बीकानेर: होलिका दहन और धुलण्डी के दौरान शांति और कानून व्यवस्था बनाए रखने के लिए जिला निर्वाचन अधिकारी व जिला मजिस्ट्रेट नम्रता वृष्णि ने विभिन्न थानावार कार्यपालक मजिस्ट्रेट नियुक्त किए हैं। इस संबंध में जारी आदेशानुसार अतिरिक्त जिला कलेक्टर (प्रशासन) दुलीचन्द मीणा जिले के सम्पूर्ण ग्रामीण क्षेत्र के तथा अतिरिक्त जिला कलेक्टर (नगर) उम्मेद सिंह रत्नू बीकानेर शहर के प्रभारी मजिस्ट्रेट होंगे।

सहायक आयुक्त उपनिवेशन प्रथम सांवरमल रेगर को मुक्ताप्रसाद और बीछवाल, एसडीएम बीकानेर कविता गोदारा को सदर व जेएनवीसी, तहसीलदार बीकानेर रामेश्वर लाल गढ़वाल को नयाशहर, उप पंजीयक प्रथम ताराचन्द मीना को कोतवाली तथा नायब तहसीलदार बीकानेर भवानी शंकर रेगर को गंगाशहर तथा कोटगेट थाना‌ क्षेत्र का कार्यपालक मजिस्ट्रेट नियुक्त किया गया है।

आदेशानुसार सभी उपखंड अधिकारी तथा तहसीलदार तथा नियुक्त किए गए कार्यपालक मजिस्ट्रेट अपने-अपने क्षेत्र में कानून व्यवस्था और शांति बनाए रखने के लिए ड्यूटी पर तैनात रहेंगे।

व्यय पर्यवेक्षक नियुक्त
लोकसभा आम चुनाव 2024 के मद्देनजर भारत निर्वाचन आयोग द्वारा लोकसभा निर्वाचन क्षेत्र के लिए दो व्यय पर्यवेक्षक नियुक्त किए गए हैं। इन पर्यवेक्षकों से राजनीतिक पार्टी के प्रतिनिधि, स्वयं प्रत्याशी अथवा उसके प्रतिनिधि अथवा आम जनता द्वारा चुनाव से संबंधित किसी भी प्रकार की जानकारी, शिकायत व सूचना के लिए कार्य दिवस पर मिल सकेंगे।

उप जिला निर्वाचन अधिकारी डॉ. दूलीचंद मीणा ने बताया श्रीडूंगरगढ, बीकानेर पूर्व, लूणकरणसर और नोखा विधानसभा क्षेत्र के लिए पर्यवेक्षक श्री अजीत कुमार (मो. 87646-26133) से प्रातः 10 से 11 बजे तक सर्किट हाउस के कमरा नंबर 103 में संपर्क किया जा सकता है। वहीं खाजूवाला, कोलायत, बीकानेर पश्चिम अनूपगढ़ के लिए अंकुश शंभू एस. (मो. 87644-82947) से सर्किट हाउस के कमरा नंबर 203 में प्रातः 10 से 11 बजे तक संपर्क किया जा सकता है।

एनकोर सुविधा पोर्टल
लोकसभा आम चुनाव 2024 के दौरान आम सभा, रैलियां, जुलूस, लाउडस्पीकर के उपयोग, वाहनों के उपयोग, अस्थाई प्रत्याशी कार्यालय खोलने तथा गैर व्यावसायिक अथवा अनियंत्रित हवाई अड्डों/हेलीपैड आदि के उपयोग के संबंध में प्राप्त होने वाले आवेदनों का निस्तारण एनकोर सुविधा पोर्टल के माध्यम से करने के लिए उपखंड स्तर पर एनकोर पोर्टल पर उपखंड स्तर के नोडल अधिकारियों को विभागवार नामित किया गया है। इसके लिए प्रत्येक उपखंड अधिकारी या एआरओ द्वारा उपखंड स्तर पर एक कमेटी का गठन किया गया है। इसमें विभिन्न अधिकारियों को सम्मिलित किया गया है।

जिला निर्वाचन अधिकारी नम्रता वृष्णि ने बताया कि संबंधित उपखंड अधिकारी इस कमेटी के अध्यक्ष होंगे। वहीं संबंधित पुलिस उपाधीक्षक, नगर पालिका के अधिशासी अधिकारी तथा पंचायत समिति के विकास अधिकारी इसके सदस्य होंगे। उन्होंने बताया कि यह कमेटी उपखंड स्तर पर राजनीतिक दलों अथवा निर्दलीय प्रत्याशियों द्वारा प्रस्तुत ऑनलाइन या ऑफलाइन परमिशन को भारत निर्वाचन आयोग के निर्देशानुसार समयबद्ध तरीके से निस्तारित किया जाना सुनिश्चित करेंगे। एनकोर पोर्टल पर विभाग बार बनाए गए नोडल अधिकारियों की सूचना प्रेषित करेंगे। साथ ही जारी किए गए अनुमति आदेश की एक प्रति पर्यवेक्षक समन्वयक प्रकोष्ठ, निर्वाचन शाखा प्रकोष्ठ, निर्वाचन व्यय अनुवीक्षण प्रकोष्ठ एवं आदर्श आचार संहिता प्रकोष्ठ को भिजवाया जाना सुनिश्चित करेंगे।

उन्होंने बताया कि इनके अलावा जिला स्तर पर दी जाने वाली अनुमति और बीकानेर के नगर निगम क्षेत्र की सभी अनुमति अतिरिक्त जिला मजिस्ट्रेट (शहर) द्वारा प्रदान की जाएगी। सुविधा पोर्टल पर प्राप्त आवेदनों की मॉनिटरिंग उपनिदेशक, सूचना प्रौद्योगिकी एवं संचार विभाग द्वारा की जाएगी। प्रत्येक अनुमति पर संबंधित विभागीय नोडल अधिकारी से रिपोर्ट प्राप्त कर अतिरिक्त जिला मजिस्ट्रेट (शहर) को तत्काल प्रस्तुत करनी होगी।

जागरूक करेंगे स्कूली बच्चे
विभिन्न सरकारी और निजी स्कूलों में पढ़ने वाले बच्चे अपने अभिभावकों को मतदान के लिए जागरूक करेंगे। इसके लिए शिक्षा विभाग द्वारा स्कूलों में विशेष अभियान चलाया जा रहा है। शुक्रवार को मेगा पीटीएम और शनिवार को नो बैग डे के अवसर पर आयोजित कार्यक्रमों में 60 हजार से अधिक विद्यार्थियों ने भागीदारी निभाई। इस दौरान मतदान जागरूकता शपथ, रंगोली, प्रभात फेरियां और नारा लेखन जैसे कार्यक्रम हुए।

उप जिला शिक्षा अधिकारी (शाशि) अनिल बोड़ा ने बताया कि जिला निर्वाचन अधिकारी के निर्देश अनुसार विद्यार्थियों को जागरूक करने के लिए शिक्षा विभाग द्वारा सतत गतिविधियां आयोजित की जा रही हैं। इसके तहत शनिवार को नो बैग डे के अवसर पर स्कूलों में निर्वाचन जागरूकता से जुड़ी सह शैक्षणिक गतिविधियां हुई। इस दौरान विद्यालयों में स्टाफ के साथ नव मतदाताओं एवं अभिभावकों को शत- प्रतिशत मतदान के प्रति जागरूक किया। विद्यार्थियों से उनके परिजनों के अलावा आसपास के लोगों को इसके प्रेरित करने का आह्वान किया गया। इस दौरान भयमुक्त और निष्पक्ष मतदान के लिए चुनाव आयोग की ओर से किए जा रहे प्रयासों के बारे में जानकारी दी गई। विद्यार्थियों को सी-विजिल ऐप, 85 वर्ष से अधिक आयु के वरिष्ठ नागरिकों एवं दिव्यांग मतदाताओं के लिए होम वोटिंग सुविधा एवं अन्य ऐप्स एवं आईटी टूल्स की जानकारी दी गई।

बोड़ा ने बताया कि विभिन्न सरकारी एवं गैर सरकारी विद्यालयों में बड़ी संख्या में विद्यार्थी शामिल हुए। इस दौरान नालन्दा पब्लिक स्कूल, गुरुकृपा स्कूल, अंग्रेजी माध्यम स्कूल मुरलीधर व्यास कॉलोनी, बालिका नत्थूसर बास, तेलीवाड़ा गर्ल्स स्कूल, बोथरा स्कूल, बारह गुवाड़ स्कूल में स्वीप गतिविधियों का आयोजन हुआ और विद्यार्थियों को ईवीएम प्रयोग और होम वोटिंग की जानकारी भी दी।

कोलायत के भाणेका गांव की स्कूल में मतदान की पूरी जानकारी का प्रदर्शन किया। वहीं नोखा तहसील के ग्रामीण विद्यालयों में रंगोली प्रतियोगिता आयोजित की गई। जिसमें मतदान के प्रति जागरूक करने वाले प्रेरक संदेश विभिन्न रंगों के माध्यम से उकेरे गए। बिजेरी में रंगोली प्रतियोगिता आयोजित हुई। बोड़ा ने बताया कि 2 दिनों तक आयोजित जागरूकता कार्यक्रमों में 60 हजार से अधिक विद्यार्थियों ने भागीदारी निभाई।

To maintain peace and law and order during Holika Dahan and Dhulandi, District Election Officer and District Magistrate Namrata Vrishni has appointed various police station-wise executive magistrates. According to the order issued in this regard, Additional District Collector (Administration) Dulichand will be the in-charge magistrate of the entire rural area of Meena district and Additional District Collector (City) Umed Singh Ratnu will be the in-charge magistrate of Bikaner city.

Assistant Commissioner Colonization I Sanwarmal Regar to Muktaprasad and Beechwal, SDM Bikaner Kavita Godara to Sadar and JNVC, Tehsildar Bikaner Rameshwar Lal Garhwal to Nayashahr, Deputy Registrar I Tarachand Meena to Kotwali and Naib Tehsildar Bikaner Bhawani Shankar Regar to Gangashahar and Executive of Kotgate police station area. Magistrate has been appointed.

As per the order, all the Sub-Divisional Officers and Tehsildars and the appointed Executive Magistrates will remain on duty to maintain law and order and peace in their respective areas.

Expenditure supervisor appointed
Two expenditure observers have been appointed for the Lok Sabha constituency by the Election Commission of India in view of the Lok Sabha general election 2024. Representatives of the political party, the candidate himself or his representative or the general public will be able to meet these observers on working days for any kind of information, complaint and information related to the election.

Deputy District Election Officer Dr. Dulichand Meena said that for Sridungargarh, Bikaner East, Lunkaransar and Nokha assembly constituencies, Supervisor Mr. Ajit Kumar (Md. 87646-26133) can be contacted in room number 103 of the Circuit House from 10 to 11 am. Could. Whereas Ankush Shambhu S for Khajuwala, Kolayat, Bikaner West Anupgarh. (Mob. 87644-82947) can be contacted in room number 203 of the Circuit House from 10 to 11 am.

Encore Suvidha Portal
Disposal of applications received regarding general meetings, rallies, processions, use of loudspeakers, use of vehicles, opening of temporary candidate offices and use of non-commercial or uncontrolled airports/helipads etc. during the Lok Sabha General Elections 2024 will be done through the Encore Facility Portal. To facilitate this, sub-division level nodal officers have been designated department-wise on the Encore portal at the sub-division level. For this, a committee has been constituted at the subdivision level by each subdivision officer or ARO. Various officers have been included in this.

District Election Officer Namrata Vrishni said that the concerned subdivision officer will be the chairman of this committee. The concerned Deputy Superintendent of Police, Executive Officer of the Municipality and Development Officer of the Panchayat Samiti will be its members. He said that this committee will ensure that the online or offline permissions submitted by political parties or independent candidates at the sub-division level are disposed of in a time bound manner as per the instructions of the Election Commission of India. The departments will send information about the nodal officers appointed on the Encore portal. Also, a copy of the permission order issued will be ensured to be sent to the Supervisor Coordinator Cell, Election Branch Cell, Election Expenditure Monitoring Cell and Model Code of Conduct Cell.

He said that apart from these, the permissions given at the district level and all the permissions of the Municipal Corporation area of Bikaner will be given by the Additional District Magistrate (City). The applications received on the Suvidha portal will be monitored by the Deputy Director, Information Technology and Communications Department. On each permission, a report will have to be obtained from the concerned departmental nodal officer and immediately submitted to the Additional District Magistrate (City).

School children will be made aware
Children studying in various government and private schools will make their parents aware about voting. For this, a special campaign is being run in schools by the Education Department. More than 60 thousand students participated in the programs organized on the occasion of Mega PTM on Friday and No Bag Day on Saturday. During this period, programs like voting awareness oath, rangoli, morning fairs and slogan writing were held.

Deputy District Education Officer (SHASI) Anil Boda said that as per the instructions of the District Election Officer, continuous activities are being organized by the Education Department to make the students aware. Under this, co-educational activities related to election awareness were organized in schools on the occasion of No Bag Day on Saturday. During this, the staff in schools along with new voters and parents were made aware about 100% voting. Students were called upon to inspire their family members as well as the people around them. During this, information was given about the efforts being made by the Election Commission for fear-free and fair voting. Students were given information about C-Vigil app, home voting facility for senior citizens above 85 years of age and disabled voters and other apps and IT tools.

Boda said that a large number of students participated in various government and non-government schools. During this, sweep activities were organized in Nalanda Public School, Gurukripa School, English Medium School Muralidhar Vyas Colony, Balika Nathusar Bass, Teliwada Girls School, Bothra School, Barh Guwad School and students were also given information about EVM use and home voting.

Complete information about voting was displayed in the school of Bhaneka village of Kolayat. Rangoli competition was organized in rural schools of Nokha tehsil. In which motivational messages to create awareness about voting were engraved through different colours. Rangoli competition was organized in Bijeri. Borda said that more than 60 thousand students participated in the awareness programs organized for 2 days.
