राज्य सरकार के निर्देशानुसार शनिवार को मुख्य चिकित्सा एवं स्वास्थ्य अधिकारी बीकानेर के पद पर जिला प्रजनन एवं शिशु स्वास्थ्य अधिकारी डॉ राजेश कुमार गुप्ता ने अतिरिक्त कार्यभार ग्रहण कर लिया। कार्य ग्रहण के साथ ही डॉ गुप्ता एक्शन में दिखे।
उन्होंने सामुदायिक स्वास्थ्य केंद्र देशनोक और पलाना का मैराथन निरीक्षण किया। हीट वेव को लेकर तैयारी को परखा एवं कमियों में सुधार करवाया। साथ ही गंभीर लापरवाही के चलते तीन कार्मिकों को कारण बताओं नोटिस भी थमा दिया। सीएचसी देशनोक पर 6 बेड का हीट वेव वार्ड तथा उसमें कूलर, पानी, आइस पैक की व्यवस्था संतोषजनक मिली। अस्पताल में ओपीडी, आईपीडी, साफ सफाई तथा राष्ट्रीय कार्यक्रमों की प्रगति भी संतोषजनक मिली। यहां एनसीडी काउंसलर शक्ति सिंह बिना सूचना अनुपस्थित मिले जिन्हें कारण बताओं नोटिस जारी किया जाएगा।
डॉ गुप्ता ने नेत्र रोग विशेषज्ञ डॉ उर्मिला जयपाल को प्रतिवर्ष 1-2 शिविर आयोजित करने, लैब टेक्नीशियन को मलेरिया ब्लड स्लाइड तथा टीबी के लिए स्पूटम जांच की संख्या बढ़ाने, एएनएम वंदना व विनोद कुमारी को प्रत्येक आंगनबाड़ी केंद्र पर प्रतिमाह कम से कम एक टीकाकरण सत्र आयोजित करने के निर्देश दिए। ऑक्सीजन प्लांट पर नियमित साफ सफाई रखने, अस्पताल की संपूर्ण सफाई व्यवस्था को और दुरुस्त करने तथा मुख्यमंत्री आयुष्मान आरोग्य योजना के अंतर्गत आईपीडी बढ़ाने के निर्देश डॉ मनोज गुप्ता को दिए।
उन्होंने अस्पताल को जल्द ही अतिरिक्त लैब टेक्नीशियन व लैब सहायक उपलब्ध कराने व एक डिजिटल एक्स-रे मशीन के लिए प्रयास करने का भी आश्वासन दिया। प्राथमिक स्वास्थ्य केंद्र पलाना निरीक्षण के दौरान हीट वेव वार्ड का निरीक्षण किया तथा तैयारी की समीक्षा की। यहां दंत चिकित्सक डॉ रोचक सोनी 7 दिन से मेडिकल लीव पर पाए गए। हीट वेव से संबंधित परिस्थितियों को देखते हुए डॉ गुप्ता ने छुट्टियां रद्द कर सोमवार तक ज्वाइन करने के निर्देश दिए।
यहां कंप्यूटर ऑपरेटर विशाल बोहरा बिना सूचना अनुपस्थित मिले जिन्हें कारण बताओं नोटिस जारी किया जाएगा। अस्पताल में किसी माह एक तो किसी माह शून्य डिलीवरी होना पाया गया जिस पर एएनएम नरेशपति को कारण बताओं नोटिस थमा दिया है। डॉ गुप्ता ने अस्पताल में साफ सफाई स्तर को सुधारने, हीट वेव से संबंधित प्रचार प्रसार करने तथा प्रतिमाह डिलीवरी बढ़ाने के निर्देश डॉ सुधांश खत्री को दिए। डॉ गुप्ता ने अस्पताल में जल्द ही एक जीएनएम लगाने का आश्वासन भी दिया।

As per the instructions of the state government, on Saturday, District Reproductive and Child Health Officer Dr. Rajesh Kumar Gupta took additional charge of the post of Chief Medical and Health Officer Bikaner. Dr. Gupta was seen in action as soon as he took charge.
He conducted a marathon inspection of Community Health Center Deshnok and Palana. He checked the preparations for the heat wave and got the deficiencies rectified. Also, due to serious negligence, he also served show cause notices to three personnel. The 6-bed heat wave ward at CHC Deshnok and the arrangements for coolers, water, ice packs in it were found satisfactory. The progress of OPD, IPD, cleanliness and national programs in the hospital was also found satisfactory. Here, NCD counselor Shakti Singh was found absent without information, to whom a show cause notice will be issued.
Dr Gupta instructed ophthalmologist Dr Urmila Jaipal to organize 1-2 camps every year, lab technicians to increase the number of malaria blood slide and sputum tests for TB, ANM Vandana and Vinod Kumari to organize at least one vaccination session per month at each Anganwadi center. Dr Manoj Gupta was instructed to keep regular cleanliness at the oxygen plant, further improve the overall cleanliness system of the hospital and increase IPD under the Chief Minister Ayushman Arogya Yojana.
He also assured to provide additional lab technicians and lab assistants to the hospital soon and to make efforts for a digital X-ray machine. During the inspection of Primary Health Center Palana, the heat wave ward was inspected and the preparations were reviewed. Here dentist Dr Rochak Soni was found on medical leave for 7 days. In view of the circumstances related to heat wave, Dr Gupta cancelled the leave and instructed him to join by Monday.
Here computer operator Vishal Bohra was found absent without information, to whom a show cause notice will be issued. In the hospital, one delivery was found in some months and zero in other months, for which a show cause notice has been served to ANM Nareshpati. Dr Gupta instructed Dr Sudhansh Khatri to improve the cleanliness level in the hospital, spread awareness about heat wave and increase the number of deliveries every month. Dr Gupta also assured to appoint a GNM in the hospital soon.
