सुप्रीम कोर्ट ने कहा- पटाखों पर पूरे देश में लगे बैन, केवल दिल्ली-NCR तक सीमित नहीं हमारा आदेश

सुप्रीम कोर्ट ने कहा- पटाखों संपूर्ण देश में पूरे प्रतिबंध लगे, केवल दिल्ली तक सीमित नहीं हमारा आदेश

सुप्रीम कोर्ट ने पटाखों को बैन करने के मामले पर सुनवाई करते हुए कहा कि हमने जो पिछले आदेश दिए थे वो केवल दिल्ली भर के नहीं थे. पटाखों को बैन करने का हमारा आदेश पूरे देश के लिए था. उन्होंने कहा, 'हमने अपने पुराने आदेश में पटाखों पर पूर्ण रोक का मसला स्थानीय सरकार पर छोड़ा था, लेकिन हॉस्पिटल जैसी स्वास्थ्य के लिहाज से संवेदनशील जगहों पर पटाखे न चलाने, पटाखे चलाने की समय सीमा तय करने के लिए कहा था. एनसीआर में आने वाले राजस्थान के इलाकों के लिए दिल्ली-एनसीआर वाले नियम लागू होंगे. यानी पटाखों पर रोक रहेगी.

सुप्रीम कोर्ट ने यह टिप्पणी उस समय की जब वह दिल्ली एनसीआर समेत देश भर के अन्य शहरों में बढ़ते प्रदूषण के मामले की सुनवाई कर रहे थे. पंजाब में पराली जलाने, देश के बाकी हिस्सों में अन्य कारणों से प्रदूषण के स्तर में हो रही बढ़ोतरी को देखते हुए अदालत ने कहा, यह सिर्फ अदालत का काम नहीं है कि वह प्रदूषण को रोके, ये सभी की जिम्मेदारी है खासकर सरकार की सबसे ज्यादा जवाबदेही है.

कैसे भी पराली जलाना रोके पंजाब सरकार
सुप्रीम कोर्ट ने दिल्ली एनसीआर में बढ़ते प्रदूषण के मद्देनजर कहा, 'सरकार पराली जलाना रोके. वह पराली जलाना कैसे रोकती है इसके बारे में वह नहीं जानते पर पंजाब सरकार पराली जलाना रोके. अदालत ने आगे कहा, ऐसा हर समय नहीं हो सकता है कि आप हमेशा राजनीतिक लड़ाई लड़ते रहें. सुप्रीम कोर्ट ने राजस्थान और अन्य राज्य सरकारों को भी उनके पहले के आदेशों पर अमल करने को कहा. 

कोर्ट ने कहा, हमारा आदेश सिर्फ एक राज्य या दिल्ली एनसीआर तक सीमित नहीं है, यह पूरे देश पर लागू है, जिन राज्यों में भी प्रदूषण है वहां की राज्य सरकारें इसका समाधान स्थानीय स्तर पर करने के लिए कदम उठाएं. प्रदूषण का नियंत्रण करना सिर्फ राज्य सरकार का ही कर्तव्य नहीं है.

Supreme Court said- Firecrackers should be completely banned in the entire country, our order is not limited to Delhi only.

While hearing the case of banning firecrackers, the Supreme Court said that the previous orders given by us were not only for Delhi. Our order to ban firecrackers was for the entire country. He said, 'In our old order, we had left the issue of complete ban on firecrackers to the local government, but had asked us not to burst firecrackers in health-sensitive places like hospitals and to set a time limit for bursting firecrackers. Delhi-NCR rules will be applicable for the areas of Rajasthan falling in NCR. That means there will be a ban on firecrackers.

The Supreme Court made this comment when it was hearing the case of increasing pollution in Delhi NCR and other cities across the country. Considering the increase in pollution levels in Punjab due to stubble burning and other reasons in the rest of the country, the court said, it is not the job of the court alone to stop pollution, it is the responsibility of everyone, especially the government. There is accountability.

How should Punjab government stop stubble burning?
In view of the increasing pollution in Delhi NCR, the Supreme Court said, 'Government should stop burning of stubble. He doesn't know how it stops stubble burning but the Punjab government should stop stubble burning. The court further said, it cannot be possible all the time that you keep fighting political battles all the time. The Supreme Court also asked Rajasthan and other state governments to implement its earlier orders.

The court said, our order is not limited to just one state or Delhi NCR, it is applicable to the entire country, the state governments of the states where there is pollution should take steps to solve it at the local level. It is not the duty of the state government alone to control pollution.
