पीबीएम अस्पताल ठेकाकर्मियों का अनशन खत्म, वार्ता सफल—मांगों पर कार्रवाई का आश्वासन

बीकानेर के पीबीएम अस्पताल में दो दिनों से जारी ठेकाकर्मियों का अनशन आखिरकार शनिवार को समाप्त हो गया। अस्पताल में कार्यरत सफाई कर्मचारियों ने वेतन, ईएसआई सुविधा, पीएफ कटौती और संविदा प्रक्रिया में कथित धांधलियों को लेकर अनिश्चितकालीन अनशन शुरू किया था। दो दिन तक चले इस आंदोलन ने अस्पताल प्रशासन और मेडिकल सेवाओं पर प्रभाव डाला, जिसके बाद शनिवार को मेडिकल कॉलेज प्राचार्य डॉ. सुरेंद्र वर्मा और पीबीएम अस्पताल अधीक्षक डॉ. बी.सी. घीया स्वयं अनशन स्थल पर पहुंचे।

वार्ता के दौरान कर्मचारियों ने बताया कि पिछले लंबे समय से उन्हें समय पर वेतन नहीं दिया जा रहा है। वहीं, उन्हें न तो ईएसआई की सुविधा मिली है और न ही पीएफ कटौती की जानकारी—जो कि संविदा शर्तों का सीधा उल्लंघन है। कर्मचारियों का कहना था कि सफाई कार्य जैसे महत्वपूर्ण विभाग में कार्यरत होने के बावजूद उन्हें मूलभूत अधिकारों से वंचित रखा जा रहा है।

वार्ता के दौरान प्राचार्य डॉ. सुरेंद्र वर्मा ने कर्मचारियों की मांगों को गंभीरता से सुना और भरोसा दिलाया कि आने वाले दिनों में सभी मुद्दों पर त्वरित कार्रवाई की जाएगी। उन्होंने ठेकेदार को भी मौके पर बुलाया और सभी दस्तावेज उपलब्ध करवाने के निर्देश दिए। उन्होंने कहा कि यदि ठेकेदार आवश्यक रिकॉर्ड उपलब्ध नहीं कराता है, तो आरटीआई के माध्यम से जानकारी मांगी जाएगी।

पीबीएम अधीक्षक डॉ. बी.सी. घीया ने भी कर्मचारियों को आश्वस्त किया कि अस्पताल प्रशासन उनकी समस्याओं के समाधान के लिए पूरी तरह प्रतिबद्ध है। उन्होंने कहा कि संविदा कर्मचारियों की सूची, वेतन भुगतान रिकॉर्ड और ईएसआई—पीएफ संबंधित दस्तावेजों की जांच करवाकर आवश्यक कार्रवाई सुनिश्चित की जाएगी।

वार्ता सफल रहने के बाद अनशन पर बैठे कर्मचारियों को फल का रस पिलाकर अनशन समाप्त कराया गया। कर्मचारी अपनी मांगों पर सकारात्मक समाधान की उम्मीद के साथ धरना स्थल से वापस लौटे।

अस्पताल में इस समय सौ से अधिक सफाई कर्मचारी सफाई कांट्रेक्ट कंपनी के माध्यम से कार्यरत हैं। कर्मचारियों का आरोप था कि संविदा के तहत उन्हें दी जाने वाली सुविधाएं कंपनी द्वारा पूरी तरह नजरअंदाज की जा रही हैं। कई महीनों से वेतन समय पर नहीं मिलने से कर्मचारियों में आर्थिक संकट भी पैदा हो गया था।

अनशन खत्म होने के बाद अब अस्पताल प्रशासन की जिम्मेदारी बढ़ गई है कि वह कर्मचारियों को आश्वासन के अनुसार राहत प्रदान करे और संविदा व्यवस्था में पारदर्शिता लाए।

यह पूरा मामला अस्पतालों में ठेकाकर्मी व्यवस्था की खामियों और श्रमिक अधिकारों के प्रति लापरवाही को भी उजागर करता है। उम्मीद है कि प्रशासन समय रहते सुधारात्मक कदम उठाकर ऐसी स्थितियों की पुनरावृत्ति को रोकेगा।

PBM Hospital contract workers end strike, talks successful – assurance of action on demands

The two-day strike by contract workers at Bikaner's PBM Hospital finally ended on Saturday. The hospital's sanitation workers had begun an indefinite strike over salary, ESI benefits, PF deductions, and alleged irregularities in the contract process. The two-day protest impacted hospital administration and medical services, prompting Medical College Principal Dr. Surendra Verma and PBM Hospital Superintendent Dr. B.C. Ghiya to personally visit the strike site on Saturday.

During the talks, the employees stated that they had not been paid their salaries on time for a long time. They had also not received ESI benefits or information about PF deductions—a clear violation of the contract terms. They stated that despite working in a crucial department like sanitation, they were being deprived of their basic rights.

During the talks, Principal Dr. Surendra Verma listened to the employees' demands seriously and assured them that prompt action would be taken on all issues in the coming days. He also summoned the contractor to the site and instructed him to provide all documents. He stated that if the contractor fails to provide the necessary records, information will be sought through an RTI.

PBM Superintendent Dr. B.C. Gheeya also assured the employees that the hospital administration is fully committed to resolving their issues. He stated that necessary action will be taken by verifying the list of contract employees, salary payment records, and ESI-PF related documents.

Following successful negotiations, the striking employees were given fruit juice to end their strike. The employees returned from the protest site with the hope of a positive resolution to their demands.

More than 100 sanitation workers are currently employed at the hospital through a cleaning contract company. The employees alleged that the company was completely neglecting the benefits provided to them under the contract. The employees had also faced financial hardship due to the non-payment of salaries on time for several months.

With the end of the strike, the hospital administration now has the responsibility to provide the employees with the promised relief and bring transparency to the contract system.

This entire matter also highlights the flaws in the contract labor system in hospitals and the negligence towards workers' rights. It is hoped that the administration will take timely corrective action to prevent such situations from recurring.
