जमीन पर धोखाधड़ी और साजिश का संगीन मामला—कोर्ट हस्तक्षेप के बाद बीकानेर में FIR दर्ज

बीकानेर में फर्जी दस्तावेज़ों के सहारे जमीन पर कब्जा करने और धोखाधड़ी करने का एक बड़ा मामला सामने आया है। कोर्ट के आदेश पर बीछवाल थाना पुलिस ने कई व्यक्तियों के खिलाफ धोखाधड़ी, चोरी, साजिश और फर्जी दस्तावेज़ तैयार करने के गंभीर आरोपों में मुकदमा दर्ज किया है। यह पूरा मामला लूणकरणसर क्षेत्र के अमरपुरा निवासी बिदामाराम के कोर्ट में दिए गए इस्तगासे के आधार पर दर्ज हुआ है।

परिवादी बिदामाराम ने कोर्ट को बताया कि उसे आवंटित 25 बीघा भूमि को उसने वर्ष 2003 में टिडो देवी और उसके पुत्रों को बेचा था। टिडो देवी ने उसे सम्पूर्ण राशि अदा की और जमीन का इकरारनामा, मुख्तयारनामा तथा कब्जा विधिवत रूप से दे दिया गया। कई वर्षों तक इस भूमि को लेकर कोई विवाद नहीं हुआ।

लेकिन परिवादी के अनुसार कुछ समय पहले टिडो देवी ने जमीन का रिकॉर्ड निकलवाया, जिसमें पता चला कि उक्त भूमि किसी तीसरे व्यक्ति — बन्तासिंह निवासी 6 पीटीडी, रायसिंहनगर — के नाम पर दर्ज हो चुकी है। यह जानकर टिडो देवी और परिवादी दोनों हैरान रह गए। आगे की जांच करने पर पता चला कि जमीन का यह स्थानांतरण कथित रूप से फर्जी मुटेशन और फर्जी मुख्तयारनामा के आधार पर किया गया था।

परिवादी ने अपने इस्तगासे में यह गंभीर आरोप लगाए कि वर्ष 1998 में उसके नाम से बीकानेर पंजीयन कार्यालय में एक फर्जी मुख्तयारनामा तैयार किया गया, जबकि वह उस समय कभी भी इस कार्यालय में गया ही नहीं। परिवादी ने बताया कि आरोपीगण ने मिलीभगत से उसकी पहचान का दुरुपयोग किया, गवाहों के साथ कूटरचना की और जाली दस्तावेज तैयार कर भूमि को अवैध रूप से अपने नाम ट्रांसफर करा लिया।

इस्तगासे में यह भी आरोप लगाया गया है कि आरोपीगण ने न सिर्फ फर्जी दस्तावेज़ बनाए बल्कि टिडो देवी के खेत में बने कमरे को भी तोड़ दिया और उस कमरे में रखा सामान चोरी कर लिया। इस संबंध में परिवादी ने पहले बीछवाल थाना पुलिस व पुलिस अधीक्षक को भी शिकायतें दी थीं, लेकिन कोई कार्रवाई न होने पर वह न्यायालय की शरण में गया।

अदालत के आदेश पर बीछवाल थाना पुलिस ने बन्तासिंह, उसके पांचों पुत्र—बलविन्दर सिंह, सुखविन्द्रर सिंह, रूपसिंह, लाभसिंह और दलबीर सिंह—सहित गवाह प्रताप लावा, भादरराम तथा अन्य व्यक्तियों के खिलाफ धोखाधड़ी, चोरी, फर्जी दस्तावेजों की कूटरचना और साजिश रचने की विभिन्न धाराओं में मुकदमा दर्ज किया है। इस गंभीर मामले की जांच एसआई सुशीला को सौंपी गई है।

पुलिस अब सभी दस्तावेज, रिकॉर्ड और स्थल निरीक्षण के आधार पर यह जांच करेगी कि फर्जी दस्तावेज कैसे और किन अधिकारियों की मिलीभगत से तैयार किए गए। मामला जटिल होने के कारण पुलिस इसे महत्वपूर्ण प्रकरण मानकर जांच आगे बढ़ा रही है।

Serious case of land fraud and conspiracy – FIR registered in Bikaner after court intervention

A major case of land grabbing and fraud using forged documents has come to light in Bikaner. On court orders, the Bichwal police station has filed a case against several individuals on serious charges of fraud, theft, conspiracy, and forgery. The case was filed based on a complaint filed in court by Bidamaram, a resident of Amarpura in the Lunkaransar area.

Complainant Bidamaram told the court that he sold 25 bighas of land allotted to him to Tido Devi and her sons in 2003. Tido Devi paid him the full amount, and the agreement, power of attorney, and possession were duly handed over. There was no dispute over the land for many years.

However, according to the complainant, some time ago, Tido Devi obtained the land records, which revealed that the land had been registered in the name of a third person—Banta Singh, resident of 6 PTD, Raisinghnagar. Both Tido Devi and the complainant were shocked to learn this. Upon further investigation, it was revealed that this land transfer was allegedly made on the basis of a fraudulent mutation and a forged power of attorney.

In his complaint, the complainant made serious allegations that a fraudulent power of attorney was prepared in his name at the Bikaner Registration Office in 1998, even though he had never visited the office at that time. The complainant stated that the accused colluded and misused his identity, forged witnesses, and forged documents to illegally transfer the land to their names.

The complaint also alleges that the accused not only created the fraudulent documents but also demolished a room built on Tido Devi's farm and stole the items stored there. The complainant had previously filed complaints with the Bichwal police station and the Superintendent of Police, but when no action was taken, he approached the court.

On court orders, the Bichwal police station has registered a case against Banta Singh, his five sons—Balwinder Singh, Sukhwinder Singh, Roop Singh, Labh Singh, and Dalbir Singh—along with witnesses Pratap Lava, Bhadar Ram, and others under various sections of fraud, theft, forgery, and conspiracy. The investigation of this serious case has been assigned to SI Sushila.

The police will now examine all documents, records, and site inspections to determine how the fake documents were prepared and with the connivance of which officials. Due to the complexity of the case, the police are considering it an important case and are pursuing the investigation.
