बीकानेर सहित राजस्थान के कई जिलों में हाल ही में हिरासत से अभियुक्तों के भागने की बढ़ती घटनाओं को गंभीरता से लेते हुए राज्य पुलिस मुख्यालय (PHQ) ने सख्त निर्देश जारी किए हैं। अब थानों में गिरफ्तार अभियुक्तों को हवालात में ही भोजन दिया जाएगा, और केवल विशेष परिस्थिति में ही उन्हें बाहर निकाला जाएगा।

नए निर्देशों के मुख्य बिंदु:

• हवालात से बाहर निकालने की स्थिति में अभियुक्त के पास दो पुलिसकर्मी अनिवार्य रूप से मौजूद रहेंगे।

• किसी भी स्तर पर लापरवाही बरतने वाले पुलिसकर्मियों पर सख्त विभागीय कार्रवाई की जाएगी।

• बिना पर्याप्त सुरक्षा उपायों के अभियुक्तों को इधर-उधर घुमाना पूरी तरह वर्जित होगा।

बीते कुछ दिनों में बीकानेर, श्रीगंगानगर, हनुमानगढ़ और नागौर सहित कुछ अन्य जिलों में हिरासत में रखे गए अभियुक्तों के भागने की घटनाएं सामने आई थीं, जिससे पुलिस विभाग की कार्यप्रणाली पर सवाल उठे। इन घटनाओं के बाद पुलिस महानिदेशक (DGP) उमेश मिश्रा ने सभी रेंज, जिला और थाना स्तर के अधिकारियों को सुरक्षा मानकों की समीक्षा के आदेश दिए हैं।पुलिस सूत्रों के अनुसार:

"अब कोई भी अभियुक्त तब तक हवालात से बाहर नहीं निकाला जाएगा जब तक कि चिकित्सा, कोर्ट पेशी या पूछताछ जैसी खास वजह न हो। थानों में सीसीटीवी निगरानी को और मजबूत किया जा रहा है।"

पुलिस की यह सख्ती न केवल अभियुक्तों की सुरक्षित हिरासत सुनिश्चित करेगी, बल्कि आमजन में कानून व्यवस्था के प्रति विश्वास भी मजबूत करेगी।

Taking seriously the increasing incidents of accused escaping from custody in many districts of Rajasthan including Bikaner, the State Police Headquarters (PHQ) has issued strict instructions. Now the accused arrested in the police stations will be given food in the lockup itself, and they will be taken out only in special circumstances.

Key points of the new instructions:

In the event of taking him out of the lockup, two policemen will be compulsorily present with the accused.

Strict departmental action will be taken against the policemen who are negligent at any level.

It will be completely prohibited to move the accused around without adequate security measures.

Background:

In the last few days, incidents of escape of accused kept in custody in Bikaner, Sriganganagar, Hanumangarh and Nagaur and some other districts had come to the fore, raising questions on the functioning of the police department. Following these incidents, Director General of Police (DGP) Umesh Mishra has ordered all range, district and police station level officers to review security standards. According to police sources:

"Now no accused will be taken out of the lockup unless there is a special reason like medical treatment, court appearance or interrogation. CCTV surveillance in police stations is being further strengthened."

This strictness of the police will not only ensure safe custody of the accused, but will also strengthen the faith of the general public in law and order.
