शिक्षक भर्ती में बड़ा झटका: लेवल-2 में सामान्य व विशेष शिक्षा के पद शून्य, लाखों अभ्यर्थी बाह

राजस्थान कर्मचारी चयन बोर्ड की ओर से शिक्षक भर्ती लेवल-1 और लेवल-2 की प्रक्रिया शुरू हो गई है, लेकिन इस बार की भर्ती ने लाखों बेरोजगार अभ्यर्थियों को बड़ा झटका दिया है। नई भर्ती में लेवल-2 पर सामान्य शिक्षा और विशेष शिक्षा के एक भी पद शामिल नहीं किए गए, जिसके चलते लगभग 5 लाख बीएड डिग्रीधारी और रीट पास अभ्यर्थी आवेदन से पूरी तरह वंचित रह गए। वहीं करीब 80 हजार विशेष शिक्षा डिग्रीधारी भी भर्ती प्रक्रिया में हिस्सा नहीं ले पाएंगे। लंबे समय से तैयारी कर रहे अभ्यर्थियों में गहरा आक्रोश है।

सबसे बड़ी वजह यह मानी जा रही है कि पिछले पाँच वर्षों से शिक्षा विभाग में तृतीय श्रेणी अध्यापकों की पदोन्नति प्रक्रिया लंबित है। आमतौर पर हर पाँच साल में तृतीय श्रेणी शिक्षकों को वरिष्ठ अध्यापक के पद पर पदोन्नत किया जाता है, जिससे हजारों पद रिक्त होते हैं। यह रिक्त पद नई भर्ती में शामिल किए जाते हैं और बेरोजगार अभ्यर्थियों को अवसर मिलता है। लेकिन इस बार पदोन्नति नहीं होने से लगभग 30 हजार पद रिक्त ही नहीं हुए और भर्ती इतिहास में सबसे कम पद घोषित किए गए।

इस बार लेवल-1 में कुल 5636 पद रखे गए हैं, जिनमें 5000 पद सामान्य शिक्षा और 636 पद संस्कृत शिक्षा के हैं। वहीं लेवल-2 में 2123 पदों की घोषणा हुई, लेकिन सभी पद केवल संस्कृत शिक्षा के लिए निर्धारित हैं। सामान्य शिक्षा और विशेष शिक्षा श्रेणी के अभ्यर्थियों के लिए एक भी पद नहीं दिया गया। इससे लाखों उम्मीदवारों की मेहनत और तैयारी बेकार प्रतीत हो रही है।

शिक्षक संगठन और युवा मोर्चे इस निर्णय को पूरी तरह अनुचित बता रहे हैं। राजस्थान प्रारंभिक एवं माध्यमिक शिक्षक संघ के प्रदेश अध्यक्ष विपिन प्रकाश शर्मा ने कहा कि यदि सरकार सुप्रीम कोर्ट के आदेशों की पालना करते हुए पदोन्नति प्रक्रिया पूरी कर लेती, तो लगभग 30 हजार पद स्वाभाविक रूप से खाली हो जाते। फिर इन्हें भर्ती में जोड़ा जा सकता था। उनका कहना है कि 24 सितंबर 2025 के सर्वोच्च न्यायालय के निर्देश पर सरकार को छह सप्ताह में जवाब देना था, लेकिन समय बीत जाने के बाद भी जवाब नहीं दिया गया और मामला ठंडे बस्ते में डाल दिया गया।

वहीं, युवा हल्ला बोल संगठन की प्रदेशाध्यक्ष ईरा बोस ने कहा कि बीएड और रीट पास अभ्यर्थी वर्षों से इस भर्ती का इंतजार कर रहे थे। लेवल-2 में सामान्य शिक्षा के पद न देना सरकार की बड़ी लापरवाही है। उन्होंने मांग की कि विशेष बैठक बुलाकर नए पद जोड़े जाएं, ताकि योग्य अभ्यर्थियों के साथ न्याय हो सके।

अभ्यर्थियों का कहना है कि यह निर्णय बेरोजगार युवाओं के भविष्य पर सीधा प्रहार है। यदि सरकार ने समय पर पदोन्नति व कोर्ट की प्रक्रिया पूरी की होती, तो स्थितियां अलग होतीं। फिलहाल उम्मीदवार सरकार से सकारात्मक निर्णय की उम्मीद लगाए बैठे हैं।

Major setback in teacher recruitment: Zero posts for general and special education in Level-2, lakhs of candidates excluded.

The Rajasthan Staff Selection Board has initiated the teacher recruitment process for Level-1 and Level-2 positions, but this year's recruitment has dealt a major blow to lakhs of unemployed candidates. The new recruitment drive does not include a single position for general education or special education at Level-2, leaving approximately 5 lakh B.Ed. degree holders and REET-qualified candidates completely ineligible to apply. Similarly, around 80,000 special education degree holders will also be unable to participate in the recruitment process. There is widespread anger among the candidates who have been preparing for this for a long time.

The main reason for this is believed to be the pending promotion process for third-grade teachers in the education department for the past five years. Normally, third-grade teachers are promoted to senior teacher positions every five years, resulting in thousands of vacancies. These vacancies are then included in the new recruitment drive, providing opportunities for unemployed candidates. However, this time, due to the lack of promotions, approximately 30,000 positions did not become vacant, resulting in the lowest number of vacancies ever announced in the history of teacher recruitment.

This time, a total of 5636 positions have been allocated for Level-1, including 5000 for general education and 636 for Sanskrit education. For Level-2, 2123 positions have been announced, but all of them are reserved exclusively for Sanskrit education. Not a single position has been allocated for candidates in the general education and special education categories. This makes the hard work and preparation of lakhs of candidates seem futile.

Teacher organizations and youth groups are calling this decision completely unfair. Vipin Prakash Sharma, the state president of the Rajasthan Primary and Secondary Teachers Association, said that if the government had completed the promotion process in compliance with the Supreme Court's orders, approximately 30,000 positions would have naturally become vacant. These could then have been included in the recruitment. He stated that the government was required to respond within six weeks to the Supreme Court's directive of September 24, 2025, but even after the deadline passed, no response was given, and the matter was shelved.

Ira Bose, the state president of the Yuva Halla Bol organization, said that B.Ed. and REET-qualified candidates had been waiting for this recruitment for years. The government's failure to create general education positions at Level 2 is a major oversight. They demanded that a special meeting be convened to add new positions so that qualified candidates can receive justice.

The candidates say that this decision is a direct blow to the future of unemployed youth. If the government had completed the promotion and court processes on time, the situation would have been different. Currently, the candidates are waiting for a positive decision from the government.
