राजस्थान में स्टांप पेपर पर लड़कियों को बेचने के मामले में NHRC का बड़ा एक्शन, अब हर राज्य को करना होगा ये काम!

राष्ट्रीय मानवाधिकार आयोग (NHRC) ने सिफारिश की है कि प्रत्येक राज्य में एक "मानव तस्करी विरोधी नोडल अधिकारी" होना चाहिए जो इस खतरे को रोकने के लिए प्रभावी कदम और उपाय करके सरकारी अधिकारियों के साथ समन्वय करेगा. एनएचआरसी ने यह भी कहा कि नोडल ऑफिसर राज्य सरकार के सचिव या पुलिस महानिरीक्षक के पद से नीचे का नहीं होना चाहिए.

अक्टूबर 2022 में एक मीडिया रिपोर्ट के आधार राजस्थान में लड़कियों की तस्करी के के मामले में यह सिफारिशें दी हैं. NHRC ने इस रिपोर्ट पर स्वतः संज्ञान लिया है. मीडिया रिपोर्ट में कहा गया था कि "राजस्थान के आधा दर्जन जिलों में लड़कियों को स्टांप पेपर पर बेचा जा रहा था" और उन्हें उत्तर प्रदेश और मध्यप्रदेश में भेजा जा रहा है. जहां से उन्हें  मुंबई, दिल्ली और विदेशों में शारीरिक शोषण, यातना और यौन उत्पीड़न का शिकार होना पड़ता है.

NHRC ने राजस्थान के मुख्य सचिव और पुलिस महानिदेशक को मुंबई के डांस बार्स में लड़कियों की दुर्दशा का पता लगाने के लिए जांच के लिए पुलिस महानिरीक्षक लेवल के एक अधिकारी के नेतृत्व में एक टीम भेजने का निर्देश दिया है. आयोग ने इस मामले में महाराष्ट्र के डीजीपी से राजस्थान पुलिस को मदद देने को कहा है ताकि ऐसी घटनाओं को रोकने के लिए प्रभावी कदम उठाए जा सकें और उनके मूल स्थानों पर उनकी वापसी सुनिश्चित की जा सके साथ ही राज्य और जिला स्तरीय समितियां जारी निर्देशों के अनुसार उनका पुनर्वास सुनिश्चित करें.

"लड़कियों को बेचने" के पंजीकरण चिंताजनक 
एनएचआरसी ने पाया कि हाल के दिनों में कुछ समुदायों में "लड़कियों को बेचने" से जुड़े मामलों के पंजीकरण को देखते हुए, ऐसा प्रतीत होता है कि यह प्रथा अभी भी बिना किसी डर के प्रचलित के लगातार जारी है. बयान में कहा गया है कि इस प्रथा पर तत्काल अंकुश लगाने की जरूरत है और सभी हितधारकों द्वारा कड़े कदम उठाए जाने चाहिए. ने पिछले दिनों इस मामले में अपने विशेष प्रतिवेदक के अलावा राजस्थान के मुख्य सचिव और पुलिस महानिदेशक से रिपोर्ट मांगी थी.

राज्य सरकार ने घटना की पुष्टि की है और कहा कि इन मामलों में अब तक 23 आरोपियों के खिलाफ आरोप पत्र दायर किया गया है. इसमें कहा गया है कि तस्करी की शिकार सात लड़कियों को अजमेर के नारी निकेतन बालिका सुधार गृह में पुनर्वासित किया गया है.

The National Human Rights Commission (NHRC) has recommended that every state should have an "anti-human trafficking nodal officer" who will coordinate with government officials by taking effective steps and measures to stop this menace. The NHRC also said that the nodal officer should not be below the rank of Secretary of the State Government or Inspector General of Police.

These recommendations have been given in the case of trafficking of girls in Rajasthan on the basis of a media report in October 2022. NHRC has taken suo motu cognizance of this report. The media report said that "girls were being sold on stamp paper in half a dozen districts of Rajasthan" and they are being sent to Uttar Pradesh and Madhya Pradesh. From where they have to suffer physical exploitation, torture and sexual harassment in Mumbai, Delhi and abroad.

Team will go to find out the plight of girls in Mumbai's dance bars

The NHRC has directed the Chief Secretary and Director General of Police of Rajasthan to send a team led by an Inspector General of Police level officer to investigate to find out the plight of girls in Mumbai's dance bars. The commission has asked the DGP of Maharashtra to help the Rajasthan Police in this matter so that effective steps can be taken to prevent such incidents and ensure their return to their native places and the state and district level committees ensure their rehabilitation as per the instructions issued.

Registration of "selling girls" is worrying

The NHRC found that in view of the registration of cases related to "selling girls" in some communities in recent times, it appears that this practice is still continuing without any fear. The statement said that this practice needs to be curbed immediately and strict steps should be taken by all stakeholders. The NHRC had recently sought a report from the Chief Secretary and Director General of Police of Rajasthan in this matter besides its special rapporteur.

The state government confirmed the incident and said that so far chargesheets have been filed against 23 accused in these cases. It said that seven girls who were victims of trafficking have been rehabilitated at the Nari Niketan Balika Sudhar Griha in Ajmer.
