बीते कुछ समय से देश के कई भागों से इस तरह रेल की पटरियों से छेड़छाड़ की घटनाएं सामने आ रही हैं। कहीं पटरियों पर लोह के ब्लाक डाले जाते हैं तो कहीं सरिए। ज्यादा घटनाएं फिश प्लेट चुराने की सामने आ रही हैं। इसी तरह की घटना चौखूंटी क्षेत्र में रविवार शाम सामने आई। दो-तीन सिरफिरे युवकों ने रेल पटरियों को आपस में जोड़ने वाली फिश प्लेट के स्क्रू खोल दिए। आसपास के सजग युवकों ने जब स्क्रू खोलते हुए युवकों को ललकारा तो मौके से भाग निकले।
जागरुक युवकों ने रेल गुजरने से पहले वापस स्क्रू लगाकर बड़े रेल हादसे को टाल दिया। घटना की सूचना के बाद लालगढ़ रेलवे स्टेशन के रेलवे सुरक्षा बल (आपीएफ) थाना प्रभारी उषा निरंकारी भी मौके पर पहुंच गई। उन्होंने आसपास के लोगों से सिरफिरे युवकों के बारे में पूछताछ की, लेकिन देर रात तक अज्ञात युवकों की पहचान नहीं हो पाई। स्थानीय लोग इसे रेल हादसे की साजिश बता रहे थे, जबकि आरपीएफ पुलिस अभी जांच की बात कह रही है।
पुलिस से पहले सजग युवकों की टीम पहुंची
चौखूंटी क्षेत्र में रेल पटरियों की फिश प्लेट के स्क्रू खोलने की घटना के बाद मौके पर पहुंचे रोहिताश बिस्सा ने बताया कि रविवार शाम करीब साढ़े पांच बजे दो-तीन युवक फिश प्लेट के स्क्रू खोल रहे थे। हम लोग पहुंचे तो लड़के भाग गए। टीम में ओजस्वी, रवि, अनीस और नवाब ने ट्रेन आने से पहले स्क्रू लगा दिए।
क्या होती है फिश प्लेट
रेलवे ट्रैक पर लगी फिश प्लेट, दो रेलों को एक-दूसरे से जोड़ने के लिए इस्तेमाल की जाने वाली धातु की प्लेट होती है। इसे स्प्लिस बार या जॉइंट बार भी कहा जाता है। रेलवे ट्रैक पर फिश प्लेट लगाने के कई फायदे हैं। यह रेल गाड़ियों के सुचारू संचालन को सुनिश्चित करती है। रेल को उसकी उचित स्थिति में रखती है। रेल के एक छोर से दूसरे छोर तक लगने वाले बलों को ले जाती है।
साथ ही यह ट्रेन के पहियों के भार को एक रेल से दूसरी रेल पर ट्रांसफर करती है। यह रेल जोड़ को दोनों दिशाओं में मजबूती देती है। फिश प्लेट को रेल के सिरों पर बोल्ट करके जोड़ा जाता है। आम तौर पर, सभी फिश प्लेट में बोल्ट को सुरक्षित करने के लिए चार छेद होते हैं। इसके नहीं होने से रेल हादसा होने का खतरा हो सकता है।
आरपीएफ हाल की घटनाओं से सबक लें
पिछले कुछ समय से ट्रेन को पटरी से नीचे उतारने की कोशिश हो रही है। दो सप्ताह पहले गुजरात के वड़ोदरा में भी रेल को पटरी से नीचे उतारने की साजिश रची गई। उस घटना में भी आरोपियों ने रेलवे ट्रैक की फिश प्लेट के बोल्ड खोल दिए थे। यह तो गनीमत रही कि हादसा होने से पहले ही रेल कर्मचारियों से इसकी भनक लग गई।
इसी महीने झांसी से सूरतगढ़ पावर प्लांट कोयला ले जा रही मालगाड़ी के 59 वैगन वृंदावन रोड रेलवे स्टेशन के पास पटरी से नीचे उतर गए थे। हादसे में वैगन एक दूसरे के ऊपर चढ़ गए। उस हादसे को भी रेल कार्मिकों ने रेल गाड़ी को पटरी से नीचे उतारने की साजिश के तौर पर लेते हुए जांच शुरू की थी। बीकानेर में रविवार को हुए घटनाक्रम को भी हल्के में नहीं लेना चाहिए। आरपीएफ ने आसपास के सीसीटीवी कैमरों को देखने तक की कोशिश नहीं की।
नशेड़ियों का अड्डा बना चौखूंटी पुलिया: चिंता की बात यह भी है कि जिस रेलवे ट्रैक की पटरियों के बीच फिश प्लेट के बोल्ट खुले मिले थे, उसके आसपास नशेड़ियों का अड्डा भी पिछले कुछ समय से फल-फूल रहा है। रेलवे ट्रैक पर रात के समय शराब पीते युवकों को देखा जा सकता है। ये युवक नशे के लिए मोबाइल और दूसरी चीजें लूटने की कोशिश भी कर चुके हैं।
"रेलवे ट्रैक की फिश प्लेट के बोल्ट खुले मिलने की घटना को गंभीरता से लिया गया है। आसपास के लोगों से पूछताछ की गई, आगे भी की जाएगी। संदिग्ध लोगों की धरपकड़ के लिए कोई कसर नहीं छोड़ी जाएगी। फिलहाल रेल यातायात सुरक्षित है।"

Most of the incidents of stealing fish plates are coming to light. A similar incident came to light in Chaukhunti area on Sunday evening. Two-three crazy youths opened the screws of the fish plate connecting the railway tracks. When alert youths nearby challenged the youths opening the screws, they fled from the spot.
Aware youths averted a major rail accident by putting back the screws before the train passed. After getting information about the incident, Railway Protection Force (RPF) station in-charge of Lalgarh railway station, Usha Nirankari also reached the spot. She inquired about the crazy youths from the people around, but till late night, the unidentified youths could not be identified. Local people were calling it a conspiracy of rail accident, while RPF police is still talking about investigation.
A team of alert youths reached before the police
Rohitash Bissa, who reached the spot after the incident of opening the screws of the fish plate of the railway tracks in Chaukhunti area, said that two-three youths were opening the screws of the fish plate at around 5:30 pm on Sunday evening. When we reached, the boys ran away. Ojasvi, Ravi, Anees and Nawab of the team fixed the screws before the train arrived.
What is a fish plate?
The fish plate installed on the railway track is a metal plate used to connect two rails to each other. It is also called splice bar or joint bar. There are many benefits of installing fish plate on the railway track. It ensures smooth operation of trains. Keeps the rail in its proper position. Carries the forces applied from one end of the rail to the other.
Also, it transfers the load of the wheels of the train from one rail to the other. It strengthens the rail joint in both directions. Fish plates are attached to the ends of the rails by bolting them. Generally, all fish plates have four holes to secure the bolts. Its absence can lead to a risk of a rail accident.
RPF should learn from recent incidents
For some time now, attempts have been made to derail trains. Two weeks ago, a conspiracy was hatched to derail a train in Vadodara, Gujarat. In that incident too, the accused had opened the bolts of the fish plate of the railway track. It was fortunate that the railway employees got a whiff of it before the accident happened.
This month, 59 wagons of a goods train carrying coal from Jhansi to Suratgarh Power Plant derailed near Vrindavan Road railway station. In the accident, the wagons climbed over each other. Railway personnel took that accident as a conspiracy to derail the train and started an investigation. The incident that happened in Bikaner on Sunday should also not be taken lightly. RPF did not even try to see the CCTV cameras nearby.
Chaukhunti bridge has become a den of drug addicts: It is also a matter of concern that the railway track between the tracks of which the fish plate bolts were found open, has also been a den of drug addicts for some time now. Young men can be seen drinking alcohol at night on the railway track. These youths have also tried to rob mobile phones and other things to buy drugs.
