बीबीएन, नेटर्वक।  चुनाव आयोग ने लोकसभा चुनाव-2024 की तारीखों का ऐलान कर दिया है। आयोग की घोषणा के मुताबिक 19 अप्रैल से 7 चरणों में वोटिंग होगी। इसके बाद 4 जून  को मतों की गिनती होगी और चुनाव के नतीजे घोषित हो जाएंगे। मुख्य चुनाव आयुक्त राजीव कुमार ने लोकसभा चुनाव के कार्यक्रम की घोषणा की. इस मौके पर चुनाव आयुक्त ज्ञानेश कुमार और एस एस संधू और दूसरे बड़े अधिकारी मौजूद थे. निर्वाचन आयोग लोकसभा चुनाव के लिए कार्यक्रम की घोषणा आज यानी शनिवार को करने की सूचना पहले ही दी थी।

गौरतलब है कि मौजूदा लोकसभा का कार्यकाल 16 जून को खत्म हो रहा है और नई लोकसभा का गठन उससे पहले होना है। चुनाव आयोग के मुताबिक पहले चरण में 19 अप्रैल, दूसरे चरण में 26 अप्रैल, तीसरे चरण में 7 मई, चौथे चरण में 13 मई, पांचवें चरण में 20 मई, छठे चरण में 25 और सातवें चरण में 1 जून को वोट डाले जाएंगे।

7 चरणों में वोटिंग

चुनाव आयोग के मुताबिक पहले चरण में 21 राज्य में 19 अप्रैल को  102 सीटों पर चुनाव होगा. दूसरे चरण में 26 अप्रैल को 13 राज्यों और केंद्र-शासित प्रदेश में 89 सीटों पर चुनाव होंगे. तीसरे चरण में 7 मई को कुल 12 राज्यों में 94 सीटों पर चुनाव होंगे. चौथे चरण में 13 मई को कुल 10 राज्यों और केंद्र शासित राज्यों 96 सीटों पर चुनाव होंगे. जबकि पांचवें चरण में 20 मई को कुल 49 सीटों पर, छठे चरण 26 मई को कुल 57 सीटों पर और सातवें चरण में 1 जून को कुल सीट 57 सीटों पर वोट डाले जाएंगे।

आदर्श आचार संहिता लगी, अगर की ये गलती तो आप भी जा सकते हैं जेल

लोकसभा चुनाव 2024 की अधिसूचना जारी होते ही चुनाव आयोग का मॉडल कोड ऑफ कंडक्ट यानी आदर्श आचार संहिता लागू हो गया है. इसके तहत देशभर में अभियान चलाकर सियासी दलों के होर्डिंग, बैनर, पोस्टर उतारे जाएंगे. यही नहीं, सरकारी योजनाओं के होर्डिंग भी उतार दिए जाएंगे. आचार संहिता उल्लंघन की जानकारी सीधे चुनाव आयोग को की जा सकती है. आयोग तेज रफ्तार से इस पर कार्रवाई करेगा. बता दें कि जहां एक तरफ आचार संहिता को लेकर लोगों में जानकारी की कमी का फायदा उठाकर सरकारी अधिकारी काम करने से इनकार कर देते हैं. वहीं, लोगों में भी ये गलत धारणा है कि आचार संहिता सिर्फ राजनीतिक दलों और नेताओं पर लागू होती है. अगर आप भी ऐसा ही सोचते हैं तो सावधान हो जाएं.

राजनीतिक दल या नेता ही नहीं, अगर आम आदमी भी आचार संहिता का उल्‍लंघन करता है तो उसे भी जेल की हवा खानी पड़ सकती है. हालांकि, आपका ये जानना बेहद जरूरी है कि इस दौरान सभी सरकारी कामकाज बंद नहीं होते हैं. लिहाजा, अगर कोई सरकारी अधिकारी आपके काम को करने से इनकार कर देता है तो आपको पता होना चाहिए कि नियम क्‍या कहते हैं. बता दें कि आपकी जिंदगी से जुड़े जरूरी काम आचार संहिता लागू होने के बाद किसी भी सूरत में बंद नहीं होंगे. जानते हैं कि आदर्श आचार संहिता लागू होने के बाद आप क्या कर सकते हैं और आपको क्‍या नहीं करना चाहिए.

कौन-से काम आचार संहिता लागू होने के बाद भी नहीं रुकेंगे
आदर्श आचार संहिता लागू होने के बाद भी आप अपनी पेंशन बनवाने के लिए सरकारी कार्यालय जा सकते हैं. कोई भी अधिकारी इसके लिए मना नहीं कर सकता है. वहीं, आधार कार्ड, जाति प्रमाण पत्र बनाने क काम भी इस दौरान जारी रहेगा. बिजली-पानी, साफ-सफाई से जुड़े काम सुचारू तौर पर होते रहेंगे. वहीं, आप इलाज के लिए आर्थिक सहयोग लेने के लिए पूरी तरह से स्‍वतंत्र रहेंगे. प्रशासन को सड़कों की मरम्मत का काम जारी रखना होगा. इसके अलावा किसी भी चालू परियोजना पर रोक नहीं लगेगी. आचार संहिता का बहाना बनाकर कोई अधिकारी आपके ये जरूरी काम नहीं टाल सकता है. अगर आपने मकान के नक्शे के लिए पहले ही आवेदन दे दिया है तो वो पास होगा. हालांकि, इसके लिए नए आवेदन नहीं लिए जाएंगे.

आदर्श आचार संहिता में कौन से काम रहेंगे पूरी तरह बंद
चुनावों की तारीख का ऐलान होने और आचार संहिता लागू होते ही कोई भी नेता या अधिकारी सार्वजनिक उद्घाटन या शिलान्यास नहीं कर सकता है. इसके साथ ही नए कामों की स्वीकृति भी नहीं दी जा सकेगी. जिन क्षेत्रों में आचार संहिता लागू होगी, वहां सरकार की उपलब्धियों के होर्डिंग्स नहीं लगेंगे. वहीं, पहले से लगे होर्डिंग्‍स हटा दिए जाएंगे. संबंधित निर्वाचन क्षेत्र में शासकीय दौरे नहीं होंगे. सरकारी वाहनों में सायरन नहीं लगाए जाएंगे. सरकारी भवनों में प्रधानमंत्री, मुख्‍यमंत्री, मंत्री और राजनीतिक हस्तियों के फोटो लगाने पर रोक रहेगी. कोई भी व्‍यक्ति या नेता सरकार की उपलब्धियों वाले विज्ञापन प्रिंट, इलेक्ट्रॉनिक और दूसरे मीडिया में नहीं दे सकेगा. इस दौरान आम लोग भी सोशल मीडिया पर पोस्ट करने समय सावधानी बरतें. आपकी एक पोस्ट आपको जेल भेजने के लिए काफी है. कोई भी मैसेज शेयर करने या लिखने से पहले आचार संहिता के नियम पढ़ लें.

किन मामलों में आम आदमी को भी हो सकती है जेल
अगर कोई आम आदमी भी इन तमाम नियमों का उल्लंघन करता पाया जाता है, तो उस पर भी आदर्श आचार संहिता के तहत सख्त कार्रवाई की जाएगी. सीधे शब्‍दों में कहें तो अगर आप अपने किसी नेता के प्रचार अभियान से जुड़े हैं तो आपको इन नियमों को लेकर जागरूक रहना होगा. अगर कोई राजनेता आपको इन नियमों के खिलाफ काम करने को कहता है तो आप उसे आचार संहिता के बारे में बताकर ऐसा करने से इनकार कर सकते हैं. अगर आपने आचार संहिता का उल्‍लंघन करने वाला कोई भी काम किया तो आपके खिलाफ तत्काल कार्रवाई की जाएगी. ज्यादातर मामलों में आपको हिरासत में लिया जा सकता है.

If you have already applied for the house map then it will be approved. However, new applications will not be taken for this.

Which works will be completely closed under the Model Code of Conduct?
As soon as the election date is announced and the code of conduct comes into force, no leader or official can hold a public inauguration or lay the foundation stone. Along with this, approval for new works will also not be given. In the areas where the code of conduct will be implemented, hoardings of the government's achievements will not be put up. At the same time, the already installed hoardings will be removed. There will be no official visits to the concerned constituency. Sirens will not be installed in government vehicles. There will be a ban on placing photographs of the Prime Minister, Chief Minister, Ministers and political personalities in government buildings. No person or leader will be able to give advertisements about the achievements of the government in print, electronic or other media. During this time, common people should also be careful while posting on social media. Your one post is enough to send you to jail. Before sharing or writing any message, read the rules of the code of conduct.

In which cases even a common man can be jailed?
If any common man is found violating all these rules, then strict action will be taken against him also under the Model Code of Conduct. Simply put, if you are associated with the campaign of any of your leaders, then you will have to be aware of these rules. If any politician asks you to work against these rules, you can refuse to do so by telling him about the code of conduct. If you do anything that violates the code of conduct, immediate action will be taken against you. In most cases you can be detained.
