बीकानेर में सड़क दुर्घटनाओं की बढ़ती संख्या चिंताजनक होती जा रही है। हर रोज़ अखबारों में दुर्घटनाओं में मौत और घायलों की खबरें सुर्खियों में रहती हैं। इस समस्या की जड़ में दो मुख्य कारण हैं – खस्ताहाल सड़कें और वाहनों का बढ़ता दबाव।

ट्रैफिक जाम और अवैध वाहन संचालन

शहर में थ्री-व्हीलर, टैक्सियाँ, कारें, बसें, ट्रक और ओवरलोड वाहन यातायात व्यवस्था को चरमराने के लिए काफी हैं। खासकर, वे थ्री-व्हीलर जिनके परमिट नोखा, देशनोक, नापासर, कोलायत, गजनेर आदि के लिए जारी किए गए हैं, वे अवैध रूप से बीकानेर शहर में संचालित हो रहे हैं।

सूत्रों के अनुसार, दो बड़े राजनीतिक नेताओं की शह पर सैकड़ों वाहन अवैध रूप से सड़कों पर दौड़ रहे हैं। इसके बावजूद, पुलिस सिर्फ हेलमेट चेकिंग और चालान काटने तक ही सीमित नजर आती है।

बेतरतीब कार पार्किंग और प्रशासन की अनदेखी

बीकानेर में बढ़ती कारों की संख्या भी यातायात जाम और झगड़ों का कारण बन रही है। स्टेटस सिंबल के नाम पर लोग लक्जरी कारें खरीद रहे हैं, लेकिन उनके पास पार्किंग की कोई व्यवस्था नहीं है।

• हर सदस्य के लिए अलग कार: बेटे, बेटी, पत्नी, खुद के लिए अलग-अलग कारें खरीदी जा रही हैं, जिससे सड़कें और गलियाँ जाम हो रही हैं।
• गलियों और पड़ोसी के घरों के आगे पार्किंग: गली और पड़ोसियों के घरों के आगे बेतरतीब पार्किंग से विवाद बढ़ रहे हैं।
• प्रशासन की अनदेखी: कार रजिस्ट्रेशन के समय शपथ पत्र भरवाया जाता है कि मालिक के पास कार खड़ी करने की जगह है, लेकिन प्रशासन इसका कभी सत्यापन नहीं करता।

निजी अस्पतालों और कॉमर्शियल प्रतिष्ठानों का योगदान

नागणेचीजी रोड और पवनपुरी जैसे इलाकों में स्थिति और भी गंभीर हो गई है।

• निजी अस्पतालों में पार्किंग नहीं: अस्पतालों में आने वाले मरीजों के वाहन सड़कों पर खड़े रहते हैं, जिससे यातायात बाधित होता है।
• शोरूम और दुकानों के सामने जाम: रिलायंस शो-रूम, बोथरा लैबोरेटरी, वेद मेडिकल, बीकानेर नर्सिंग होम और बालाजी स्वीट्स के बाहर 40-50 वाहनों की अवैध पार्किंग आम जनता के लिए सिरदर्द बन गई है।

दूसरे शहरों में पार्किंग नियम, बीकानेर में लापरवाही

दिल्ली सरकार ने रातभर गली-सड़क पर पार्किंग करने पर 2000 रुपये प्रति माह शुल्क लागू कर दिया है। लेकिन बीकानेर में नगर निगम इस दिशा में कोई कदम उठाने को तैयार नहीं दिख रहा।

क्या प्रशासन किसी बड़ी दुर्घटना का इंतजार कर रहा है?

यह समय है कि जिला प्रशासन और नगर निगम गंभीरता से इस मुद्दे पर ध्यान दे।

• सड़कों की मरम्मत और चौड़ीकरण किया जाए।
• अवैध रूप से संचालित वाहनों पर कार्रवाई हो।
• गलियों में वाहन पार्किंग पर सख्त नियम लागू किए जाएँ।
• हेलमेट चालान से ज्यादा ट्रैफिक नियमों के पालन पर ध्यान दिया जाए।

जैसा कि कवि दुष्यंत कुमार ने लिखा है –
"हंगामा खड़ा करना मेरा मकसद नहीं, दोस्तों... चिंगारी तो कहीं से उठनी चाहिए।"
अब वक्त आ गया है कि यह चिंगारी जन आंदोलन बने और शहर को यातायात अव्यवस्था से निजात दिलाई जाए!

Bikaner: Increasing traffic and accidents due to dilapidated roads – till when will the administration ignore it?

The increasing number of road accidents in Bikaner is becoming a matter of concern. Every day, the news of deaths and injuries in accidents make headlines in the newspapers. There are two main reasons at the root of this problem – dilapidated roads and increasing pressure of vehicles.

Traffic jam and illegal vehicle operation

Three-wheelers, taxis, cars, buses, trucks and overloaded vehicles in the city are enough to collapse the traffic system. Especially, those three-wheelers whose permits have been issued for Nokha, Deshnok, Napasar, Kolayat, Gajner etc. are being operated illegally in Bikaner city.

According to sources, hundreds of vehicles are running illegally on the roads with the support of two big political leaders. Despite this, the police seem to be limited to just helmet checking and challaning.

Haphazard car parking and administration's negligence

The increasing number of cars in Bikaner is also causing traffic jams and quarrels. People are buying luxury cars in the name of status symbol, but they do not have any parking arrangement.

Separate car for each member: Separate cars are being bought for son, daughter, wife, self, due to which roads and lanes are getting jammed.
Parking in front of streets and neighbours' houses: Disputes are increasing due to haphazard parking in front of streets and neighbours' houses.
Administration's negligence: At the time of car registration, an affidavit is filled that the owner has space to park the car, but the administration never verifies it.
Contribution of private hospitals and commercial establishments

The situation has become even more serious in areas like Naganechiji Road and Pawanpuri.

No parking in private hospitals: Vehicles of patients coming to hospitals are parked on the roads, due to which traffic is obstructed.
Jam in front of showrooms and shops: Illegal parking of 40-50 vehicles outside Reliance Showroom, Bothra Laboratory, Ved Medical, Bikaner Nursing Home and Balaji Sweets has become a headache for the general public.
Parking rules in other cities, negligence in Bikaner

The Delhi government has imposed a fee of Rs 2000 per month for parking overnight on the streets. But the Municipal Corporation in Bikaner does not seem to be ready to take any step in this direction.

Is the administration waiting for a major accident?

It is time that the district administration and the Municipal Corporation should seriously pay attention to this issue.

The roads should be repaired and widened.

Action should be taken against illegally operated vehicles.

Strict rules should be implemented on vehicle parking in the streets.
More attention should be paid to following traffic rules than helmet challans.

As the poet Dushyant Kumar has written –

"It is not my intention to create a ruckus, friends... the spark should arise from somewhere."

Now the time has come that this spark should become a mass movement and the city should be relieved of traffic chaos!
