करके इसको कमजोर किया गया और सन 2019-20 से लेकर आज दिनांक तक इस संगठन क़े कर्मचारियों को पदोन्नति से वँचित किया जा रहा है l अनेको बार पूर्ववृति सरकार और वर्तमान सरकार क़े शासन चलाने वाले नेताओं और प्रशासन चलाने वाले उच्च अधिकारियो को लिखित मौखिक रूप से अवगत करवाया गया किन्तु आज दिनांक तक इस संगठन क़े कर्मचारियों को पदोन्नति से वँचित किया जा रहा है l बीकानेर सेवा योजना क़े अध्यक्ष राजकुमार व्यास ने बताया कि इस वर्ष क़े प्रारम्भ मे जनवरी माह मे कर्मचारियों से आपत्ति ली गई किन्तु आज दिनांक तक कोई सरकार क़े स्तर पर इस संगठन क़े कर्मचारियों को न्याय नहीं मिला l

श्री व्यास ने बताया कार्मिक विभाग क़े सन 2008 क़े आदेश क़े मुताबिक किसी भी संगठन का दूसरे संगठन मे मर्जीग की स्थिति मे वरिष्ठता का निर्धारण नियुक्ति तिथी से होता है और उस नियम क़े तहत आज की तारीख मे इस संगठन का सबसे कनिष्ठ कर्मचारी भी सहायक कर्मचारी क़े पद पर होना चाहिये किन्तु दुर्भाग्य से इस संगठन का वरिष्ठ सहायक 15 से 20 वर्ष तक एक ही पद पर बैठे है और अनेक कर्मचारी जिन्हे नियमानुसार प्रशासनिक अधिकारी या संस्थापन अधिकारी से सेवानिवर्त होना चाहिये था किन्तु खेद है कि वे कर्मचारी सहायक प्रशासनिक अधिकारी या वरिष्ठ सहायक क़े पद से सेवानिर्वत हुवे है l जबकि मुख्य अभियंता इंदिरा गाँधी नहर परियोजना क़े जूनियर कर्मचारी आज दिनांक मे संस्थापन अधिकारी या प्रशासनिक अधिकारी क़े पदों पर कार्यरत है l श्री व्यास ने राजस्थान क़े मुख्यमंत्री से पूछना चाहा है कि अगर निष्ठां, लगन, ईमानदारी से कार्य करने वालों को यही सजा होती है तो नये कर्मचारी अधिकारी जों आज सरकार मे कार्यरत है उनके लिये क्या संदेश जायेगा l इस संबंध मे राजकुमार व्यास, अध्यक्ष, बीकानेर सेवा योजना ने मुख्यमंत्री राजस्थान सरकार को पत्र लिखकर शीघ्र इस संगठन क़े कर्मचारियों को उचित न्याय दिलाने की मांग की है l

Being an efficient financial watchdog proved costly, deprived of promotion from 2019-20 till date.

Bikaner - Indira Gandhi Canal Project is counted among the biggest projects of the world. Crores and billions of rupees were spent on this project which transformed the desert of Rajasthan into Naklistan, but from its inception till date, no financial irregularity or corruption news was ever published in the headlines of newspapers. Why? The main reason for this is the presence of the Office of Chief Accountant Pre-Check as financial watchdog in this project from 1960 to June 2017, and thereafter the Office of Chief Accountant (Inspection), Indira Gandhi Canal, Bikaner. Due to his efficient financial management as pre-check, irregular payments were never allowed and crores of rupees of wrong payments made in the form of inspection were recovered, but the corrupt system sitting in the government did not like this and in their effort to end this organization from the beginning, finally they got incomplete success in 2016 and got complete success by ending this organization in the year 2021.

See the misfortune of those employees who performed their duty as good financial watchdogs, but where it was the state duty of the government administration to encourage the employees of this organization, but it is sad that after 2017, this organization was weakened by transferring the employees of this organization and from the year 2019-20 till date, this organization Employees of the organization are being denied promotion. Many times the previous government and the leaders running the government of the current government and the senior officials running the administration were informed in written or oral form but till date the employees of this organization are being denied promotion. Bikaner Seva Yojana President Rajkumar Vyas told that objections were taken from the employees in the month of January at the beginning of this year but till date the employees of this organization have not got any justice at the government level.

Shri Vyas told that according to the order of the Personnel Department of the year 2008, in the event of any organization moving to another organization, seniority is determined from the date of appointment and according to that rule, as of today, the most junior employee of this organization should also be on the post of assistant employee but unfortunately the senior assistant of this organization is sitting on the same post for 15 to 20 years and many employees who should have retired as Administrative Officer or Establishment Officer as per the rules, but it is sad that those employees retired from the post of Assistant Administrative Officer or Senior Assistant. Whereas the junior employees of Chief Engineer Indira Gandhi Canal Project are working on the posts of Establishment Officer or Administrative Officer today. Shri Vyas wanted to ask the Chief Minister of Rajasthan that if this is the punishment given to those who work with dedication, commitment and honesty, then what message will it send to the new employee officers who are working in the government today. In this regard Rajkumar Vyas, President, Bikaner Seva Yojana has written a letter to the Chief Minister of Rajasthan Government demanding immediate justice for the employees of this organization.
